Ms. Warsh and Jim Kartsomanis, Supervisor, Traffic Systems & ITS provided a
presentation on Pedestrian Crossing Times and spoke to Current and Updated
Guidelines, Communications Plan and Next Steps.


Members of the Committee inquired about Pedestrian timing calculations, Mr.
Kartsomanis explained how they reached the calculations through benchmarking with
other municipalities.


Suzanne Doyle, Mississauga Cycling Advisory Committee Representative inquired about
cyclist signal timing at intersections. Mr. Kartsomanis responded that they follow the
Ontario Traffic Manual (OTM) with respect to specific guidelines to signalized timing at
intersections.


Councillor Saito inquired about automatic walk signals for crossing guards, button
system to let pedestrian know that their request is approved or being processed. Mr.
Kartsomanis responded to Councillor Saito's inquiry that automatic walk signals
decision-making is based on data and explained how that data is collected and
analyzed.


Sunil Sharma, Citizen Member inquired about the increase in various count down times
and sufficient crossing during the count down time. Mr. Kartsomanis responded to
Sunil's inquiry regarding count down times and the ability to cross to the other side within
the time allotted.

Ms. Nguyen-Pham provided a presentation on Speeding Consequences and Day of
Remembrance for Road Traffic Victims. Ms. Nguyen-Pham spoke to Campaign: Project
Goals, Communication Goals, Key Messages, Tactics, Metrics, URL & Hashtag and
Creative graphics.


Members of the Committee inquired about some of the creative design graphics and
messaging.


Ms. Nguyen-Pham noted that the necessary changes will be incorporated into the
creative design graphics.

Councillor Saito introduced Abrar Haq the newest member to the Committee.


Zvonimir Miller provided a presentation on Traffic Signal Detection, Mr. Miller spoke to
Traffic Signal Operation, Intrusive Vehicle Detection, non-intrusive vehicle detection,
typical overhead detection zone layout, bicycle detection, bicycle facilities: main street
operation and side street operation (cross-ride and bike lane).


Abrar Haq, Citizen Member inquired about vehicle detection for motorcycles or lighter
vehicles in the left turn lane. Mr. Miller responded that bikes are detected by induction
loops and explained the sensitivity of the detection zone.


Suzanne Doyle, Mississauga Cycling Advisory Committee Representative inquired about
detection plates and their location, and requested the presentation be presented at a
future MCAC meeting. Mr. Miller responded to Ms. Doyle's inquiry where motorists
should be stopped and explained that bike lanes have overhead detection.


Councillor Saito inquired about sensors that extend into the crosswalk and inquired
about having them covered. Mr. Miller responded to Councillor Saito's inquiry regarding
the placement of sensor and where motorists should be stopping.

Mr. Purins and Ms. Gileno provided a presentation on Automated Speed Enforcement
(ASE), Mr. Purins and Ms. Gileno spoke to the programs background, Stage One
Results, Enforcement Statistics, Communication Goals, Staged Approach and Next
Steps.

Mr. Purins and Colin Patterson, Supervisor, Road Safety responded to the Committee's
inquiries;


  •  speed threshold is not available to the public

  •  ticket revenue, will be used for additional traffic calming in the City and for future
    road safety initiatives.

  •  ASE criteria works on a priority ranking system which determines where cameras
    are located.

  •  penalties for repeat offenders are repeat ASE charges, the fine is issued to the
    owner of vehicle

  •  the intended use of ASE is to enforce the speed limit which addresses a specific
    Highway Traffic Act (HTA ) infraction.

  •  there are no exemptions for ASE charges.

Constable Claudia D'Amico, Peel Regional Police provided an overview on the Road
Watch Stats.


Councillor Dasko inquired about the number of complainants in particular spots and if it’s
recorded and accounted for in the numbers. Ms. D'Amico responded to Councillor
Dasko's inquiry that every complaint is accounted and recorded.


Anna Phillips, Citizen Member inquired about historical comparisons. Ms. Claudia
D'Amico will present comparisons at the next meeting.

Constable Claudia D'Amico, Peel Regional Police provided an update on Project Noise
Maker Statistics from January to October 2021.

Councillor Dasko inquired about the difference of fines related to charges unnecessary
noise and improper muffler. Ms. D'Amico explained the two offences and the related
fines of each charge.


Sunil Sharma, Citizen Member inquired if there was a follow up to charges laid. Ms.
D'Amico responded to Mr. Sharma's inquiry.
