Councillors Tedjo and Damerla spoke to the presentation.

Andra Maxwell, City Solicitor spoke to the subject matter and provided clarity with respect to the Council Code of Conduct; the role of the City Solicitor as it relates to Council as a whole and the role of the Integrity Commissioner.

Councillor Parrish spoke to the presentation; the role of the Integrity Commissioner; the Council Code of Conduct and next steps.

Mr. Whittemore spoke to the subject matter and provided historical background information. Ms. Morton spoke to the process and presented the plans. 

Item 10.1 was brought forward for discussion. Mayor Crombie spoke to the subject matter and in support of the work. In response to Mayor Crombie, Mr. Whittemore spoke to the averages of house building in Mississauga; infrastructure requirements and other accommodations that are required to facilitate the growth.

Geoff Wright, Commissioner, Transportation and Works spoke to the transit infrastructure, costs and delivery perspective. Mayor Crombie spoke to the need for a commitment from the province for increased support for infrastructure.

Members of the General Committee raised questions and made comments to staff with respect to required funding; intensification; a pledge from developers; time lines; cost recovery; Bill 23 and Development Charges; the CIP; garden suites and garage conversions; rental housing; condo development; incentivizing purpose built housing; underutilised tools and programs; the housing accelerator fund and the communications plan. 

Rob Trewartha, Director, Strategic Communications spoke to the proposed multi-level communications plan; a Mayor's Letter to the Minister of Municipal Affairs and Housing and tools for roll out. Mr. Trewartha noted it would be helpful to outline the role of each level of government to incorporate into communications.

Councillors Parrish, Dasko and Fonseca spoke in support of sitting on the proposed Housing Panel and the Terms of Reference requirements. Mr. Whittemore noted, Paulina Mikicich, Manager, Planning Innovation will be coming back with a complete report with recommendations for the Housing Panel. In response to Councillor Fonseca, Mr. Wright noted staff will be collaborating with respect to logistics.

Mayor Crombie spoke to recent remarks made by the Chair at the Region of Peel in relation to amalgamation. Mayor Crombie noted that a letter has been drafted to the Chair related to their role and conduct and further, a request has been made to the Regional Clerk and the Integrity Commissioner to provide comments on this matter.

Mayor Crombie spoke to temporarily extending support of new comers to Mississauga from Ukraine and sending a letter to the Minister regarding this matter. Councillor Fonseca spoke in support of the extension of the Ukrainian Humanitarian response.

Councillor Fonseca will be requesting that staff bring back a more fulsome report that will support the residential rat control subsidy pilot program being extended until December, 2023.

In response to Councillor Butt, Andrew Whittemore, Commissioner, Planning and Building noted an official letter has been sent to the Ministry to provide clarity with respect to maximum heights and densities in Major Transit Station Areas (MTSA). Councillor Parrish spoke to the subject matter and deferring to staff. 

Councillors Parrish and Dasko spoke to the discussion regarding the separation of the Region and the report. Mayor Crombie provided clarity on the subject matter. 

Councillor Tedjo spoke about leash free zones and enquired as to how we could facilitate more facilities. Jodi Robillos, Commissioner, Community Services advised this is flagged in the future directions Master Plan and can be revisited in advance in an effort to expedite the process.

Councillor Parrish spoke to stunt driving, racing and other driving issues in Malton. Councillor Mahoney spoke to the process for enforcement and support for police to address these concerns across the city and Region of Peel.

Mayor Crombie announced various recognition days, months and events. Members of the Committee announced various Ward and City wide events.
