We formally recognize the Anishinaabe origins of our name and continue to make Mississauga a safe space for all Indigenous peoples."

Councillor C. Fonseca recited the Indigenous Land Statement.

Matthew Sweet, Manager, Active Transportation requested the following addition to the agenda:

Item 10.6. School Streets Pilot Program Call for Volunteers (Matthew Sweet, Manager, Active Transportation 5 minutes)

Peter Collins spoke to volunteering his time to rebuild and repair more than 200 bikes to support the Grow, Lead, Excel (G.L.E) Movement and spoke to volunteering as a mentor with the Mississauga Cycles program, where he helps newcomers to Canada get to know their community by bike. Phil Green congratulated Mr. Collins and spoke to the G.L.E program and the work they have done. Committee Members engaged in discussion and enquired about storage/space concerns with the program and e-scooters. Kris Hammel, Citizen Member also spoke to Mr. Collins educational YouTube channel.

Pursuant to Section 58 of the Council Procedure By-law 0044-2022, as amended:


Mississauga Cycling Advisory Committee may grant permission to a member of the public to ask a question of Mississauga Cycling Advisory Committee, with the following provisions:

  1. Questions may be submitted to the Clerk at least 24 hours prior to the meeting;
  2. A person is limited to two (2) questions and must pertain specific item on the current agenda and the speaker will state which item the question is related to;
  3. The total public question period time is 15 minutes maximum and shall not be extended by the Chair; and
  4. Any response not provided at the meeting will be provided in the format of a written response.
  1. Natalie Halff, Resident spoke to Item 10.3 and enquired about what accountability measures are in place and who is accountable. Ms. Halff also enquired about when funding is provided by higher levels of government, is there any requirement for outcomes to be achieved. Matthew Sweet, Manager, Active Transportation responded that City staff are accountable through the works and progress reports, which provide updates on the projects in progress and that is how staff report through senior management to Council. Councillor C. Fonseca requested that Ms. Halff follow-up with Mr. Sweet offline with further questions
  2. Rahul Mehta, Resident spoke to Item 10.3 and enquired about where the public can find annual information on total cycling infrastructure built across all departments and total money spent, in comparison to the targets of the Cycling Master Plan? Mr. Mehta further enquired about where the public can find information on the methods and thresholds of public engagement by which cycling infrastructure is approved by Council. Mr. Sweet responded that the City's website provides the construction plan and activity, current construction progress, and work by work summaries. Mr. Sweet further noted that staff completes public annual report cards on the cycling master plan with info-graphics, which includes total kilometres and dollars. Councillor C. Fonseca spoke to public engagement and noted that the public can provide feedback at https://yoursay.mississauga.ca/. Councillor C. Fonseca advised that Mr. Mehta follow-up with Mr. Sweet offline with further questions.
  3. Jonathan Giggs, Resident spoke to Item 10.3 and enquired if the Network and Technical Subcommittee had been consulted on the Bloor Street Integrated project and requested to provide advice. Mr. Giggs further enquired if the Committee would pass a motion to advise Council with their recommendations for this project. Councillor C. Fonseca directed staff to follow-up with a written response.

Paulina Pedziqiatr, Citizen Member provided a presentation on three potential additional award ideas. Committee Members engaged in discussion and spoke to the budget, timeline and prizes.

    That the Mississauga Cycling Advisory Committee (MCAC) refer the Communications and Promotions Subcommittee to further review and develop criteria for up to three additional awards and report back to a future MCAC meeting to address the following areas:

    1. Business;
    2. Accessibility; and
    3. Youth.

Committee Members engaged in discussion and enquired about multi-year project timelines, Regional project timelines, open data, and updating the memorandum to reflect the timelines and secured budget. Matthew Sweet, Manager, Active Transportation and Fred Sandoval, Active Transportation Technologist responded to questions.

Larry Lindsay, Citizen Member requested an update on closing the gap on Derry Road. Neal Smith, Project Manager, Region of Peel responded and spoke to major capital projects that would need to be completed before the project on Derry Road could begin. Mr. Smith further advised that he would provide an update to the committee once he received more details on the project status.

    That the memorandum dated April 4, 2022 from Fred Sandoval, Active Transportation Coordinator and Amy Parker, Active Transportation Technologist entitled “2022 Quarterly Cycling Program Update (Q2)” be received for information.

Mr. Sweet spoke to Drew Road and the multiple components in the transportation and infrastructure plan. Mr. Sweet further advised that once those components move forward then staff would research the cycling and pedestrian projects and noted that the Committee would be provided notice of the Public Information Centre once available.

Suzanne Doyle, Vice-Chair spoke to the 2022 Ontario Bike Summit and advised that she would provide an update at a future meeting.

Matthew Sweet, Manager, Active Transportation provided an update on the Ontario Summer games and spoke to the promotion of active transportation and considering the possibility of highlighting bike parking.
