The following persons spoke:

  1. Sean Beneteau, Resident expressed concerns regarding snow maintenance, traffic, privacy and lack of community engagement. 
  2. Benjamin Beneteau, Resident expressed concerns with traffic impacting his property and fencing and site lines.
  3. Derrick Ferderber, Resident expressed concerns regarding speed on Queen Street South, traffic, density and street lights.

Mr. Levac responded to questions and noted that the traffic study would be updated. Councillor G. Carlson and Councillor C. Parrish spoke to the options of breaking up the area with green space and landscaping as well as narrowing the road to 6 meters.

Councillor D. Damerla spoke to the 45 degree angular plane as a tool to allow for reasonable transition to minimise impact to the residents behind the proposed development.

Leo Palozzi, Sajecki Planning provided an overview of the Rezoning application.

The following persons spoke:

  1. David Riley, SGL Planning and Design Inc, spoke to the written submission on behalf of his clients and noted that the applications for Items 5.3 and 5.4 are not appropriate for the lands. Mr. Riley further noted that the applications do not conform to the City’s Official Plan, or policies and negatively impacts the trees.
  2. Basil Zmiyiwsky, Resident expressed concerns regarding the removal of trees at 900 Mississauga Heights Drive, traffic, increase cars per lot and parking on Mississauga Heights Drive.
  3. Michael Barton, MB1 Urban Planning spoke to the written submission submitted on behalf of his client and noted concerns that the applications for Items 5.3 and 5.4 do not conform to the City's Official Plan and policies, and the applications represent inappropriate development with significant impacts.
  4. Fergus P Egan, Resident expressed concerns regarding the wildlife habitat, privacy, and light pollution due to the loss of trees at 900 Mississauga Heights Drive.
  5. James Long, Resident expressed concerns regarding the removal of trees at 900 Mississauga Heights Drive and traffic.
  6. Kizyszlof Wojcik, Resident expressed concerns with building a subdivision in this area.
  7. Nancy Bunyard, Resident expressed concerns regarding the removal of trees at 900 Mississauga Heights Drive, the zoning of the property and enquired about fines for the removal of trees.
  8. Zenovia Zmiyiwsky, Resident expressed concerns regarding intensification and the impact to wildlife.
  9. Philomena Wojcik, Resident expressed concerns regarding with building a subdivision in this area.

Committee Members engaged in discussion and spoke to the tree removal, remediation, Bill 109 and the OLT process. Andrew Whittemore, Commissioner, Planning and Building, Chris Rouse, Director Development & Design and Lia Magi, Legal Counsel Litigation & Planning responded to questions. Jodi Robillos, Commissioner, Community Services advised that the tree removal matter at 900 Mississauga Heights Drive is before the courts.

Off-street Parking Regulations Updates.

Committee Members engaged in discussion and enquired about visitor parking, precinct boundaries and community meetings. Councillor S. McFadden requested that the Ninth Line Neighbourhood in its entirety be amended to be designated as Precinct 3. Katherine Morton, Manager, Planning - Strategies, Jason Bevan, Director, City Planning Strategies and Eniber Cabrera, Planner responded to questions.

That the proposal to amend Mississauga Zoning By-law 0225-2007 to introduce four parking precincts in accordance with the report dated March 25, 2022, titled “Recommendation Report (Wards 1 to 11) – Off-street Parking Regulations Updates”, from the Commissioner of Planning and Building, be approved and further that the Ninth Line Neighbourhood in its entirety be amended to be designated as Precinct 3.
    2. That the following proposals to amend Mississauga Zoning By-law 0225-2007 to update off-street parking regulations, further described in Appendix 1 to the report dated March 25, 2022, titled “Recommendation Report (Wards 1 to 11) – Off-street Parking Regulations Updates”, be approved:
      1. That resident rates be updated as indicated in Appendix 1.
      2. That reduced parking requirements for public authority dwelling units, transitional housing units and second units be introduced as indicated in Appendix 1.
      3. That key non-residential rates be reduced and harmonized as indicated in Appendix 1.
      4. That Electric Vehicle ready parking requirements be introduced as per Appendix 1.
      5. That new definitions for Electric Vehicle, Electric Vehicle Ready Parking, Level 2 Charging, Public Authority Dwelling Unit, and Transitional Housing be introduced as indicated in Appendix 1.
      6. That additional changes to Part 3: Parking, Loading and Staking Lane Regulations and minor text amendments to support the implementation of the recommendations in this report be implemented, as indicated in Appendix 1.
    3. That the implementing Zoning By-law be brought to a future City Council meeting.
    4. That Staff continue work on the review of parking requirements in the Zoning By-law and other City policies to address the following directions from the Parking Regulations Study:
      1. That the Payment-in-lieu of parking policy be reviewed.
      2. That the on-site mixed-use development shared parking formula be reviewed.
      3. That parking exemptions for small business and heritage buildings be further studied.
      4. That the process to permit certain off-site sharing parking agreements be formalized.
