Jim Levac, GSAI provided an overview of the Rezoning and Draft Plan of Subdivision applications.

The following persons spoke:

  1.  Sharif Siddiqui, Resident enquired about why low density single family detached houses are being proposed instead of a medium density project. Chris Rouse, Director, Development and Design responded that the City was still processing the application and noted there would be further discussions with the applicant regarding the proposal.
  2. Olga Baldin, Resident expressed concerns regarding too much intensification in the area and noted the need for more green space for residents to enjoy the area.

Update to the Downtown Office Community Improvement Plan (CIP) to extend the application period to match the Region of Peel’s Major Office Incentives (MOI) program deadline of April 22, 2026.

Melissa Slupik, Planner provided an overview of the Update to the Downtown Office Community Improvement Plan (CIP). Committee members noted support for the update and enquired about if the plan was a projection for the future. Andrew Whittemore, Commissioner, Planning and Building advised that the CIP is an enabling policy that allows Council to take action and intervene when the right opportunities come along.

    1. That the report titled “Downtown Office Community Improvement Plan (CIP) Update” dated January 21, 2022 from the Commissioner of Planning and Building, be received for information.
    2. That staff prepare an update to the Downtown Office Community Improvement Plan (CIP) to extend the application period to match the Region of Peel’s Major Office Incentives (MOI) program deadline of April 22, 2026.
    3. That staff be authorized to hold a public meeting at an upcoming Planning and Development Committee meeting in Q2 2022.
    4. That staff be directed to consider expanding the boundary of the Community Improvement Plan for office and related uses along the Hurontario Light Rail Transit corridor in the remainder of Downtown Mississauga (Cooksville, Fairview, Hospital).

Official Plan Amendment and Rezoning applications to permit a 22 storey apartment building with 258 units and six levels of underground parking.

David Ferro, Development Planner provided an overview of the Official Plan Amendment and Rezoning applications. Councillor P. Mullin enquired about the traffic impact study and noted concerns with the density of the proposed development. Lin Rogers, Manager, Transportation Projects and Mr. Ferro responded to questions.

The following persons spoke:

  1. Gillian Flynn, Resident noted concerns with the proposed height and the planned tree removal.
  2. Chris Mackie, Resident noted concerns with density and parking. Mr. Mackie further noted that 13 storeys and an FSI of no more than 4.0 should be the maximum for this location.
  3. Roman Tsap, Edenshaw Developments Limited advised that Edenshaw Developments Limited believes that the proposed development can be accommodated with minimal impact to existing properties.

Councillor S. Dasko noted concerns with the height, lack of parking, and that affordable units were not mentioned. Councillor S. Dasko further requested that the applicant reevaluate their application and use a more collaborative approach with the community and planning staff to come up with a workable proposal.

Councillor C. Parrish noted that the applicant had been very consultative for past developments and noted concerns for the present proposal.

That City Council direct Legal Services, representatives from the appropriate City Departments and any necessary consultants to attend the Ontario Land Tribunal hearing on the subject applications under File OZ 20-006 W1, Edenshaw Elizabeth Developments Limited, 42-46 Park Street East and 23 Elizabeth Street North to permit a 22 storey apartment building with 258 units and six levels of underground parking in support of the recommendations outlined in the report dated January 21, 2022, from the Commissioner of Planning and Building, that concludes that the proposed official plan amendment and rezoning applications are not acceptable from a planning standpoint and should not be approved.
    2. That City Council provide the Planning and Building Department with the authority to instruct Legal Services on modifications to the position deemed necessary during or before the Ontario Land Tribunal hearing process, however if there is a potential for settlement then a report shall be brought back to Council by Legal Services.
    3. That three oral submissions be received.

    That the report dated January 21, 2022, from the Commissioner of Planning and Building outlining the recommended Section 37 Community Benefits under File OZ 17/020 W11 and T-M17007 W11, City Park (Main Street) Inc., 36, 38, 40, 44 and 46 Main Street, be adopted and that a Section 37 agreement be executed in accordance with the following:

    1. That the sum of $185,000.00 be approved as the amount for the Section 37 Community Benefits contribution.
    2. That City Council enact a by-law under Section 37 of the Planning Act to authorize the Commissioner of Planning and Building and the City Clerk to execute the Section 37 agreement with City Park (Main Street) Inc., and that the agreement be registered on title to the lands in a manner satisfactory to the City Solicitor to secure the community benefits contribution.

Rogers Telecommunications Limited Contribution to the Public Art Program

Councillor D. Damerla enquired about background information regarding the donation. Michael Tunney, Manager, Culture Planning responded that Rogers Telecommunications Limited would be providing another separate public art contribution in addition to this donation.

That the Commissioner of Community Services or designate be authorized to negotiate and enter into a Public Art Contribution Agreement with Rogers Telecommunications Limited for a $500,000 public art cash contribution, including all necessary documents ancillary thereto, in a form satisfactory to Legal Services, as outlined in the Corporate Report dated January 21, 2022 from the Commissioner of Community Services entitled “Rogers Telecommunications Limited Contribution to the Public Art Program (Ward 7)”.
    2. That all necessary by-laws be enacted.
