Melissa Slupik, Lead of Planning Innovation, presented an overview of the Employment Land and Office Market Analysis, highlighting conversion challenges, next steps, the Downtown Community Improvement Plan (DCIP), manufacturing uses, office retention, and the key test for land-use conversions.
In response to Councillor Dasko's enquiry about potential impacts around city centre, staff noted the DCIP could allow for flexibility through tiered systems and incentives, rather than a uniform approach.
Councillor Horneck supported the direction and asked that more detailed recommendations be brought back.
Councillor Tedjo, Vice Chair expressed concerns about limited employment use conflicting with Major Transit Station Area (MTSA) employment lands, and noted the need to assess conversions against provincial criteria and ensure a high-quality living environment.
