Councillor Dasko, Chair called the meeting to order at 9:34 AM.

Councillor Dasko, Chair, recited the Indigenous Land Statement.

Ms. Schwenger and Mr. Fthenos spoke to the subject matter and provided background information. Councillor Kovac provided background information and raised questions regarding the proposed amendments to the City's Traffic By-law. In response to Councillor Kovac, Ms. Schwenger and Mr. Fthenos spoke to enforcement complaint categories and noted playing sports on City streets would come in as a noise or obstruction complaint. In response to Councillor Kovac, Mr. Fthenos spoke to the City's position regarding enforcing liability and safety. Councillor Kovac spoke to the potential outcome of the proposed amendments.

Members of the Road Safety Committee engaged in a discussion and spoke to the following:

  • Opportunities for permit applications;
  • Types of sport that would be included;
  • Restrictions to single lane roadways;
  • Considerations for staff lead roadway selections;
  • Records for injuries caused by children playing on roadways;
  • Incorporating feedback into a future report to General Committee, including liability concerns for property damage;
  • Educating the public; 
  • Consulting with the Peel Regional Police, and 
  • Street signage

    That the deputation and associated presentation by Alexandra Schwenger, Policy Analyst and Georgios Fthenos, Director, Enforcement regarding “Playing Sports on City Streets”, be received.

Allyson D'Ovidio, Legislative Coordinator read questions submitted by Ghada Melek, Resident regarding neighbourhood speed limits and automated speed enforcement. Colin Patterson, Manager, Traffic Services and Road Safety spoke to the 40 km/hr speed program; the placement and rationale for automated speed enforcement cameras and clarified they are not surveillance cameras as they take a still photo when speeding occurs.

Dan Anderson, Resident raised questions regarding meeting procedures. Councillor Dasko, Chair, and Ms. D'Ovidio, responded. Mr. Anderson enquired about the inclusion of his recommendations in the 2024 draft Road Safety Committee Work Plan. In response to Mr. Anderson, Councillor Dasko noted the Committee would be discussing the work plan later during the meeting which would give Members the opportunity to raise matters for consideration.

Councillor Dasko, Chair spoke to the individual items on the draft 2024 Work Plan and invited Members of the Road Safety Committee to provide feedback regarding potential additions. Members of the Committee engaged in a discussion regarding future work with a focus on micromobility. In response to enquiries, Colin Patterson, Manager, Traffic Services and Road Safety spoke to existing work done and having Active Transportation staff update the Committee.

Councillor Kovac spoke to the correspondence, provided background information and detail related to the survey process regarding traffic calming. Councillor Horneck spoke in support of comments made by Councillor Kovac and noted the benefits of speed cushions when there are nearby streets with high speeds.
