Councillor Tedjo, Chair called the meeting to order at 6:28PM.

Due to technical difficulties, the meeting start time was delayed and virtual participation was unavailable.

Councillor Tedjo, Chair recited the Indigenous Land Statement.

S. Laidlaw spoke to the impact of the July 2024 storm on the Etobicoke Creek Trail, highlighting the conditions of the pathways, surrounding areas, ongoing repair work, and importance of the trail to trail users.

Stefan Szczepanski, Manager, Parks Development provided written comments read by the Legislative Coordinator as follows:

"We are currently working with the GTAA and TRCA to prepare a construction plan - the main focus of the plan is to repair the slope adjacent to the trail as the flooding has destabilized it and it has eroded causing problems to the trail on Convair.  We are establishing an agreement and work will proceed once the GTAA approve - we are working as quickly as we can to expedite. The portions of the trail Stephen is speaking to right now are City of Toronto property and not Mississauga’s - that is the portion of the Etobicoke Creek trail under City of Toronto's control and responsibility. Our trail is open."

    That the deputation and associated presentation from Stephen Laidlaw, City of Brampton Active Transportation Advisory Committee regarding the Etobicoke Creek Trail Storm Damage, be received.

F. Sandoval spoke to the subject matter, highlighting progress on the existing cycling network, Cycling Master Plan, completed cycling infrastructure, and projects under construction.

Committee Members inquired about the following:

  • Warranty related to paint
  • Bike light crossings
  • Status of Collegeway cycle tracks
  • Paint lines separated by physical barriers 
  • Vehicle lane reduction and impact of reconfiguration
  • Feedback from residents

In response, F. Sandoval and Matthew Sweet, Manager, Active Transportation provided information on the warranty period for paint, bike light crossings, status of completion for cycle tracks on inquired about roads, impact of provincial legislation on reconfiguration of vehicular traffic, factors delaying projected completions of projects, and feedback from residents on ongoing projects.

M. Sweet spoke to the subject matter, summarizing the program objectives and goals, details related to implementation and maintenance, community engagement efforts, integration with the shared Micro-Mobility program, and future plans.

Committee Members engaged in discussion, commenting and inquiring on the following:

  • Bicycle parking in other jurisdictions
  • Collaboration with Business Improvement Areas (BIAs) and private properties
  • Security concerns regarding design of rings
  • Program budget and additional funding sources
  • Impact of shared Micro-Mobility program on the bicycle parking program

In response, M. Sweet provided information related to the inquiries and noted that additional information about the memorial program with respect to bicycle parking would be provided at a future meeting.

Vicki Tran, Citizen Member spoke to the status of the awards and noted the nomination deadline would not be extended beyond January 31, 2025.  

Catherine Nguyen-Pham, Communications Advisor noted the modes of promoting awards have been ongoing and outlined the target audiences.  Further, C. Nguyen-Pham spoke to considerations regarding budgeting for promotions for the 2025 awards.

Matthew Sweet, Manager, Active Transportation spoke to the City hosting a free ride for International Bike to Work Day on February 14, 2025 noting further information would be shared once available. 

Vicki Tran, Citizen Member inquired about cars parked on the bicycle lane on Living Arts Drive; in response, M. Sweet noted that due to utility work, the lane is in queue to be restored. 

Moaz Ahmad, Citizen Member spoke to the provincial directive for Metrolinx railway infrastructure and its potential impact on cycling infrastructure.

Councillor Tedjo, Chair commented on bike-only cars in GO trains to accommodate additional bikes.
