Councillor Mahoney, Chair called the meeting to order at 9:30 AM. Councillor Mahoney welcomed the high school students in the auditorium and spoke to the "Take Your Kids to Work Day" Program.

Ms. Zietsma introduced the Future Directions Master Plans and spoke to the Recreation Plan and Culture Plan. In response to questions from Councillor Damerla with respect to the population data and future projections, Jodi Robillos, Commissioner, Community Services advised the information relied on Official Plan and noted as changes occur with housing targets and the Region of Peel transition, there will be a future mid-point check-in. 

Councillor Butt spoke in support of the Plan and elevating other spaces.  

Councillor Parrish requested a report that provides a summary of financial statements for Paramount Fine Foods Centre and the Living Arts Centre since the City took them over and include separate arts and business financials for the Living Arts Centre.

In response to Councillor Tedjo, Ms. Zietsma spoke to “Sauga Connections for Older Adults” programming. Ms. Zietsma spoke to maintaining the program while also returning to in person programming. Ms. Zietsma noted confirmation would be provided on whether participation in person has returned to pre-pandemic levels.

Councillor Dasko spoke to Mississauga being a music city and requested that be included in the plans.

Ms. Paladino spoke to the Parks, Forestry & Environment Future Directions Master Plan. As a results of discussions, Ms. Paladino and Jodi Robillos, Commissioner, Community Services responded to questions with respect to the following:

  • Increasing Leash-Free Zones and criteria;
  • Mountain biking and BMX programs;
  • Splash pad locations and costs;
  • Playground structures;
  • Underutilised spaces and opportunities; 
  • Community gardens;
  • Washroom facility locations, and
  • Bicycle parking maintenance

In response to Councillor Fonseca, Dianne Zimmerman, Manager, Environment spoke to how the City is working with other partners and conservation areas to further the electric vehicle initiative. Ms. Paladino noted staff would look into educating and promoting woodlots. Further, Ms. Paladino spoke to looking into more opportunities to improve cemeteries. 

In response to Councillor Parrish, Ms. Paladino spoke to the development of a new Field Hockey site. Councillor Parrish requested that staff provide an update on the timelines for the piece of land between Beverly Street and Drew Road.

  • Efforts to increase recruitment that is reflective of the community;

Members of the General Committee engaged in a discussion with respect to the percentage of increase in the Municipal Accommodation Tax (MAT) rate from 4-6%. Shari Lichterman, City Manager and CAO spoke to how the funding is used. In response to Councillor Horneck, Victoria Clarke, Director of Tourism and CEO, Tourism Mississauga spoke to the budget and the impact of the increase. 

In response to comments made by Councillor Parrish and Councillor Damerla with resepect to the reserve funds, Ms. Clarke spoke to reserve requirements, sport and business tourism and her role as CEO and City staff.

Net revenue from Tourism Mississauga will be transferred to Reserve (#30162) and the City of Mississauga, with the City’s portion be transferred to the MAT – Tourism Projects Reserve Fund (#35591).

    Whereas the Municipal Act, 2001, as amended, requires Council to pass a motion prior to closing part of a meeting to the public;

    And whereas the Act requires that the motion states the act of the holding of the closed meeting and the general nature of the matter to be considered at the closed meeting;

    Now therefore be it resolved that a portion of the General Committee meeting to be held on November 1, 2023 shall be closed to the public to deal with the following matter:

Shari Licterman, City Manager and CAO spoke to the subject matter and responded to questions by Members of the General Committee. In response to Members of the General Committee, Andra Maxwell, City Solicitor spoke to Closed Session decisions.

Councillor Damerla left the meeting at 12:45 PM.

No discussion took place. In Open Session, Councillor Parrish enquired about how funding can assist the developer. Councillor Parrish spoke to discussing the matter with staff directly.

That Council consent to the proposed settlement of Ontario Land Tribunal arbitration proceeding OLT-22-002529 regarding the expropriation of City-owned lands by Metrolinx, consistent with the terms outlined in Appendix 1 to the report titled: “Instructions on a proposed settlement regarding the expropriation of Citation Place and other City-owned land interests by Metrolinx (Ward 5),” dated October 27, 2023; and
    2. That the City Solicitor, or her designate, be authorized to execute a Full and Final Release and to take and approve of such additional steps as may be required to complete and implement the proposed settlement of the Ontario Land Tribunal arbitration OLT-22-002529, with the assistance of such City staff, external counsel, or consultants as may be appropriate.
