We formally recognize the Anishinaabe origins of our name and continue to make Mississauga a safe space for all Indigenous peoples."

G. Voakes spoke to an enquiry he made to Active Transportation staff regarding the need for pedestrian etiquette signs on trials to be inclusive of all trail users and not directed at one form of transportation. 

Committee Members engaged in discussion and spoke to more opportunities for stakeholder feedback, community walks and safety marshal briefing for pedestrians. Matthew Sweet, Manager, Active Transportation responded to questions and spoke to the memorandum presented to the Mississauga Cycling Advisory Committee on September 14, 2021 titled "Share the Trail Campaign". M. Sweet further spoke to positive survey results received regarding the campaign and noted that staff were open to reviewing opportunities for further feedback.

Robillos and Jane Darragh, Planner spoke to the bike storage location criteria and the request for bike storage containers at the Malton and Meadowvale Community Centres from Rahul Mehta, Mississauga Cycles and Janice Lowe, GLE Movement. J. Robillos and J. Darragh further advised that staff had spoken to R. Mehta and J. Lowe and would be working with both organisations on their site specific storage requests. 

Committee Members engaged in discussion and enquired about potential cost, potential planned container locations and parks planning contact information. J. Robillos responded to questions and advised that the slide would be updated to include contact information.

    That the deputation from Jodi Robillos, Commissioner, Community Services regarding Site Specific Storage Requests, be received.

S. Holmes spoke to the report titled "January 2022 Winter Event - After Action Report" that would be going to General Committee on June 15, 2022. S. Holmes further noted that staff had previously committed to providing Council with information on the cost of enhanced winter maintenance services, which includes enhanced winter maintenance of cycling infrastructure, and that this report provides a status update on that commitment.  

Committee Members engaged in discussion and enquired about the timeline to review enhanced winter maintenance again, and cost. S. Holmes advised that staff would be conducting a procurement in the fall of 2022 to provide enhanced winter maintenance of cycling infrastructure. S. Holmes further advised that this procurement would provide the actual costs to provide these services and form the basis of the staff report for Council’s consideration in 2023.

Pursuant to Section 58 of the Council Procedure By-law 0044-2022, as amended:


Mississauga Cycling Advisory Committee may grant permission to a member of the public to ask a question of Mississauga Cycling Advisory Committee, with the following provisions:

  1. Questions may be submitted to the Clerk at least 24 hours prior to the meeting;
  2. A person is limited to two (2) questions and must pertain specific item on the current agenda and the speaker will state which item the question is related to;
  3. The total public question period time is 15 minutes maximum and shall not be extended by the Chair; and
  4. Any response not provided at the meeting will be provided in the format of a written response.

Athena Tagidou, Resident enquired if Item 9.4 was a visual of how the City proposed cycling and micro-mobility lanes would look like. Matthew Sweet, Manager, Active Transportation responded that the image used on the report card was conceptual and stylised to be visually appealing and to look like a protected road bike lane. M. Sweet further advised that the image does not reflect all protected road bike lanes, as each project is unique and site specific.

A. Tagidou further enquired about Item 10.1 regarding how City staff are addressing concerns raised by the community with respect to the safety of homeowners, businesses, pedestrians on sidewalks, and other shared users of other micro-mobility vehicles. M. Sweet spoke to community engagement and advised that staff would continue to work with the community and stakeholders to prioritize the safety of residents and provide a micro-mobility service that meets everyone's needs. M. Sweet further advised that the next phase of the project would look into those details and that would be reported back to Council for approval before the City launches a service.

Kris Hammel, Citizen Member spoke to route planning, community rides, draft routes for Tour De Sauga, MiWay bike racks and bus lay-bys. Matthew Sweet, Manager, Active Transportation advised that epic tour would be launching the tour and registration in the upcoming weeks. Sunil Sharma, Citizen member enquired about the tentative timeline for community rides. M. Sweet advised that staff could look into the feasibility of posting a tentative calendar on the web-page.

Paulina Pedziqiatr, Citizen Member spoke to the Communications and Promotions Subcommittee recommendations for 3 additional awards to be established along side the Phil Green Award. P. Pedziqiatr spoke to the potential reward ideas for the proposed awards, such as a pizza lunch for students, a plaque or window decal for businesses and noted that the committee would establish the cost associated with the awards in the new term of Council. Committee Members engaged in discussion and noted support for expanding the awards.

    1. That the Mississauga Cycling Advisory Committee (MCAC) recommends the establishment of three (3) annual awards in addition to the Phil Green Award.
    2. That the Youth/School Cycling Award be presented annually to a student or group of students who meets the following criteria:
      1. That the nominees must be a student or group of students, between the ages of 12 and 18, attending an elementary, middle or secondary school in the City of Mississauga.
      2. That nominations be accepted for a student or group of students who has encouraged and promoted cycling amongst their peers and/or set an example for safe cycling.
      3. That the Communications and Promotions Subcommittee be the Nominating Committee to request, review and recommend nominations annually to MCAC.
      4. That the nominations be ratified at the end of the calendar year and presented to City Council in February of every year.
    3. That the Business Award be presented annually to a person/business who meets the following criteria:
      1. That the nominees can be a business or business owner in the City of Mississauga.
      2. That nominations be accepted for a business or business owner that has encouraged cycling among its employees and/or customers by breaking down barriers to cycling, for example with bicycle parking, discounts for cyclists, and more.
      3. That the Communications and Promotions Subcommittee be the Nominating Committee to request, review and recommend nominations annually to MCAC.
      4. That the nominations be ratified at the end of the calendar year and presented to City Council in February of every year.
    4. That the Cycling Equity, Diversity and Inclusion Award be presented annually to a person/group who meets the following criteria:
      1. That nominees can be a person or group residing or working in the City of Mississauga.
      2. That nominations be accepted for a person or a group of people who have helped improve access for those who may experience barriers to cycling (i.e., people with disabilities, low-income households, other marginalized group, etc.).
      3. That the Communications and Promotions Subcommittee be the Nominating Committee to request, review and recommend nominations annually to MCAC.
      4. That the nominations be ratified at the end of the calendar year and presented to City Council in February of every year.

M. Sweet provided an overview of Item 10.1, which would be considered at General Committee on June 15, 2022. M. Sweet spoke to continued engagement with accessibility stakeholders regarding accessibility concerns. 

Committee Members engaged in discussion and enquired about the impact to cycling infrastructure, benchmarking with other municipalities, safety concerns and personal use e-scooters. M. Sweet responded to questions and spoke to automated speed limits, geo-fencing, field testing, current legislation, and further community engagement.

Matthew Sweet, Manager, Active Transportation advised that a consolidated corporate report would be going forward to General Committee on the Transportation and Works Master Plans and spoke to the infographic. Kris Hammel, Citizen Member enquired about the amount of infrastructure implemented. M. Sweet responded that the implemented infrastructure would be included in the corporate report.

Suzanne Doyle, Vice-Chair requested that reviewing Micromobility and the Terms of Reference be added to the action list. S. Doyle also requested that an update on the Mississauga Mountain Bike Association be added to the action list.

Sunil Sharma, Citizen Member enquired if existing committee members needed to re-apply for the new term of Council. Megan Piercey, Legislative Coordinator spoke to the citizen appointment process for the new term and advised that if committee members are interested in continuing on the committee they would need to re-apply. M. Piercey further advised that she would update the committee members once the citizen appointment process has started for the new term.

Fonseca further enquired if the committee could meet in person to schedule a recognition lunch or a community ride. Megan Piercey, Legislative Coordinator advised that she would look into options for the committee to meet in person for the end of the term.
