Official Plan Amendment, Rezoning and Draft Plan of Subdivision applications to permit a mixed use development that will include residential, ground floor commercial, a public park and open space.  A total of 3,027 residential units are proposed within seven buildings with maximum heights between 12 and 18 storeys, three buildings with a maximum heights of 29 and 41 storeys and three blocks of townhouses.

Paul Stewart, Planner provided an overview of the Official Plan Amendment, Rezoning and Draft Plan of Subdivision application.

Councillor Dasko, spoke to the application and raised concerns with respect to proposed heights conforming to the air quality for the area; height of buildings fronting along Dundas Street not conforming to the Dundas Connects Master Plan; visitor and commercial parking; funding and operation of community centre type amenities; building separation and cost responsibility for the extension of Blundell Road.

Councillor Fonseca expressed support for the staff report and spoke to the importance that all applications submitted for development along the Dundas corridor to conform to the Dundas Connects Master Plan, and being mindful of the existing land use compatibility, and awareness of the special policies with respect to the Etobicoke Creek.

Shaesta Hussen, Planner provided an overview of the Official Plan Amendment and Rezoning applications.

The following persons spoke:

  1. David Sajecki, Sajecki Planning, provided a brief overview of the project timelines and staff report summary. Sajecki acknowledged there are some technical issues to be addressed and expressed a desire to continue working with City staff to resolve the issues.
  2. Eva Barzydlo, Resident, expressed concerns with the size of the development and the impact to traffic in the area.

      Ryan Au, Manager, Traffic Planning explained the process undertaken for conducting traffic studies as it relates to developments

  1. Lynne Garito, Resident, expressed concerns on the impact to the community with respect to the proposed heights, increased number of units; increase of bachelor units and reduced capacity to house families; lack of roadway infrastructure to provide safety to the community; and the air quality from odour emitting from factory in the area.

Councillor Butt spoke to the application and noted that he is committed to listening to the concerns of the community and work with the development community to ensure that any new development is reflective of heritage principles in the Village of Streetsville.  Councillor Butt expressed concerns that the proposed development does not reflect the heritage character of Streetsville, and, that the developer has proposed an increase of bachelor and one bedroom units rather than 2 or 3 bedroom units.   Councillor Butt provided a brief explanation on the status and decision process of the application that is before the Ontario Land Tribunal (OLT).
