Councillor Mahoney, Chair called the meeting to order at 9:32AM.

INDIGENOUS LAND STATEMENT

“We acknowledge the lands which constitute the present-day City of Mississauga as being part of the Treaty and Traditional Territory of the Mississaugas of the Credit First Nation, The Haudenosaunee Confederacy the Huron-Wendat and Wyandotte Nations. We recognize these peoples and their ancestors as peoples who inhabited these lands since time immemorial. The City of Mississauga is home to many global Indigenous Peoples.

As a municipality, the City of Mississauga is actively working towards reconciliation by confronting our past and our present, providing space for Indigenous peoples within their territory, to recognize and uphold their Treaty Rights and to support Indigenous Peoples. We formally recognize the Anishinaabe origins of our name and continue to make Mississauga a safe space for all Indigenous peoples.”

7.1

Item 10.1 - Dan Sadler, Supervisor, Accessibility

Mr. Sadler provided an update on the Multi-Year Accessibility Plan - 2021 Accessibility Annual Status. He spoke to the evolution of accessibility, partnerships, progress and achievements. He also highlighted the Elevator Renewal Program, inclusive employment, training, the Compliance Report and National AccessAbility Week.

Councillor Kovac joined the meeting at 9:43AM during the discussion of Item 7.1.

Councillors Saito, Parrish and Mahoney provided positive comments and applauded staff.

Mr. Sadler responded to questions from the Committee.

Item 10.1 was brought forward for discussion and was voted on.

Item 10.2 - Sue Shanly, Meadow Wood Rattray Ratepayers Association

Traffic Calming - Ward 2 

Ms. Shanly spoke to the increasing problem of speeding, resident feedback and noted support to continue the use the Gas Tax funding for traffic calming. She also requested a further survey be sent out to the residents regarding the available traffic calming options.

Councillor Mullin briefly spoke to the matter.

Item 8 - Public Question Period was brought forward.

Dan Anderson, Resident displayed images identifying the speed bumps, spoke to the residents’ letter and inquired about the proposed traffic calming in the Clarkson-MeadowWood asking how many residents have voiced their concerns. 

 

Councillor Mullin spoke to the historical aspects of the matter, the concerns around the circulate survey and the criticism from the residents. Councillor Mullin expressed support for the current funding structure and a future resident survey.

Members of Committee spoke to the challenges around addressing traffic calming measures.

Geoff Wright, Commissioner of Transportation and Works provided brief remarks on the City’s approach to traffic calming including community engagement and options.  Mr. Wright noted that staff and the Ward Councillor could work on a revised plan and then re-survey the community. 

DIRECTION to staff was given to prepare and circulate another survey to the residents outlining the traffic calming options.  

Item 10.2 was brought forward for discussion and was voted on.

Ministry of Transportation of Ontario’s Connecting the GGH: A Transportation Plan for the Greater Golden Horseshoe

Councillor Parrish and Mayor Crombie provided a brief presentation from Nature Canada on the Attitudes of GTA Residents to the Proposed Highway 413.

Members of Committee spoke to the matter and raised questions and concerns regarding the 407 Transitway, the 403 corridor, accessible transit along the Ninth Line and the proposed highway 413.

Susan Tanabe, Manager of Transportation Planning responded to questions from the Committee.

Councillor Saito requested that the language be strengthened to showcase the City’s support of the corridor north of the 407 Transitway and that the Highway 403 corridor already exists.

That the Summary of City of Mississauga Key Points on the GGH Transportation Plan as outlined in the corporate report dated April 27, 2022 from the Commissioner of Transportation and Works entitled “Ministry of Transportation of Ontario’s Connecting the GGH: A Transportation Plan for the Greater Golden Horseshoe” be endorsed.
  2. That staff be directed to strengthen the language to emphasize the City’s support of the corridor north of the 407 Transitway and to note that the Highway 403 corridor already exists and to include the revised wording in the City of Mississauga Key Points regarding the Greater Golden Horseshoe (GGH) Transportation Plan. 
  3. That a Mayor’s Letter be sent to the Ministry of Transportation requesting that the City of Mississauga Key Points be taken into consideration in the implementation of the GGH Transportation Plan, attached with a copy of the corporate report entitled “Ministry of Transportation of Ontario’s Connecting the GGH: A Transportation Plan for the Greater Golden Horseshoe”.
  4. That a copy of the corporate report entitled “Ministry of Transportation of Ontario’s Connecting the GGH: A Transportation Plan for the Greater Golden Horseshoe” be sent to the Region of Peel for information.

Councillor Fonseca briefly spoke to the matter.

That the City’s application to the Federation of Canadian Municipalities’ 2022 Sustainable Communities Awards in the corporate report dated April 13, 2022 entitled “Federation of Canadian Municipalities – Sustainable Communities Award Application for Waste” from the Commissioner of Community Services be endorsed.
  2. That a letter of support signed by the Mayor accompany the application attached as Appendix 1 to the report entitled “Federation of Canadian Municipalities – Sustainable Communities Award Application for Waste”.

Traffic Safety Council Report 3 - 2022 - April 27, 2022 (CONSENT)

  1. That Transportation and Works be requested to install "no stopping" signage on Tomken Road in front of Tomken Road Middle School and review the placement of the existing "no stopping" corner prohibitions.
  2. That Transportation and Works be requested to extend the "no stopping" zone on Homeric Drive, South Side to Vera Cruz Drive to allow traffic flow on Homeric Drive.
  3. That Transportation and Works paint zebra markings on the East Leg of Tomken Road for the students attending Tomken Road Middle School.
  4. That the Principal of Tomken Road Middle School be requested to remind students to cross Tomken Road in the Marked Crosswalk at the IPS and not to cross diagonally.
  5. That Parking Enforcement be requested to enforce the "no stopping" zones on both Tomken Road and Homeric Drive and on Tomken Road in front of Tomken Road Middle School between the peak times of 8:10 AM and 2:15 - 2:40 PM, once the signage is in place.
  6. That the Peel District School Board be requested to review the operations of the Kiss and Ride at Tomken Road Middle School.
  7. That Traffic Safety Council be requested to re-inspect the intersection of Tomken Road and Homeric Drive for the students attending Tomken Road Middle School once the recommendations have been completed.

Nature Canada Presentation on the Attitudes of GTA Residents to the Proposed Highway 413 (Related to Item 10.3)

MATTERS PERTAINING TO REGION OF PEEL COUNCIL

Councillor Parrish spoke to the letter on Funding for a New National Headquarters Golf Canada and Mother Parker’s Tea and Coffee Inc.

COUNCILLORS' ENQUIRIES

Councillor Parrish inquired about the waste bins in parks. Jodi Robillos, Commissioner of Community Services responded providing an overview of the waste bin collection process during the spring and winter months and that staff monitor the waste levels. Ms. Robillos further noted that an increase to waste bins and pick-ups can be conducted at high volume locations.

Councillor Fonseca inquired about a letter from Barvinok Ukrainian Dance School regarding the Living Arts Centre food policy banning outside food at the establishment. Ms. Robillos responded that there is a buy-option available and will work with the Councillor and Dance School directly.

Councillor Parrish displayed images of illegal election signs. Members of the Committee spoke to the Election Sign By-law and raised questions and concerns regarding enforcement, number of signs per property, staff resources, cost, fees, and the collection process. Geoff Wright, Commissioner of Transportation and Works and Andra Maxwell, City Solicitor responded to questions from the Committee. Mr. Wright noted he would provide an email to the Members of Council directly summarizing the approach to enforcement, penalties and how residents can report infractions regarding the Election Sign By-law.

Councillor Carlson noted that he would bring a motion to the upcoming Council meeting requesting a revision to the Election Sign By-law.
