That the draft minutes of the September 24, 2025 Mississauga School Traffic Safety Action Committee, be approved as presented.

Heleana Tsabros, Legislative Coordinator, advised the Committee of the vacancy and requested direction. Committee members engaged in discussion and provided direction to the Clerks Office to proceed with recruitment to fill the vacancy and to amend the Committee’s Terms of Reference to increase Citizen Members by four additional citizen-at-large positions.

    3. That due to the resignation of Domenico Renzella, Citizen Member, and the Membership amendment of the Mississauga School Traffic Safety Action Committee Terms of Reference, five (5) vacancies exist.
    4. That the City Clerk be directed to fill the vacancies in accordance with the Corporate Policy #02-01-01 on Citizen Appointments to Committees, Boards and Authorities.

Mississauga School Traffic Safety Action Committee to discuss and agree on a location and date for the annual appreciation dinner.

Heleana Tsabros, Legislative Coordinator spoke to the history of the annual appreciation dinner and budget approval; the proposed date and time; and proposed venues. Members of the Mississauga School Traffic Safety Action Committee discussed and decided a date, time and location.

Members of the Committee expressed concern regarding Citizen members’ difficulty in meeting the minimum requirement of attending two full site inspections per month, given their timing during school arrival and dismissal. Miles Roque, Chair noted that the Committee’s mandate requires Citizen members to meet this requirement.

In response to Tammy Coulson, Vice-Chair’s inquiry, Trustee Promoli confirmed that the e-scooter information poster has already been shared with all schools.

    3. That the Principal of St. Helen Catholic Elementary School be requested to share the e-scooter information on the attached postcard with parents and students in their next newsletter.

Heleana Tsabros, Legislative Coordinator, provided an overview of the Dr. Arthur Wood Award and the Wilde Wood Awards. Committee Members engaged in a discussion about forming an Award Nominations Working Group to review the 2025 award nominations. H. Tsabros noted that the 2025 Wilde Wood Award Application Form would be emailed to all elementary schools once approved by the Working Group, with the goal of reviewing nominations in December 2025 in preparation for the February 2026 awards presentation at Council.

Site Inspection report for the site inspection conducted on October 23rd, 2025 at Rathburn Road East and Willowbank Trail for the students attending St. Vincent de Paul Catholic Elementary School and John Cabot Catholic Secondary School.

Councillor Fonseca spoke to extending the e-scooter information poster to both schools’ Principals. Committee Members engaged in a discussion regarding amending the recommendation to include the Principal of St. Vincent de Paul Catholic Elementary School. Trustee Promoli noted that the Dufferin-Peel Catholic District School Board (DPCDSB) is under supervision and advised directing communication to the Board’s Supervisor, confirming she would follow up with the contact information. Heleana Tsabros, Legislative Coordinator, confirmed the e-scooter information poster had already been circulated to both school boards.

Sheelagh Duffin, Crossing Guards Supervisor, confirmed that the information poster had been distributed to all schools, incSuding Catholic schools, and clarified that St. Vincent de Paul was not included in the second part of the recommendation because students are below the legal age to operate e-scooters. S. Duffin noted ongoing e-scooter safety concerns and that some elementary school Principals do not allow e-scooters on school property due to age restrictions and inquired whether the Catholic Board was considering a formal ban on school property. In response, Trustee Promoli agreed to follow up with the Board and report back to the Committee.

    2. That Transportation and Works be requested to paint a centre line on Tacc Drive at the intersection of Tacc Drive and Freshwater Drive, 15 feet east and west of the stop bars at the intersection.
    3. That the Principals of St. Bernard of Clairvaux Catholic Elementary School and McKinnon Public School be requested to share the e-scooter information on the attached postcard with parents and students in their next newsletter.
    4. That Mississauga School Traffic Safety Action Committee (MSTSAC) be requested to re-inspect the intersection of Tacc Drive and Freshwater Drive in the Spring 2026 to determine if the painting of the centre line has improved stopping compliance or if further measures need to be considered to improve stopping compliance.

That Transportation and Works be requested to replace the existing "No Parking" sign with a "No Stopping" sign on the post displaying the MiWay bus stop sign on the west side of  McDowell Drive, and to install an additional "No Stopping" sign on the post located approximately 30 feet west of the bus stop, toward the southwest corner of McDowell Drive and Tenth Line West.

    3. That Transportation and Works be requested to review the feasibility of implementing a Leading Pedestrian Interval (LPI) at the southwest corner of Tenth Line West and Eglinton Avenue West.
    4. That the Principal of Erin Centre Middle School be requested to distribute the attached information regarding e-scooter regulations in Ontario. Requirements to be able to operate an e-scooter:
      1. must be 16 years of age or older.
      2. must wear a helmet up to age 18.
      3. must not ride on the sidewalk.

Committee Members engaged in a discussion regarding traffic-calming measures in school zones and the Province’s decision to remove Automated Speed Enforcement (ASE) cameras. Members expressed concerns about the impact on student safety and provided direction to Heleana Tsabros, Legislative Coordinator, to circulate Council’s previous correspondence on this matter, and to Miles Roque, Chair, to prepare aligned follow-up correspondence from the Mississauga School Traffic Safety Committee to the Premier of Ontario.

    2. That the Chair of MSTSAC prepare a letter on behalf of the Committee, within the scope of the MSTSAC mandate, to align with the Mayor's correspondence and reinforce the Committee's shared concerns for the safety of students in school zones.
