“We acknowledge the lands which constitute the present-day City of Mississauga as being part of the Treaty and Traditional Territory of the Mississaugas of the Credit First Nation, The Haudenosaunee Confederacy the Huron-Wendat and Wyandotte Nations. We recognize these peoples and their ancestors as peoples who inhabited these lands since time immemorial. The City of Mississauga is home to many global Indigenous Peoples.


As a municipality, the City of Mississauga is actively working towards reconciliation by confronting our past and our present, providing space for Indigenous peoples within their territory, to recognize and uphold their Treaty Rights and to support Indigenous Peoples. We formally recognize the Anishinaabe origins of our name and continue to make Mississauga a safe space for all Indigenous peoples.”

  • Martha Cameron, Legislative Coordinator to discuss the Terms of Reference

Martha Cameron, Legislative Coordinator provided the Subcommittee with an overview of the Terms of Reference.

  • RECOMMENDATION

    That the presentation of the Terms of Reference for the Accessible Transportation Subcommittee presented by Martha Cameron, Legislative Coordinator be approved.

•    Matthew Sweet, Manager, Active Transportation, City of Mississauga, Vickram Hardatt, Transportation Planner and David Forsey, Manager,          Transportation Engineering with IBI Group to present on Micromobility Project Phase 1 update.

Subcommittee Members discussed concerns regarding:

•    the location and placement of docking and dockless stations;
•    the proximity of the docking and dockless stations to transit terminals such as GO and MiWay;
•    enforcement of speed limits and penalties for misuse;
•    concern with maintaining AAC standards and prevent the creation of new barriers on sidewalks for individuals with disabilities and/or older             adults;
•    where permitted use of e-scooters would be;
•    devices to alert pedestrians on e-scooters of their approach would not be beneficial to anyone with hearing impairments;

Matthew Sweet, City of Mississauga, and Vickram Hardatt and David Forsey of IBI responded to the Subcommittee concerns as follows:


•    that there are regulations regarding where micromobility devices can be used; 
•    that conventional peddle bikes; e-bike; electric e-scooters are not permitted on sidewalks;
•    that there is a by-law structured around wheel diameter to determine if a bike is permitted on the sidewalk;     
•    that e-scooters are not permitted on park trails;
•    that the roll out would be small to begin and docking stations would be located in areas near transit stations such as GO stations,;
•    that the Subcommittee feedback is helpful in laying out the standards regarding docking and dockless stations;
•    that individuals who sign up for an e-Scooter would take a mandatory course regarding operating requirements and rules of the road before         operating an e-scooter;
•    Goefencing and GPS sensor would limit where scooters go and govern speed;
•    that enforcement would not stop someone in motion on an e-scooter and that these incidents need to be reported to the police to handle as           this would be considered a moving violation.

DIRECTION TO STAFF:  Staff provide updates on the Micromobility Project and provide Martha Cameron, Legislative Coordinator with information and invites to public consultation meetings.

DIRECTION TO STAFF:  Micro-mobility projects should be strategic in opening up of areas permitting micro-mobility in Mississauga Micro-mobility use should come to the ATS for review.

  • RECOMMENDATION
    1. That the docking and dockless stations for Micromobility devices be located on the roadway, and/or utilize available parking spaces to ensure accessible access and removed from the sidewalks.
    2. That the implementation of the City of Mississauga's Micromobility Project continue further consultation with the Accessibility Advisory Committee and/or it's subcommittees to ensure the project does not reduce accessibility or create barriers for people with disabilities and/or older adults.
    3. That e-scooters as defined in the Traffic By-law 0555-2020 as amended, be banned from operating on sidewalks.
