    WHEREAS the Municipal Act, 2001, as amended (the "Act"), requires Council to pass a resolution prior to closing part of a meeting to the public;

    AND WHEREAS the Act requires that the resolution states the act of the holding of the closed meeting and the general nature of the matter to be considered at the closed meeting;

    NOW THEREFORE be it resolved that a portion of the Council meeting held on August 25, 2021 shall be closed to the public to deal with the following matters:

    Pursuant to the Municipal Act, Sections 239 (2):                              

    1.  Labour relations or employee negotiations: Approach  COVID-19 Vaccinations for City Employees and Volunteers
    2.  Receiving of advice that is subject to solicitor-client privilege: Mandatory Vaccinations for City Employees

Labour relations or employee negotiations: Approach to COVID-19 Vaccinations for City Employees and Volunteers
 

Shari Lichterman, Commissioner, Corporate Services spoke to the matter and explained the report.  Members of Council asked staff questions and Shari Lichterman and Andra Maxwell, City Solicitor responded to their questions. 

The following Resolution was voted on during open session:

    That Council approves the plan as outlined in the report titled ‘Approach to COVID-19 Vaccinations for City Employees and Volunteers’ dated August 23, 2021 from the Commissioner of Corporate Services.

Advice that is subject to solicitor-client privilege, including communications necessary for that purpose: Legal Advice Concerning Mandatory Vaccinations for City Employees
 

Andra Maxwell, City Solicitor provided advice with respect to mandatory vaccinations for City staff.  Members of Council discussed the matter and asked questions.  Ms. Maxwell responded to the questions.

    Councillor Saito requested that Council support Dr. Loh's request for a proof of vaccination program or system.
