Councillor Damerla, Chair called the meeting to order at 9:30AM.

Councillor Damerla revised the title of Closed Session Item 14.2 from Ward 6 to Ward 5.  Mayor Crombie requested to add a Notice of Motion regarding Sick Pay Benefits under Other Business.

Ms. Mesih provided an overview on the 2021 Property Tax Assistance noting the application process, eligibility, deferrals, collection, financial and COVID impacts as well as next steps and upper municipal assistance programs. 

Members of Committee spoke to the matter and raised the following questions and concerns:

  • Residential versus Small Business statistic deferrals;
  • Business Class Tax Assessment;
  • Deferrals coinciding with the Region of Peel and School Board payments;
  • Business Education Tax;
  • Payment times;
  • Communication with Tenants/Renters and Property Owners;
  • Communication with the MPP (Member of Provincial Parliament) offices; and
  • Eliminating confusion.

Ms. Mesih, Gary Kent, Commissioner of Corporate Services and Chief Financial Officer responded to questions from the Committee.

 

DIRECTION to staff was given to provide a statistical breakdown of the number requests for tax deferrals from residential and small businesses.

Pursuant to Section 42 of the Council Procedure By-law 0139-2013, as amended:

General Committee may grant permission to a member of the public to ask a question of General Committee, with the following provisions:

  1. Questions shall be submitted to the Clerk at least 24 hours prior to the meeting;
  2. A person is limited to two (2) questions and must pertain specific item on the current agenda and the speaker will state which item the question is related to;
  3. The total speaking time shall be five (5) minutes maximum, per speaker, unless extended by the Mayor or Chair; and
  4. Any response not provided at the meeting will be provided in the format of a written response.

Jonathan Giggs, Resident inquired about All Way Stop Signs and the rationale behind implementing speed control assessments. Geoff Wright, Commissioner of Transportation and Works responded by noting that reasons for assessments to take place are made by a public request, traffic calming and/or installing a formalized bike lane. Councillor Ras noted Item 9.1 was a local resident request and requested that the recommendation be changed to implement an All Way Stop.


Item 9.1 was brought forwarded and voted upon.

Mayor Crombie provided a brief update on the COVID numbers, vaccine roll out plan, hospital outbreaks and the stay at home order.

Andra Maxwell, City Solicitor presented on the new lockdown measures recently issues by the Province.

 

Members of Committee spoke to the matter and raised the following questions and concerns:

  • Renovations and construction;
  • Outdoor exercising;
  • Vaccination site in Mississauga;
  • Parks - Off-leash dog parks, public gatherings, littering of PPE and mask mandate;
  • Mandated masks on rinks;
  • Auto repair and dealerships;
  • On-street parking permits;
  • Curbside pick up;
  • Insurance house assessments;
  • Enforcement;
  • Bike Ambassador Program;
  • Big Box stores;
  • Emergency home repairs;
  • Private tutoring in homes;
  • Miscommunication surrounding expired and renewing health cards and driver licenses;
  • Waiving the Waste Disposal Fee;
  • Burial fees;
  • Doctor’s offices;
  • Restricted office space; and
  • Advocate for small businesses.

 

Ms. Maxwell responded to questions from the Committee.

 

In response to a question from Councillor Dasko regarding burial fees, Diana Rusnov, City Clerk responded by noting the increase is only applicable for weekend requests as it requires staff to come in over the weekend. Ms. Rusnov will provide numbers of weekend one day requests to determine if motion is needed to modify the burial fee rate.

 

Councillor Starr expressed concern regarding the small businesses versus the big box stores and requested to move a motion under Other Business.

    2. That a by-law be enacted to provide for a 2021 interim tax levy for properties on the regular instalment plan.
    3. That the 2021 interim taxes be calculated to be 50% of the previous year’s annualized taxes on properties that existed on the previous year’s tax roll.
    4. That assessments added to the tax roll in the current year be levied an amount that approximates 50% of a full year’s taxes, had the property been included on the previous year’s tax roll, using tax rates set out in Appendix 1 of this report and the current year’s phased-in assessment.
    5. That the 2021 interim levy for residential properties on the regular instalment plan be payable in three instalments on March 4th, April 1st and May 6th, 2021.
    6. That the 2021 interim levy for properties in the commercial, industrial and multi-residential property classes on the regular instalment plan be payable in one instalment on March 4th, 2021.

Councillor Parrish spoke about the upcoming Planning Committee at the Region of Peel, the members and noted the first meeting would be focused on determining the Terms of Reference.

Councillor Parrish enquired about unsightly hoarding surrounding building and construction sites.

 

DIRECTION to staff was given to provide an update and benchmarks with other municipalities on the legality and enforcement regarding hoarding at building sites.  

 

Councillor Parrish enquired about gentle intensification regarding high-rise buildings and requested a summary of alternative options be provided at a future Planning and Development Committee meeting.

 

Councillor Dasko enquired about how to ensure Councillor’s paper and electronic Newsletters are not deemed junk mail. 

 

Councillor Starr enquired about the upset limit in the Elected Officials Expense Policy and if that limit has been extended during the COVID Pandemic.

 

Councillor Fonseca enquired if the icy bridges on the Etobicoke Creek Trail could be treated and if construction hoarding could be extended to vacant properties. She further inquired when a property clean up order is issued that staff remove the debris and charge the homeowner on their property tax bill.

 

Councillor Damerla enquired about the costs the City has incurred due to the chemical spill at the Credit River. Andra Maxwell, City Solicitor responded by noting staff is preparing a report to Council to determine next steps.

 

Diana Rusnov, City Clerk noted that formalized motions regarding sick pay and big box stores versus small businesses be prepared for next week’s Council meeting. Mayor Crombie requested a rough Council consensus regarding sick leave and pay.

 

Councillor McFadden wished Jamie Depster, Firefighter a speedy recovery and wishes his family and the Fire Department well.

 

Councillor Dasko announced snowshoeing at the Lakeview Golf Course this winter season.

 

Councillor Ras and Councillor Damerla expressed their concerned restricting big box stores, deeming items essential and to focus on creating a fair and level playing field.

    2. That the Commissioner of Transportation and Works be directed to take all actions necessary and required to permanently close the illegal driveway access;
    3. That in the event it may be determined at law that the condominium corporation and/or unit owners have a property right over the City’s one-foot reserve or over any other City owned property, and after exhaustion of all appeals, the City be authorized to expropriate the property in accordance with the Municipal Act, 2001 and the Expropriations Act.
