Councillor Alvin Tedjo chaired the February 20, 2024 Combating Racism, Discrimination and Hatred Advisory Committee meeting.

Councillor Alvin Tedjo called the meeting to order at 6:37 PM.

Councillor Alvin Tedjo recited the Indigenous Land Statement.

That the February 20, 2024 Combating Racism, Discrimination and Hatred Advisory Committee Agenda be approved.

That the November 8, 2023 Combating Racism, Discrimination and Hatred Advisory Committee Minutes, be approved as presented.

Ismail Feras, Inspector, Community Safety and Wellbeing Services, Peel Regional Police spoke to the 2024 Hate Crime Initiatives at the Peel Regional Police.  

Committee Members engaged in discussion related to co-developing training with community members for use in places of worship, hate crime data collection, crime reporting, and partnerships.

Councillor Damerla, Co-Chair requested the places of worship the Peel Regional Police have engaged, and Inspector Ismail stated the information will be shared.

At the request of Committee Members, Inspector Ismail will extend invitations to the Countering Hate Symposium held on March 19, 2024.

Samuel Cooper, Citizen Member inquired if the "A Religious and Cultural Awareness Guidebook" in the Police Services Board Report (Agenda item 10.1, Appendix 3) is available to access.  Inspector Ismail noted the guidebook is an internal document used for officers and that it can be shared with this Committee.

Ruth Marland, Strategic Leader, Engagement spoke to the development and status of the Diabetes Healthy City Strategy.

Committee Members engaged in discussion related to the Social Determinants of Health, health equity, and factors influencing the concentration of diabetes in certain geographic areas.

Robert Trewartha, Director, Strategic Communications & Initiatives spoke to the importance of intersectionality in the healthcare sphere and the Diabetes Healthy City Strategies researchers will be invited to a future Committee meeting to share additional data.

Kathy Leff, Resident, asked the first question related to agenda item 9.1, Appendix 1 entitled "Citizen Appointments to Committees, Boards and Authorities Policy 02-01-01". 

With the skills and background necessary to be selected for this most important and critical committee, given the tone we live in now, why were solutions and recommendations deferred by this committee to staff who now in turn are recommending bringing in experts, paid consultants by another name, to assist or to do the job of the committee?

Sacha Smith, Manager/Deputy Clerk, Secretariat and Access & Privacy spoke to the shortlist process for nominating committee members.

Robert Trewartha, Director, Strategic Communications & Initiatives noted that experts invited to the Committee do not include paid consultants and the aim is to partner with the community to bring expertise as needed and as part of the Committee's workplan.  

Kathy Leff, Resident asked the second question related to agenda item 9.1, Appendix 3 entitled “Peel Regional Police 2022 Annual Hate Motivated Crime Report”.

May I ask for feedback why all the above groups and others are not represented on this Committee, most particularly the Jewish community given the exceptionally high rates of incidents?

Sacha Smith, Manager/Deputy Clerk, Secretariat and Access & Privacy spoke to the membership appointment criteria.  Further, Ms. Smith noted an error and provided clarity in the Committee's Terms of Reference related to the total number of members.

Robert Trewartha, Director, Strategic Communications & Initiatives spoke to the report and the opportunity to design an anti-racism, discrimination and hatred public awareness and education campaign, with the input of this Committee and the community.
