Councillor Dasko recited the Indigenous Land Statement.

Mr. Saddique presented on the subject matter and provided background information. Colin Patterson, Manager, Traffic Services and Road Safety noted he would review the recommendations presented and follow up with Mr. Saddique and Councillor Tedjo. Members of the Road Safety Committee spoke to community engagement; traffic signal coordination and intersection timing; speed bumps and additional locations for consideration.

Ms. Zeglen presented on the subject matter and provided background information. Members of the Road Safety Committee discussed the following matters:

  • Vision Zero Art installation;
  • Citywide reduction in speed to 30 km/hr;
  • Data collection related to high risk, high collision sites;
  • Collision reporting;
  • Intersection safety funding as a surcharge for developers and Planning Act provisions;
  • Turning radii and the Vision Zero lens; and 
  • Police data with respect to reported collisions

In response to the discussion on Peel Regional Police collision data, Constable Claudia D'Amico, Peel Regional Police spoke to the process that determines the top 20 locations that are considered high risk and noted she would follow up regarding reporting to the committee. Constable D'Amico spoke to the process with respect to collision reporting and noted she would follow up regarding whether data is updated after the fact when reported to a centre versus at the scene of a collision.

    That the deputation and associated presentation by Laura Zeglen, Vision Zero Program Lead regarding the Vision Zero Program update, be received.

Ms. Pennington presented on the subject matter and provided an update on possible Vision Zero Memorial locations and the rationale for considering the locations. Robert Fluney, Citizen Member suggested including Lakefront Promenade Park. In response to Councillor Reid's enquiry with respect to considering locations on the borders of Mississauga that would be seen as you enter the City, Ms. Pennington spoke to the location rationale and noted the feedback would be considered. Councillor Horneck spoke to considering locations that are less visited. Councillor McFadden spoke to a location at the Churchill Meadows Community Centre and Mattamy Sports Park that will have a new program called "Remember your loved ones" which will give residents the opportunity to purchase a commemorative bench or tree to dedicate to a loved one. As a result of the discussion, staff received direction to include this site as a possible location for further consideration.

    1. That the memorandum dated September 26, 2023 from Max Gill, Supervisor, Road Safety titled “School Zone Speed Limits” be referred back to staff for further information before returning to General Committee with a fulsome report.
    2. That the updates with respect to major school zone speed limits and time of day speed limits be separated into two.
    3. That bench-marking with other municipalities be conducted in locations that utilize automated speed enforcement cameras in school zones, time of day ulilization and any other relevant details.
    4. That data be provided regarding the level of compliance in areas with 30km/hr posted speed limits with and without automated speed enforcement cameras in Mississauga.

In response to questions raised by Members of the Road Safety Committee, Constable D'Amico spoke to distracted driving and enforcement; the importance of education and increased patrolling during the back to school campaign, and incident reports at time of day.
