Mayor Crombie welcomed Councillor Kelly Laforme of the Mississauga's of the Credit First Nation and spoke to the significance of the Mississauga's of the Credit First     Nation's flag that will be placed permanently in Council Chambers and in the Mayor's Office.

Councillor Kelly Laforme acknowledged the gesture of the flag raising in Council Chambers and looks forward to more meaningful relationships to build the recognition of the treaty between the City of Mississauga and the Mississauga's of the Credit First Nation.

Meghan Nicholls, Chief Executive Officer, spoke to the launch of the "Mayor Crombie's 2022 Holiday Food Drive Campaign" and provided an overview of the Foodbank's mission, vision and, the foodbank's use for the year.  Ms. Nichols expressed concerns that there will be a much greater demand on the Foodbank as food prices and inflation, continue to rise.  Ms. Nichols encouraged Members of Council to join the campaign challenge and to promote the campaign to all their residents.

Mayor Crombie encouraged Members of Council to participate in the campaign challenge and provided suggestions of fundraising methods, all of which will be provided to the Members of Council to promote in their communities.  Mayor Crombie recognized Councillor Fonseca as last year's campaign challenge "Angel Award" recipient.

In response to Councillor's Fonseca's inquiry regarding how residents can get involved in the Foodbank to Home Program. Ms. Nichols advised that there is a need for assistance with telephone calls to individuals to determine their food/dietary needs in order to provide them the appropriate foods, can apply through the Foodbank's website.

Councillor Fonseca noted that the Foodbank is moving and offered her continued support. 

Ms. Nichols, advised that on December 1, 2022 the Foodbank is moving to a larger facility in order to store more fresh food and services they provide,

Councillor Parrish encouraged Members of Council to continue the funding to the Foodbank at the Region.

Councillor Kovac thanked Meghan Nichols for sharing the campaign information and invited Ms. Nichols to work with and communicate to the Councillors the needs of the Foodbank throughout the campaign. Councillor Kovac proposed that a secondary award to the "Angel Award" be named St. Nicholas.

Jenny Pino, Resident expressed concern with obtaining information regarding a development and the improvements to the infrastructure in her Ward.  She indicated that the means of obtaining information has not been easy and that the information she obtained does not appear to be consistent with what may have been spoken at Community Meetings and inquired whether Councillors take minutes at the meetings.

Councillor Mahoney advised that Planning staff are present at community meetings and make notes of resident's concerns and incorporate the resident’s comments/concerns, into the staff reports that are presented to Council.

Diana Runsov noted that formal minutes are taken at Statutory Meetings; however, at community meetings held by the Councillor and staff, action items and concerns are captured and reflected on the information reports that are brought to Council.

Councillor Kovac noted that comments made at Community Meetings are captured by staff, reflected on reports to Council, and that members of the public at times may not wish to have their names or personal information noted and therefore they may not want to make comments.

Item 13.3. 

Athina Tagidou, Applewood Hills & Heights Residents Association noted the petition listed on the agenda as item 13.3.was initially submitted to the Clerks office on September 12, 2022 and that this is the second petition presented before Members of Council regarding the City's proposed cycle tracks in the Bloor Street Integrated Project.  Ms. Tagidou, expressed the concerns that residents have raised and the impact that the cycle tracks will have on the community.  Ms. Tagidou noted there will be an in-person community meeting November 29th to address the concerns residents have expressed and is seeking the support of Council to an alternate proposal.

Jonathan Giggs, Resident, inquired whether the upcoming meeting regarding cycle track will be held in person or virtually;


Geoff Wright, Commissioner, Transportation and Works advised that the upcoming meeting will be held in person and virtual consultation process.

    WHEREAS the Mayor, Members of Council and staff at the City of Mississauga are saddened to learn of the passing of Stephanos “Steve” Makris, a Mississauga Fire and Emergency Services firefighter, who passed away on Wednesday August 24, 2022;

    AND WHEREAS Steve worked for the City of Mississauga for 23 years, in the role of operations firefighter;

    AND WHEREAS Steve was an incredibly knowledgeable and skilled firefighter – but was also truly humble and without ego. His passion, his dedication, his efforts were about others – helping his firefighter colleagues learn, grow and hone their vocation and most importantly – saving lives;

    AND WHEREAS Steve truly enjoyed assisting the training officers during new recruit training and had a hand in shaping the learning and development of so many of our new firefighters;

    AND WHEREAS Steve cared deeply about making firefighters better, in turn our community is a safer place to live;

    AND WHEREAS Steve was a loving husband to his wife Tammy and a devoted father to his son Xavier, and daughters Chelsie and Baylea. He was also a supportive friend to many, and he will be deeply missed;

    AND WHEREAS Jack was predeceased by his first wife, Shirley, in 1997, was a loving

    AND WHEREAS Stan will be remembered by all who knew him as a kind, generous, and honest person.  Stan was a devoted husband of 52 years to Katy, loving father to Stephanie Cox and son-in-law Rob Cox, Mississauga Fire and Emergency Services, and grandfather to Nathan and Rachel;

In response to Councillor Dasko's inquiry for clarification on the address that the Official Plan Amendment and Zoning By-law, as listed on the agenda as Item 17.2. and 17.3. pertains to, Diana Rusnov, City Clerk confirmed that the by-laws pertain to 1575 Hurontario Street  (Ward 1).

Mayor Crombie noted that the Provincial government is looking at revamping regional governments in certain regions including Peel, and that at this time there is not a lot of details in this regard and as soon as there are details to share she will do so.

Committee Structure

Councillor Horneck requested staff draft a mandate on the creation of a new Committee with the focus on Transit/Transportation and noted that there are currently five committees that already touch on traffic related topics and that staff can look at amalgamating some committees and/or refine some Committee mandates, to ensure that we are getting the best out of our Committees and that the residents and commercial community is able to share their comments on related topics.

Members of Council spoke to and agreed that there ought to be a review of the current Committees and establishing new committees and/or considering sunsetting other committees

Geoff Wright, Commissioner, Transportation and Works advised that staff will bringing a report in the New Year that will speak to new committees with a theme of Transit/transportation.  Mr. Wright noted that there was a Standing Committee named "Transportation Committee that met every 3rd week and that the Committee was disbanded and that transportation reports moved back to General Committee.  Mr. Wright can incorporate the success and challenges of that Committee.

In response to Councillor Damerla's inquiry regarding traffic study reports that all state "No Traffic Impact", Mr. Wright noted that it was difficult to establish traffic patterns during the pandemic and the elapsed time of pre/post development; however, staff will prepare a report to be brought to Council on the matter.

Mayor Crombie noted direction to staff to review and report back on the Committee structure on current and proposed Committees.

Diana Rusnov, City Clerk, advised that staff proceeded with a phased approach with respect to appointment of Citizen Member to Committees in order to review and report back on the current and proposed Committee structure.

Direction to staff to review the Committee Structure and report back to Council.

Setting Off Fireworks

In response to Mayor Crombie's comments regarding locations to set off fireworks during celebrations; Jodi Robillos, Commissioner, Community Services, advised that staff can look into Celebration Square, but noted that events may already be reserved.

Members of Council spoke regarding the comments and concerns raised by residents regarding individuals setting off fireworks at their homes.

Councillor Damerla noted that not all celebrations are meant for groups to gather to set off fireworks and that we should be mindful there are a lot of celebrations/observances at individual residences.

Direction to staff to review the displaying of and setting off fireworks in a central location and/or at residential homes.

Post Election Debriefing

In response to Councillor Fonseca's inquiry regarding whether staff will be bring a post-election report, Diana Rusnov, City Clerk, advised that staff are preparing the report to bring it to Council in the New Year.

Councillor Damerla spoke to the sign pollution and environmental hazard related to election signs and we should consider banning them.Mayor Crombie advised that the Supreme Court ruled against prohibiting election signs.  Councillor Damerla also inquired about limiting the size of the sign.

Mayor Crombie noted that these matters will be included in the election debriefing report and Council can have a more fulsome discussion.

Councillor Parrish requested that the election debrief report include benchmarking of other municipalities regarding mail-in ballots.

Councillor Fonseca announced the 50th Anniversary of the Mississauga Symphony Orchestra; and that the Salvation Army is in need for volunteers to support their bell ringer program; and gave a shout out to the Living Arts Centre staff for setting up the venue for the Living Arts Centre 25th Anniversary Celebration.

Councillor Dasko praised the staff involved in all the Inaugural celebrations.

Councillor Butt announced the festive celebrations taking place in Streetsville.
