Frank Catania, owner and Eric Desrosiers, VERLY Construction Group spoke to the report titled "Formal Bid Dispute by Verly Construction Group regarding PRC004616 Construction Services for New Fire Station 124", provided background information and addressed concerns related to the disqualification of their company. In response to Councillor D. Damerla, Raj Sheth, Commissioner of Corporate Services clarified that replacing an entire page was considered a major error and that the disqualified bid could not be reconsidered to ensure fairness to all bidders. In response to Councillor M. Reid, Raj Sheth, Commissioner of Corporate Services confirmed that the bid was on hold due to a mandatory requirement and that the repair of the bid was not allowed as per the procurement policy.

Winston Harding, resident spoke to community engagement challenges and urgent issues of flooding, homelessness and food insecurity. Mr. Harding urged Members of Council take proactive measures, such as flood mitigation, sandbag use, secure housing, and to promote collective action from residents, businesses, and restaurants.

In response to Councillor C. Fonseca, Sam Rogers, Commissioner, Transportation and Works confirmed that flood prevention efforts were underway, and that a flood prevention toolkit is being developed for homeowners and added that sandbags would not be effective for large-scale flooding events. Councillor C. Fonseca invited Mr. Harding to meet offline to discuss food insecurity and collaboration with food banks.

Councillor M. Reid invited Mr. Harding to meet offline and connect him with community partners such as the Metamorphosis Group in Region of Peel for collective action.

In response to Mr. Harding and Councillor D. Damerla’s inquiry, Sam Rogers, Commissioner, Transportation and Works confirmed that regarding the Bloor Street integrated project, the tender has closed, bids were received, and that the project was paused pending further consultation with the province.

That the Mayor and City Clerk be authorized to execute a second amending agreement requested by Metrolinx to the PRESTO Operating Agreement dated January 10, 2018, as outlined in the Corporate Report dated November 5, 2024, entitled "Second Amendment to PRESTO Operating Agreement" from the Acting Commissioner of Transportation and Works, that will adjust the price of the PRESTO farecard and permit the City to include transactions from digital PRESTO cards or mobile wallets when calculating lost revenue recovery for the city and revenue based fees to Metrolinx, as well as to execute any further amendments or ancillary documents that may be required to the PRESTO Operating Agreement in the future.

Mayor C. Parrish advised that the City’s 2025 budget approval was deferred until the province’s recommendations on the Region of Peel budget and the download of regional services would be received.

In response to Councillor J. Horneck, Geoff Wright, City Manager and CAO, explained that red light cameras in Mississauga are operated by the Region of Peel and that expanding the program would become a priority once the program transitions from the Region of Peel to the City of Mississauga.

Members of the General Committee spoke to events and celebrations taking place in Mississauga.
