Antoine Musiol, Chair recited the Indigenous Land Statement.

October 7, 2024 minutes were approved at the Heritage Advisory Committee on November 12, 2024.

Subcommittee Members spoke to their concerns regarding the following:

  • proposed use of exterior insulation finishing system ("EFIS")
  • prohibited vs. non-prohibited use in the policies
  • alternative exterior finishes
  • concerns with precedent setting. 

John Dunlop, Manager, Indigenous Relations, Heritage and Museums spoke to the Subcommittee Members' concerns noting that applications would be reviewed on a case-by-case basis.  Further, J. Dunlop spoke of materials used to help delineate an addition to a heritage home as a best practice.

Lisa Apps, Architect for the applicant spoke to the concerns of the Subcommittee regarding the use of EFIS and delineation of the addition.

    That the request to alter 42 John Street South (Ward 1), as per the memorandum from John Dunlop, Manager of Indigenous Relations, Heritage & Museums, dated February 5, 2025, be approved on the condition that the final materials would require staff approval.

Subcommittee Members spoke to the following matters with staff:

  • progress of the Heritage Conservation District pamphlet;
  • reinstallation of the J.C. Saddington Park pond fountain
  • concerns with stagnant water
  • replacement of trees removed in the right-of-way

John Dunlop, Manager, Indigenous Relations, Heritage and Museums addressed the Subcommittee members questions and noted:

  • the pamphlet would be moving forward this year;
  • stagnant water concerns could be addressed through 311
  • forestry would be reminded that the tree lined streets are a heritage feature and the replacement of trees is required.
