Councillor S. Dasko recited the Public Question Period procedure guidelines pursuant to the Council Procedure By-Law 0044-2022.
Councillor S. Dasko, Chair, read aloud questions submitted by resident Brandon Wiedemann regarding the possibility of using automated technology, such as noise radar, to enforce excessively noisy vehicles. Max Gill, Supervisor, Road Safety, explained that the use of automated camera technology by municipalities for traffic enforcement is strictly limited under the Highway Traffic Act (HTA), which is provincial legislation. He clarified that camera enforcement is currently only authorized for four specific offences:  
   • Running a red light  
   • Speeding  
   • Passing a stopped school bus  
   • Passing a stopped streetcar  

M. Gill added that the HTA does not currently permit municipalities to use automated camera technology to enforce noise-related violations.

No items were approved under the Consent Agenda.

Cst. Claudia D'Amico, Peel Regional Police stated that a total of 3,307 Road Watch letters were received for the entire Peel Region in 2024, while 367 letters were received in January and February 2025.

Cst. Claudia D'Amico, Peel Regional Police indicated that, with the warmer season approaching, street racing activities are expected to rise. The Peel Regional Police have been in discussions with the City of Mississauga and Brampton's By-Laws and Traffic Safety departments to address and manage these issues. They also plan to collaborate on a pilot program aimed at reducing street racing.

Councillor Reid inquired about potential objections to the use of automated technology for enforcing excessively noisy vehicles. Cst. D'Amico responded that there should be no resistance to the technology. 

Cst. D'Amico further noted that while the Noisemaker initiative is typically associated with the summer months, noise-related issues occur year-round, and as such, the initiative will be implemented throughout the entire year.
Cst. D'Amico responding to questions from Sunil Sharma and Robert Fluney, Citizen Members, explained that the determination of a noisy vehicle is based on the officer's experience and discretion. She also clarified that loud car exhausts and music are classified as unnecessary noisemaking.

Members of the Road Safety Committee discussed and deliberated on the 2025 Road Safety Committee Work Plan.

After deliberations, the Committee recommended the allocation of $5,000.00 for the development of promotional materials, be incorporated into the 2025 Road Safety Committee Work Plan.

In response to Jo Pierossi’s, Citizen Member question, Cst. Claudia D'Amico confirmed that it is possible to upload videos related to Road Watch on the Peel Police website by copying the link and including it in the narrative.

The Committee directed communication staff to increase public awareness through the City of Mississauga’s communication channels regarding the ability to upload videos to the Peel Police website.

Sunil Sharma, Citizen member spoke of the Road Safety Awareness and the promotional materials which are usually distributed during various events during the year. S. Sharma requested for some promotional materials from agency representatives to help increase public awareness.

Michael Steward, Government Relations Specialist at CAA, offered to provide CAA tags to support safety awareness efforts and will coordinate with the Legislative Coordinator regarding the distribution process to the Committee.
