Councillor Mahoney, Chair called the meeting to order at 9:32 AM.

Councillor Mahoney, Chair recited the Indigenous Land Statement.

A. Krajnc and Y. Hinojosa spoke to the Plant Based Treaty, its endorsement by other cities, impact of climate change on food systems and global agricultural shifts.  They highlighted alignment with current City initiatives, discussed local events and efforts to promote plant-based foods.

Committee Members engaged in discussion, commenting and inquiring about approaches to localizing the Plant Based Treaty, trends in agricultural shifts, environmental impact of hen programs, tree plantings, and integrating educational initiatives.  In response, A. Krajnc spoke to trends in agricultural shifts, environmental impact of animal feed, and provided information on the organization, Greener by Default.

    That the deputation from Anita Krajnc, Campaign Coordinator and Yarim Hinojosa, City Campaigner, Plant Based Treaty at Environmental Action Committee on March 4, 2025, regarding endorsement of the Plant Based Treaty, be referred back to staff for further review.

L. Barry spoke to the Climate Change Action plan highlighting technical modeling, climate policies and programs implemented in Business As Planned (BAP) and Low-Carbon (LC) scenarios, and provided an update on engagement.

Committee Members inquired about tools to enable recycling in the ICI sector, retrofits, engagement through homeowner associations, communication strategies to developers on retrofit standards and floodplain changes, and monitoring tree plantings.

In response, Dianne Zimmerman, Manager, Environment and L. Barry spoke to the ICI sector programming and identifying waste diversion opportunities, green development standards, and the role of Conservation Authorities regarding retrofit standards and floodplains.

Committee Members further commented on the gap in communications related to notifications on retrofit standards and floodplains, the impact of legislation on Conservation Authorities' ability to comment on new developments, incorporating chutes by type of waste in high rise buildings, and example of chutes with double compactors.
