As a municipality, the City of Mississauga is actively working towards reconciliation by confronting our past and our present, providing space for Indigenous peoples within their territory, to recognize and uphold their Treaty Rights and to support Indigenous Peoples. We formally recognize the Anishinaabe origins of our name and continue to make Mississauga a safe space for all Indigenous peoples."

Mr. Sweet provided an overview of the Set Fines for Parking, Standing or Stopping in Bicycle Lanes Update and spoke to the background, the Traffic By-law, the Administrative Penalty By-law, and the communications and enforcement plans.

Committee members engaged in discussion and enquired about proactive enforcement, Traffic By-law exemptions, communications plans, community engagement, and mobile signs. Mr. Sweet responded to questions.

Pursuant to Section 42 of the Council Procedure By-law 0139-2013, as amended:


Mississauga Cycling Advisory Committee may grant permission to a member of the public to ask a question of Mississauga Cycling Advisory Committee, with the following provisions:

  1. Questions shall be submitted to the Clerk at least 24 hours prior to the meeting;
  2. A person is limited to two (2) questions and must pertain specific item on the current agenda and the speaker will state which item the question is related to;
  3. The total public question period time is 15 minutes maximum and shall not be extended by the Chair; and
  4. Any response not provided at the meeting will be provided in the format of a written response.

Glenn Voakes, Resident spoke to item 7.1 and enquired about how the amended By-laws would be enforced and requested that the fines be escalated to $100. Matthew Sweet, Manager, Active Transportation responded that the fine level staff is recommending is $55, in order to be consistent to other fines already in the By-law, and further noted that setting fines is just 1 of the tools to help solve this problem. 

Dorothy Tomiuk, Resident spoke to item 10.4 and enquired about how Mississauga Cycling Advisory Committee and Active Transportation staff would tackle the disconnect between the reality of the City's barriers and gridlocked streets, and the aspiration to become a multi-modal connected city. Mr. Sweet responded that the City is looking to get more high quality infrastructure through the necessary phases and advised Ms. Tomiuk to stay in the meeting for item 10.4, which would provide a better understanding of timelines. Neal Smith, Project Manager, Sustainable Transportation, Region of Peel responded and noted that the Region is working closely with the City on integrative projects to get infrastructure built and ready to use.

Jonathan Giggs, Resident spoke to item 10.4 and enquired about how edge lines and sharrows have replaced the originally proposed bike lanes on Orr Road when the City of Mississauga's Active Transportation COVID-19 Recovery Framework was initially proposed. Active Transportation staff responded to Mr. Giggs' question during item 10.4.

Ms. Pedziqiatr provided an overview of the 2021 Phil Green Award and noted that Peter Collins was selected by the Subcommittee as the recipient of the award for 2021. Ms. Pedziqiatr spoke to Peter Collins' work to repair and build donated bikes for youth in the Malton Community.

Ms. Pedziqiatr further noted that the Subcommittee recommended that the Phil Green Award eligibility be amended to not consider people currently or previously appointed to the Mississauga Advisory Cycling Committee (MCAC). Committee members engaged in discussion regarding award eligibility and provided direction to discuss the Phil Green Award eligibility at the next MCAC meeting on February 8, 2022.

    That the Communications and Promotions Subcommittee Update from Paulina Pedziqiatr, Citizen Member be received.

Mr. Sweet spoke to staffs attendance at a round table meeting to discuss Bill 54 and noted that the Bill amends the Highway Traffic Act and is about the legal consequences of a collision that seriously injures or kills a pedestrian, a cyclist, a mobility device user, a roadway worker, an emergency responder outside their motor vehicle or another individual listed in the Bill. Mr. Sweet further noted that at the round table meeting it was requested that municipalities provide correspondence to the Province in support of Bill 54. Mr. Sweet advised that Councillor Saito would be providing a notice of motion for the City to send correspondence in support of the Bill. Suzanne Doyle, Vice-Chair noted support for sending correspondence from the Mississauga Cycling Advisory Committee. Mr. Sweet advised that staff would assist in preparing the correspondence.

    That the Mississauga Cycling Advisory Committee send a letter to the Province in support of Bill 54 – Vulnerable Road Users Law.

Fred Sandoval, Active Transportation Coordinator spoke to the memorandum and provided an additional presentation. Mr. Sandoval spoke to the 2021 cycling infrastructure program, ICIP Resilience Stream funding, street lighting upgrades, and 2021 projects. Committee members engaged in discussion and enquired about updates on multi-year projects, Mississauga Road, and expressed the need for public education on sharrows, edge lines and bike lanes.

At this time Mr. Sandoval and Matthew Sweet, Manager, Active Transportation responded to Jonathan Giggs' question from public question period regarding Orr Road and noted that Active Transportation staff worked with Road Safety staff, as well as the local Councillor in order to compromise and maintain parking for the residents in that area. Mr. Sandoval further noted that the edge lines, sharrow and speed cushions would have the effect of traffic calming the roadway, to improve it as a shared space.
