"We acknowledge the lands which constitute the present-day City of Mississauga as being part of the Treaty and Traditional Territory of the Mississaugas of the Credit First Nation, The Haudenosaunee Confederacy the Huron-Wendat and Wyandotte Nations. We recognize these peoples and their ancestors as peoples who inhabited these lands since time immemorial. The City of Mississauga is home to many global Indigenous Peoples.


As a municipality, the City of Mississauga is actively working towards reconciliation by confronting our past and our present, providing space for Indigenous peoples within their territory, to recognize and uphold their Treaty Rights and to support Indigenous Peoples. We formally recognize the Anishinaabe origins of our name and continue to make Mississauga a safe space for all Indigenous peoples."

Councillor G. Carlson recited the Indigenous Land Statement.

Councillor D. Damerla declared a conflict of interest with item 5.4, as she lives in close proximity to the proposed site.

Glen Broll, Glen Schnarr & Associates Inc. provided an overview of the Official Plan Amendment and Rezoning applications. 

Committee members engaged in discussion and enquired about the following: employment, the depth and location of the water table, FSI, architectural designs, height, and consideration for the current businesses.

The following person spoke:

  1. Patricia Bartlett, Resident noted concerns with the lack of schools to accommodate the proposed development and further noted concerns with accuracy of the transportation and community aspects of the report.

Adam Lucas, Development Planner and Mr. Broll responded to questions.

Councillor D. Damerla spoke to the history of the application and noted concerns with podium heights, visitor parking, landscaping and density.

Catherine Jay, SGL Planning provided an overview of the Official Plan Amendment and Rezoning applications.

The following persons spoke:

  1. Jeremy Sporcic, Resident noted concerns with the following: construction, traffic, density, privacy, shadow impacts, street parking, safety, increased garbage, and lack of community engagement.
  2. Sharmi Sarkar, Resident noted concerns with displaced businesses during the pandemic, as owners in the current plaza have received a notice to vacate for December 2023.

Andrew Whittemore, Commissioner of Planning and Building noted that the City is bound to follow the Planning Act and the City encourages the developments to include retail and commercial units so that there are places to reside once they are re-developed. Maurizio Rogato, Black Thorn Corp. noted that his client would be offering the new commercial space to the existing tenants.

Councillor D. Damerla spoke to the applications and noted concerns with the elevation.

Courtney Heron Monk, Bousfields Inc. and Les Klein, BDP Quadrangle provided an overview of the Official Plan Amendment, and Rezoning and Plan of Subdivision applications.

Committee members engaged in discussion and noted concerns with parking, transit and overall density. Committee members also made enquires regarding the following: shadow impacts, employment, the amount of 2 and 3 bedroom units, the amount of parkland, the forecasted population, and water conservation.

Ms. Monk and Mr. Klein answered questions regarding the details of the applications. Adam Lucas, Development Planner and Lin Rogers, Manager, Transportation Projects spoke to the shadow and traffic impacts. Mr. Lucas and Ms. Rogers both noted that the applications had not satisfied staffs requirements, and that staff are expecting a revised submission. Committee members agreed that the report should not be received, as there were too many concerns.
