  • Laura Archila, Transportation Infrastructure Coordinator to present on the guard rail design

Laura Archila,Transportation Infrastructure Coordinator presented options for the guard rail wrap on the west side of Willow Lane and informed the Subcommittee that the east side guard rail would be shortened.

Subcommittee members discussed the options and determined that the preference would be an earth tone solid colour wrap.

  • RECOMMENDATIONMVHCD-0011-2021
    1. That the presentation by Laura Archila, Transportation Infrastructure Coordinator on the Willow Lane Guard Rail be received.
    2. That the guard rail on the west side would be wrapped with an earth tone wrapper.
    3. That the Subcommittee supports the reduction of the guard rail on the east side but request the final drawings be shown to the Subcommittee prior to the commencement of the project.

John Dunlop, Manager Heritage Planning and Indigenous Relations advised the Subcommittee that there is a legal obligation to install a pedestrian walkway.

Subcommittee members requested further clarification of the location of the pedestrian walkway and expressed their concerns with issues of run off and pedestrian traffic.  They advised staff that the preference would be alternative #3 to widen the paved surface of the road and locate the pedestrian sidewalk on the east side.

Mattea Turco, Active Transportation Coordinator provided further information regarding the walkway and its location and responded to questions and concerns from the Subcommittee.

  • RECOMMENDATIONMVHCD-0012-2021
    1. That the memorandum from John Dunlop, Manager, Heritage Planning and Indigenous Relations, dated November 15, 2021, be approved as the proposed work plan does not significantly alter the character of the village.
    2. That the third alternative be the preferred design and the pedestrian walkway be located on the east side.
    3. That staff provide drawings to the Subcommittee showing where the lines will be prior to proceeding with the walkway.

John Dunlop, Manager Heritage Planning and Indigenous Relations provided Subcommittee Members with an update on the properties. Mr. Dunlop informed the Subcommittee that 6985 Second Line West applied to the Committee of Adjustment for variances which were approved. Mr. Dunlop stated that heritage staff did provide the Committee of Adjustment with their comments and that the City filed an appeal to the decision. 

Mr. Dunlop further advised the Subcommittee with respect to 6989 Second Line West, that approval of a variance would be conditional on the completion of a Heritage Impact Assessment which would be brought to the Subcommittee for information. Mr. Dunlop advised the Subcommittee that these properties are not listed nor designated, but what staff would request is that the tree line on 6989 Second Line West be maintained and a new tree line planted on 6985 Second Line West to help mitigate the incompatibility with the heritage characteristics of the neighbourhood.

Sacha Smith, Manager Legislative Services & Deputy City Clerk provided the Subcommittee with an overview of the Local Board Code of Conduct and responded to questions.
