Councillor Tedjo, Chair called the meeting to order at 6:01 PM.

Councillor Tedjo, Chair recited the Indigenous Land Statement.

E. Zhao provided an overview of the 2024 data including winter operations, rider profiles, travel patterns, and partnerships; additionally, E. Zhao spoke to the 2025 program changes including parking models, service levels, monitoring framework, and engagement opportunities.

Committee Members inquired and commented on the breakdown of parking types, ridership data, compliance rates, program contact information, and service levels.

E. Zhao responded with information and spoke to staff working with MiWay to designate no parking zones for devices to ensure accessibility for passengers.

Councillor Tedjo, Chair suggested staff include specific ridership figures and feedback from Committee in the upcoming report to Council.

    That the deputation and associated presentation from Eric Zhao, Coordinator, Active Transportation regarding Shared Micro-mobility Program 2025 Season Pre-launch Update, be received.

F. Sandoval spoke to the existing cycling network, Cycling Master Plan progress, existing cycling infrastructure, completion dates and certificates of completions, and projects planned for tender in 2025.  

F. Sandoval noted that in the previous update to Committee, Mississauga Road was included in the list for tender in 2025, but has since been removed due to technical challenges.

Committee Members commented on incorporating general project timelines, updates on tendering, examples of gap-filling work into future staff deputations, and noted outdated project webpages.  Further, Committee Members inquired about the status of Collegeway tracks and resident feedback regarding bicycle lanes under construction.

Jeremy Blair, Manager, Transportation Infrastructure Management and F. Sandoval responded with information regarding project timelines (construction map), upcoming cycling projects, and resident feedback.

R. Mehta spoke to enhancing project data and details, ensuring consistency in cycle track design, improving safety at intersections and highways, and addressing concerns about winter maintenance.  Further, R. Mehta provided suggestions to address the issues discussed.

Jeremy Blair, Manager, Transportation Infrastructure Management provided information on winter maintenance concerns, inconsistency around infrastructure, and highway crossings; and Fred Sandoval, Coordinator, Active Transportation spoke to enhancing data around projects.

    That the deputation and associated presentation from Rahul Mehta, Resident regarding the Cycling Program Quarterly Update (Q1), be received.

Rahul Mehta, Resident asked the following questions related to item 7.1: 

  1. Regarding the expansion of available vehicles and parking in business areas and the Pearson Airport Zone, coupled with acceleration of bike infrastructure with the CMP update - is this being considered and is there direct outreach to large employers to that effect?
  2. Regarding the possibility of future expansion of the bike/scooter system/network and what is the planning underway to consider such growth, in the context of targets, monitoring and evaluation.

Eric Zhao, Coordinator, Active Transportation spoke to partnerships and the Pearson Airport Zone and Jeremy Blair, Manager, Transportation Infrastructure Management spoke to the contract parameters with the provider.

Brandon Wiedemann, Resident provided the following written submissions regarding item 7.2:

  1. Are there any plans to install a MUT or cycling infrastructure on Winston Churchill south of Dundas?
  2. The MUT on Erin Mills is disconnected between Burnhamthorpe and the north side of the 403. Are there plans to install a MUT in this missing section? 
    There is a dangerous pinch point on the west sidewalk near Folkway, where a transit shelter, traffic camera and sidewalk all narrow. The crossing over the 403 at Erin mills is dangerous with poor sightlines when travelling southbound on the west side. (The east side does not have pedestrian or cycling infrastructure).

Fred Sandoval, Coordinator, Active Transportation noted the gaps are on regional roads.

Jennifer Andrade, Specialist, Public Programs, Transportation Operations, Region of Peel provided a written response that was shared with the resident post-meeting.

Paul Marshall, Resident inquired about item 10.3 regarding timelines around public submissions for the Cycling Master Plan updates and map redesign.

J. Blair provided information around timelines and upcoming consultation phase.

Paul Marshall, Resident inquired about opportunities for secure bike storage and Councillor Tedjo, Chair responded with information around bike parking at the Civic Centre and future plans to expand storage.  

Athina Tagidou, Resident inquired about item 7.2 on the status of the Aquitaine project.

F. Sandoval responded with information noting the status and next steps given anticipated legislation changes.

Athina Tagidou, Resident inquired about having a BIP between Britannia to Eglinton.

F. Sandoval responded noting the project is in the Cycling Master Plan with no near term plans.

Juelene Stennett, Citizen Member spoke to the recipient for the 2024 Phil Green Recognition Award and options for recognizing individual members and the club as a whole.

Councillor Tedjo, Chair suggested providing certificates to key members of the club and presenting the plaque to the club collectively.

J. Stennett further spoke to the promotions for all awards in the new season and opportunities for collaboration with businesses.

    That the 2025 Toronto Bicycle Show and E-Bike Expo Recap verbal update on March 18, 2025 from Mississauga Cycling Advisory Committee Citizen Members, be received.

Committee Members spoke to the obstructed signage to indicate cycling closures at Sawmill Creek.  In addition, Committee Members commented on the new bike crossing at the Burnhamthorpe Multi-use Trail, drivers failing to yield to cyclists at Brickstone Mews, and the Port Credit Harbor bridge.

Jeremy Blair, Manager, Transportation Infrastructure Management responded with information and noted that feedback would be shared with appropriate staff.
