Athina Tagidou, Resident, expressed concerns with respect to the No Stopping prohibitions as recommended for Items 9.1. and 9.2. and provided an overview of school start and dismissal times and the challenges parents have with dropping off and picking up their children with no place to stop or park. Ms. Tagidou enquired whether school principals and staff are advised of site inspection recommendations.

Ms. Tagidou further expressed concerns with the recommendation MSTSAC-0022-2024 as listed on the Transportation and Works Action Items List (Item 12.1) that it does not specify the intersection.

In response to Ms. Tagidou's enquiry regarding the intersection pertaining to MSTSAC-0022-2024, Councillor Fonseca noted the intersection is Runningbrook Drive and Tomken Road.

Miles Roque, Chair explained the communication between the Mississauga School Traffic Safety Action Committee and school principals and staff regarding scheduled site inspections and the recommendations emanating from the site inspection.

Site inspection report for the site inspection conducted on April 23, 2024 at the intersection of Tomken Road and Flagship Drive for the students attending St. Thomas More Catholic Elementary School.

Councillor Fonseca thanked staff and Committee Members for attending the site inspection and noted that the site inspection was scheduled as a result of requests from the school and parents.

Site inspection report for the site inspection conducted on May 14, 2024 at the intersection of the Credit Woodlands and McBride Avenue, southwest side for the students attending St. Gerard Catholic Elementary School and Springfield Public School.

    a.    Review the signage on McBride Avenue in front of St. Gerard Catholic Elementary School and replace faded and broken signage.
    b.    Install "please cross at marked crosswalks" signage at plaza driveway on McBride Avenue and on boulevard on south side of McBride Avenue opposite plaza.
    2.    That Transportation Projects be requested to share their revised vision of the former traffic circle on the Credit Woodlands and McBride Avenue with Mississauga School Traffic Safety Action Committee.
    3.    That the principal of St. Gerard Catholic Elementary School be requested to remind students and parents to cross McBride Avenue at marked crosswalk.

Site inspection report for the site inspection conducted on May 9, 2024 in front of the school and at the intersection of Fairwind Drive and Wendron Crescent for the students attending Fairwind Senior Public School.

Sheelagh Duffin, Supervisor, Crossing Guards provided an overview and explained the rationale for the request to add an additional recommendation that Transportation and Works review the feasibility of implementing a crossover at the south intersection of Fairwind Drive and Wendron Crescent.

Ms. Duffin, Supervisor, Crossing Guards responded to Citizen Member, TJ Cieciura's enquiry regarding the type of crossover being proposed.

      3. Install additional "No U-Turn" signs in the school area at Fairwind Senior Public School.
      4. Relocate the 30km/hr school zone sign to the post with the WC1 school zone sign.
      5. review the feasibility of implementing a crossover at the south intersection of Fairwind Drive and Wendron Crescent for the students of Fairwind Senior Public School
    2. That Peel Regional Police be requested to attend Fairwind Senior Public School to enforce the "No U-Turns" once Transportation and Works has completed recommendation 1c) above, between the hours of 8:05 - 8:25 AM and 2:10 - 2:35 PM.

Site inspection report for the site inspection conducted on May 16, 2024 at the intersection of Barrisdale Drive and Montevideo Road for the students attending St. Teresa of Avila Catholic Elementary School.

Trustee Brea Corbet, Dufferin-Peel Catholic District School Board, expressed thanks to the Committee for the quick response in scheduling the site inspection.

    3. That the principal of St. Teresa of Avila Catholic Elementary School be requested to: 
      1. Advise the parents to use the kiss and ride to drop off students.
      2. Remind students and parents to cross Montevideo Road at the crossover in front of the school or with the crossing guard at Montevideo Road and Aquitaine Avenue instead of midblock at Barrisdale Drive.

      3. Do minor trimming of trees in the school zone that are blocking signage.
    2. That the Peel District School Board be requested to either re-paint the pedestrian walkway on the north side of the south parking lot or install a physical barrier preventing vehicles from parking in the walkway.

    That the Site Inspection Statistics Report for May 2024 be received for information.

Louise Goegan, Citizen Member, noted that it appears that no parking tickets or warnings are being issued at the schools being patrolled, and suggested other schools be added to the list for enforcement.

Councillor Butt expressed concerns that perhaps that rather than parking violation tickets being issued, warnings are be given instead, and suggested a more aggressive enforcement approach be taken and would be willing to table a Motion at Council to that effect.

TJ Cieciura, Citizen Member enquired whether the presence of Parking Enforcement in school zones is preventing parking violations, and how are tags and tows measured.

Sheelagh Duffin, Supervisor, Crossing Guards, noted an observation during a site inspection, that parking enforcement staff have attended a school well after the dismissal time, where most students have already been picked up and suggested parking enforcement attend shortly before school start times and at school dismissal time.

Rebecca Rozario, Transportation Safety Officer – STOPR, spoke to the challenges the school bus drivers experience during drop off and pickup times and spoke in support of more parking enforcement during those times.

Sheelagh Duffin, Supervisor, Crossing Guards, suggested that the Committee provide to Parking Enforcement staff a list of specific schools to attend and the start and dismissal times for each of the schools.

Angie Melo, Legislative Coordinator suggested that she reach out to Parking Enforcement staff to relay the concerns of the Committee and ask that they attend the next meeting to discuss the concerns raised and provide details of their enforcement actions at the schools listed on the Parking Enforcement School Zone report.

Peter Westbrook, Citizen Member enquired whether Parking Enforcement staff have the most current start and dismissal times for all schools in Mississauga and suggested that Parking Enforcement staff be requested to attend a specific school at specific times. Mr. Westbrook enquired whether there are violations that may or may not be under the jurisdiction of Parking Enforcement but rather Peel Regional Police.

In response to Louise Goegan's enquiry regarding the recommendation with respect to the installation of no stopping corner prohibitions as recommended at item 9.1. and 9.2, Sheelagh Duffin, Supervisor, Crossing Guards, clarified that there are already no stopping/parking corner restrictions in effect, and that the recommendation to request Transportation and Works to install signage is to provide visual signage for those who are not aware of existing corner no stopping/parking restrictions.

Councillor Fonseca, spoke to the unsafe conditions of parked vehicles along Flagship Drive right up the intersection with Tomken Road and emphasized that the priority is student safety and perhaps suggested that advance pedestrian crossing signals be implemented at all school zones.

Councillor Butt raised a concern regarding higher volume of traffic within schools that have combined French immersion or similar programs and suggested that the MSTSAC reach out to the school boards to discuss the impact on the neighbouring community and how best to approach traffic congestion.

Peter Westbook, Citizen Member provided background on a similar situation that occurred years prior and that Sheelagh Duffin, Supervisor, Crossing Guards can provide more details on the matter.
