Andra Maxwell, City Solicitor spoke to the Options of Closed Meeting Investigation Services.

Members of the Committee support utilizing the Ombudsman for the renewal term in 2022 and 2022-2026 term of Council

Councillor Saito commented on the Region of Peel's protocol when moving into closed session and inquired if that protects the municipality. Diana Rusnov, Director responded that it's a good reminder and if warranted will remind Council Members to ensure the proper precautions are taken.

    1. That the Corporate Report from the City Solicitor dated October 6, 2021, entitled “Options for Closed Meeting Investigation Services” be received for information.
    2. That the City utilize the Ontario Ombudsman as the Closed Meeting Investigator for the 2022 term and 2022-2026 term of Council; and further that this be reviewed before the end of the 2026 term.

Parrish spoke to the bench marking of other municipalities and clarified when the Region of Peel Council utilizes Proxy Voting. equitable chance with the two lower tier municipalities that can send substitutes.

Members of the Committee spoke to the potential benefits and flexibility of proxy voting and raised concerns regarding restrictions in the Act.

Members of the Committee agreed to defer Vote by Proxy for Council until the end March 2022.
