Official Plan Amendment and Rezoning applications to permit an eight storey affordable rental apartment building with 70 residential units

Jaspreet Sidhu, Planner provided an overview of the Official Plan Amendment and Rezoning applications, highlighting the applications timelines, subject lands and surrounding area, and existing site conditions.

The following persons who spoke:

  1. David Estabrooks, Board Chair, Saint Lukes Dixie Senior Residence Corporation, provided an overview of the services and activities at Westminster Court Senior Residence, the organizations that utilize the location, what this it means to the community and spoke to the demands for affordable units.
  2. Andrew Vrana, SHS Consulting, provided an overview of the proposed development, the requested amendments to the Official Plan Subject Lands and Surrounding Areas and Zoning By-law, and the consideration of the Ward Councillor and community's feedback. Mr. Vrana spoke to the importance of and the need of more senior affordable housing.

That City Council amend Mississauga Official Plan to increase the permitted Floor Space Index (FSI) to a maximum of 1.4 and increase the maximum permitted building height to eight storeys for 4150 Westminster Place, in accordance with the provisions contained in the staff report dated October 9, 2024, from the Commissioner of Planning and Building.
    2. That City Council amend Zoning By-law 0225-2007 to RA2-Exception (Apartments) for 4150 Westminster Place, in accordance with the provisions contained in the staff report dated October 9, 2024, from the Commissioner of Planning and Building.
    3. That the applicant agree to satisfy all the requirements of the City and any other external agency concerned with the development.
    4. That the decision of Council for approval of the rezoning application be considered null and void, and a new development application be required unless a zoning by-law is passed within 18 months of the Council decision.
    5. That two oral submissions be received.

Rezoning application to permit a two storey commercial building

Michal Stolarczyk, Development Planner provided an overview of rezoning application highlighting the site location, required zoning amendments and summary of application timelines.

The following person spoke:

  1. Lauren Dynes, KLM Planning, spoke on behalf of the applicant and provided an overview of the subject lands location and context for the proposed development; existing zoning and proposed zoning amendments and supporting studies.

In response to Councillor Fonseca's enquiry regarding whether there is ongoing discussions regarding the Little Etobicoke Creek flooding and recent weather events, Ashlee Rivett-Boyle, Manager, Development Central, advised that a portion of the property associated with the hazard lands are being dedicated to the City. Joe Alva, Manager, Development Engineering and Construction, advised that staff have confirmed that the storm draining section has met the Stormwater Management requirements and that they are aware of the flooding on the west side of the property and given the intended use there is no risk nor will there be any negative impact to the south limit of the subject lands; Mr. Alva, further advised that he would follow up with staff regarding for any additional information and feedback from Toronto and Region Conservation Authority (TRCA).

    2. That City Council direct the applicant to satisfy all requirements of the City and any other external agency concerned with the development.
    3. That City Council’s approval of the rezoning application be considered null and void, and a new development application be required unless a zoning by-law is passed within 18 months of the Council decision.

Increasing Opportunities for New Housing Co-operatives (Co-ops) in Mississauga

Marco Di Nizio, Planning Associate provided an overview of the Increasing Opportunities for New Housing Co-operatives (Co-ops) in Mississauga initiative and explained co-op housing ownership and management; government funding and interest in expanding funding; current co-op stock units; distribution of co-op housing, benefits of co-op housing, feedback from Peel Halton Cooperative Housing Federation (PHCHF), and proposed city actions to support new housing cooperatives.

In response to Councillor Horneck's enquiry regarding whether there is a model where there would have units available for sale that would fund the co-op units, Paulina Mikicich, Manager, Planning Innovations, advised that staff can explore opportunities to device a program, and explained a mixed use development model that exists in Toronto. 

Councillor Dasko noted that he would like to be consulted before any decisions are made with respect to potential co-operative housing developments at 1 Port Street in Ward 1.

Councillor Butt, spoke in support of co-op housing and provided background on the Federal Housing Program that funded co-op housing in the country approximately 35 to 40 years ago, and that many still exist that now have equity to build new co-op developments, and encouraged Council support this initiative.

In response to Councillor Damerla's enquiry regarding tax break options, Paulina Mikicich, Manager, Planning Innovations, advised that staff will be include tax break option ion a subsequent report.

That staff be directed to implement actions outlined in this report to facilitate new housing co-operatives in Mississauga including the potential strategic acquisition of land in partnership with the Region of Peel and other stakeholders to leverage existing incentives available for co-op housing development as outlined in Appendix 2.
