Chair, requested everyone present at the meeting introduce themselves.

“We acknowledge the lands which constitute the present-day City of Mississauga as being part of the Treaty and Traditional Territory of the Mississaugas of the Credit First Nation, The Haudenosaunee Confederacy the Huron-Wendat and Wyandotte Nations. We recognize these peoples and their ancestors as peoples who inhabited these lands since time immemorial. The City of Mississauga is home to many global Indigenous Peoples.


As a municipality, the City of Mississauga is actively working towards reconciliation by confronting our past and our present, providing space for Indigenous peoples within their territory, to recognize and uphold their Treaty Rights and to support Indigenous Peoples. We formally recognize the Anishinaabe origins of our name and continue to make Mississauga a safe space for all Indigenous peoples.”

Martha Cameron, Legislative Coordinator advised the Committee that the correspondence provided to Committee Members from Shoaib Ahmed, Founder and CEO of Scooty Mobility Inc., would be added to the Post Agenda.

  • Presentation of a recorded deputation

A recorded presentation was provided by David Lepofsky, Chair of the AODA Alliance on Micromobility outlining his concerns with the use of e-scooters as follows:

  • to take a strong position against the use of e-scooters whether rented or privately owned in the City of Mississauga;
  • e-scooters pose a hazard to pedestrian safety due to the inability to hear them approaching;
  • disability accessibility is impeded due to e-scooters being left lying on the sidewalk creating a tripping hazard for blind people and an obstacle for those in wheelchairs or other accessibility devices;
  • the City of Toronto study proved the accuracy of the expressed concerns with e-scooters;
  • the Ottawa survey revealed 80% of people who responded stated that e-scooters were misparked and ridden on sidewalks;
  • e-scooters are not a designated disability device;
  • there is no proof that technological solutions such as geofencing, beep to alert pedestrians work;
  • effective enforcement of speed limits;
  • environmental concerns only work if e-scooters are available at bus stops, but then you have increased clutter on sidewalks;
  • the Cities of London, Toronto, Hamilton did not proceed with e-scooters, and Ottawa prohibited use of e-scooters after a two year trial.

  • Chris Schafer to present on Micromobility

Chris Schafer, Vice President, Government Affairs, Bird Canada presented to the Committee the safety features of e-scooters and advised the Committee that they have met with the Canadian National Institute for the blind and other advisory committees regarding e-scooters

  • Isaac Ransom, Head of Government Relations and Ankush Karwal Head of Canada to present on Micromobility

Isaac Ransom, Head of Government Relations, Neuron Mobility presented on micromobility and highlighted safety features of e-scooters discussing their implementation in the Ottawa area. 

Committee members engaged in a discussion following all three deputations and addressed the following items:

  • geofencing capabilities;
  • accessible features such as braille and closed captioning;
  • availability of e-scooters at transit hubs as a last mile tool to facilitate arrival to other 
    destination points;
  • enforcement and fines for misuse and speeding;
  • prevention of sidewalk use;
  • designated bike lanes and roadways for e-scooters use;
  • the benefits of e-scooters for those who are disabled;
  • concern with the ability to alert pedestrians of their approach;
  • removing barriers on sidewalks to prevent tripping hazards; and
  • enforcement for privately owned e-scooters.

Carol-Ann Chafe, Vice Chair advised the Committee that there is the need to look at all micromobility devices being banned from sidewalk use to prevent prolonging the process of having Council address each type of mobility device separately.  Ms. Chafe advised the Committee that the removal of barriers is important but it is just not e-scooters that could potentially cause a tripping hazards, bicycles, planters and seating on sidewalks can also create concern.

Naz Husain, Chair expressed to the Committee that Mr. Lepofsky's research is based on Ottawa’s staff report, in 2021, that addressed serious safety concerns around the usage and parking of E Scooters. Barriers and obstructions to Accessibility would be created if such projects are to be approved in the Province of Ontario. Ms. Husain urged members of the Accessibility Advisory Committee to re-consider the recommendations.

Committee members were advised by Chris Schafer, Bird Canada and Isaac Ransom, Neuron Mobility in response to their concerns as follows:

  • geofencing would be accurate within 10 cm of a sidewalk and that e-scooters that enter onto sidewalks would become halted through a program called rapid geofencing detection;
  • braille, closed captioning, TTY relay services and customer service support are available for riders;
  • park assist technology would be available for riders to know appropriate docking locations;
  • improperly docked e-scooters would trigger an alert to the company; and
  • e-scooters are a successful end of mile transportation to next destination around major transportation hubs.

Councillor Mahoney, Carol-Ann Chafe, Vice-Chair and Mary Daniels, Citizen Member and Members of the Region of Peel Accessibility Advisory Committee will provide a brief verbal update.

Mary Daniel, Citizen Member provided an update to the 2022 Municipal Election Accessibility Plan, and advised the Committee that a National AccessAbility Week event would be held June 1st.

Carol-Ann Chafe, Vice Chair advised Committee members that the Region's marketing and communication team would be creating accessible branding in both print and social media throughout the Region of Peel. Ms. Chafe further advised Committee members that the AODA Alliance letter requesting a ban on e-scooters was presented and would be brought forward for future discussion reviewing all micromobility devices.

Gus Mangos, Elections Officer, presented on the 2022 Municipal Election Accessibility Plan and advised the Committee that Expressvote machines would be available at all advance polling stations. Mr. Mangos further advised that the election plan would be posted on mississaugavotes.ca.

Committee members inquired if interpreters would be available at polling stations to assist and were informed that staff would look into their inquiry. Mr. Mangos advised Committee members that instructions and direction would be available in written form through signage at the entrance of polling stations.

Janette Campbell, Accessibility Specialist discussed the concern of the Facility Accessibility Design Subcommittee in regards to the use and design of tactile walking surface indicator design details and attention tiles at the end of a path leading to points of interest.  Ms. Campbell further advised the Committee that part of the FADS update process involved researching existing TWSI design standards, guidelines and best practices and findings have shown that the CSA B651 - 18 design standards conflicts with other standards.  Currently both CSA and CNIB standards are being updated and staff are waiting for these updates to better understand the direction each will take in terms of tactile walking surface indicators.  Staff have also reached out to the City of Toronto to understand how they arrived at their TWSI design recommendations.

Janette Campbell, Accessibility Specialist discussed the plans for National AccessAbility Week and advised the Committee that there would be both virtual and in person events.  In person events include a Fresh Air Fitness Zumba class and a movie night that would provide closed captioning and assistive listening devices to facilitate and raise awareness of accessibility.   

Ms. Campbell advised that the event would open with remarks from the Accessibility Advisory Committee and a summary of the Ontario ParaSport Games.  

Mary Daniel, Citizen Member advised the Committee that the Region of Peel would host a virtual event on June 1st called Recover, Rethink and Thrive that would address the impact of COVID 19 and lessons learned in response. 

Carol-Ann Chafe, Vice Chair advised the Committee that the theme of National AccessAbility Week would be accessible documents and accessible technology.  Ms. Chafe also informed the Committee about GAAD 2022 (Global Accessibility Awareness Day) observed around the world with events regarding accessibility in tech.  GAAD is May 19th. A non-profit organization would be holding a pre-GAAD event on accessibility in documents and technology.
