A. Butoiske and S. Mittman provided an overview of The Credit Woodlands Tactical Urbanism Project. Committee members engaged in discussion and enquired about safe parking around school zones, whether the project was temporary, how the site was picked, and if this was similar to other tactical urbanism projects. A. Butoiske and S. Mittman responded to questions and advised that the project was temporary and spoke to two similar tactical urbanism projects that had been completed.

S. Giacomantonio provided an overview of the Mississauga School Walking Route Program updates. Committee members engaged in discussion and enquired about signage. S. Giacomantonio responded to questions and Matthew Sweet, Manager Active Transportation clarified that staff would not be retroactively replacing old signs. Sheelagh Duffin, Supervisor, Crossing Guards further spoke to the history of the school waking routes program and noted that it was previously the responsibility of the Traffic Safety Council before it was moved to the Active Transportation Division. Councillors requested that they each receive a list of all schools that are participating in the program located in their wards.

Mississauga School Traffic Safety Action Committee may grant permission to a member of the public to ask a question of Mississauga School Traffic Safety Action Committee, with the following provisions:

  1. Questions may be submitted to the Clerk at least 24 hours prior to the meeting;
  2. A person is limited to two (2) questions and must pertain specific item on the current agenda and the speaker will state which item the question is related to;

Site Inspection Report - St. Joseph Catholic Elementary School (Ward 11)


Site Inspection Report for the site inspection conducted on September 22, 2022 in front of St. Joseph Catholic Elementary School opposite the Mt. Calvary Church for the students attending St. Joseph Catholic Elementary School.


RECOMMENDATION

  1. That the warrants have not been met for the implementation of a school crossing guard on church street in front of St. Joseph Catholic Elementary School opposite the Mt. Calvary Church.  
  2. That Transportation and Works be requested to replace the no parking in front of St. Joseph Catholic Elementary School to no stopping from south of the school driveway to the pole with 30 km/hr sign in front of the school on the east side of Church Street.
  3. That Peel Regional Police be requested to enforce the 30 km/hr school zone on Church Street in front of St. Joseph Catholic Elementary School between the peak times of 8:15 - 8:50 am and 3:00 - 3:25 pm, as time and resources permit.
  4. That Transportation and Works be requested to review the feasibility of installing speed humps on Church Street in the area of St. Joseph Catholic Elementary School.
  5. That Mississauga School Traffic Safety Action Committee be requested to re-inspect once 2) and 3) have taken place.

RECOMMENDATION

  1. That the warrants have not been met for the placement of a school crossing guard at Artesian Drive and Dunoon Drive for the students of Artesian Drive Public School.
  2. That the Principal of Artesian Drive Public School be requested to:
    1. Encourage parents to use the Kiss and Ride in the morning to drop off students and to leave the Kiss and Ride open after supervision ends at the AM school entry.
    2. Open the Kiss and Ride fully to have school busses on the West side of the school to unload and load students.
  3. That Parking Enforcement be requested to increase enforcement in the "no stopping" zones in front of Artesian Drive Public School at 3325 Artesian Drive between the hours of 8:15 - 8:40 AM and 2:40 - 3:10 PM.
  4. That Transportation and Works be requested to review the feasibility of extending the "no stopping" zone on the east side of Dunoon Drive, 8 AM - 4 PM, Monday - Friday, September - June, to allow through traffic to navigate Dunoon Drive.

Site Inspection report for the site inspection conducted on March 9, 2023 at the intersection of Terragar Boulevard and Rosehurst Drive for the students attending Kindree Public School and St. Albert of Jerusalem Catholic Elementary School.


RECOMMENDATION


That Mississauga School Traffic Safety Action Committee be requested to schedule a second site inspection at Terragar Boulevard and Rosehurst Drive for the students of St. Albert of Jerusalem Catholic Elementary School and Kindree Public School and add a second location for the students of Kindree Public School at Terragar Boulevard and Cork Tree Row.

Trustee B. Corbet enquired about the rational for the re-inspection, and noted that parents were concerned about the volume of traffic and congestion. Sheelagh Duffin, Supervisor, Crossing Guards advised that more information needed to be gathered regarding if there would be a need for a guard at one or both locations.

  1. That the warrants have not been met for the retention of the school crossing guard at Camilla Walkway, in front of 2246 Camilla Road for the students of Corsair Public School and that the school crosswalk be removed at the end of the 2022-2023 school year, June 2023.
  2. That Transportation and Works be requested to remove the school crosswalk lines and signs at the end of the school year, June 2023.
  3. That the Principal of Corsair Public School be requested to advise that parents and students that the school crosswalk at Camilla Walkway, in front of 2246 Camilla Road will be removed at the end of the 2022-2023 school year, June 2023.

  1. That the warrants have been met for the placement of a school crossing guard at the Hydro Corridor, Rathburn Road East and Trail 11, on a temporary basis during constructions on Rathburn Road East once construction commences.
  2. That Mississauga School Traffic Safety Action Committee be requested to re-inspect once construction is completed on Rathburn Road East in the area of the Hydro Corridor, Trail 11 to determine if the warrants continue to be met for the retention of a crossing guard.

Miles Roque, Citizen Member enquired about the construction schedule to see the safety impact. Councillor C. Fonseca advised that she had followed up with the project manager for the construction schedule and once received she would send to Megan Piercey, Legislative Coordinator to provide to the committee.

Miles Roque, Citizen Member provided an update on the Site Inspection form review. M. Roque advised that a meeting was held with Lisa Schilz, Designer Forms IT to make a few edits to the form to enhance the experience during site inspections.  M. Roque noted there was not an option on the form to have the comments and recommendations be automatically populated on the form through a drop down feature. Sheelagh Duffin, Supervisor, Crossing Guards advised that the form needs more work to ensure the site inspections process is streamlined.

Louise Goegan, Citizen Member provided an update on the Task Force working group. L. Goegan advised that there was a joint concern between the committee and the school boards with respect to student safety on the street, and further advised that a future meeting would be held to review solutions. Trustee B. Corbet requested that she be included in future task force meetings.

Sheelagh Duffin, Supervisor, Crossing Guards advised that the Principals and the School Board Trustees receive a copy of the recommendation and advised that the Councillors could take the lead on following up with the schools further. Denna Tallia, Traffic Operations Technologist advised that she will further update the action items list for the next meeting.

Trustee B. Corbet spoke to parents' concerns regarding walk to school safety at Churchill Meadows Public School and St. Bernard of Clairvaux School in Ward 10 and enquired if a site inspection could be scheduled at the roundabout in the area. Sheelagh Duffin, Supervisor, Crossing Guards and advised that a site inspection was completed at the roundabout around two years ago and there were no issues during school times and requested that Trustee B. Corbet contact her office to schedule another site inspection.

Aamira Alvi, Citizen Member spoke to the new committee name and enquired if the name could be shorted. Megan Piercey, Legislative Coordinator advised that the decision to change the name was made by Council.
