Chair requested that everyone present at the meeting introduced themselves. 

“We acknowledge the lands which constitute the present-day City of Mississauga as being part of the Treaty and Traditional Territory of the Mississaugas of the Credit First Nation, The Haudenosaunee Confederacy the Huron-Wendat and Wyandotte Nations. We recognize these peoples and their ancestors as peoples who inhabited these lands since time immemorial. The City of Mississauga is home to many global Indigenous Peoples.


As a municipality, the City of Mississauga is actively working towards reconciliation by confronting our past and our present, providing space for Indigenous peoples within their territory, to recognize and uphold their Treaty Rights and to support Indigenous Peoples. We formally recognize the Anishinaabe origins of our name and continue to make Mississauga a safe space for all Indigenous peoples.”

Paul Gardner, Greg Baskin, and Lauren Gibbons of Landscape Plan Ltd., and Rafik Nassif, Architect, Pylons Architecture Inc., discussed the accessible design features for the Paul Coffey Park which addressed of the following:

  • playground expansion features to include climbing and ground level elements and engineer wood fibre;
  • spray pad features;
  • accessible civic plaza with concrete and unit paving; slopes and ramps that would be less than 5%, two 4 m wide pedestrian bridges crossing Mimico Creek that would include handrails and a slope of less than 1%;
  • washroom locations and accessible features to include colour contrast, braille on the exterior, push button access, accessible sink and change tables, and provision of a barrier free stall in male, female and universal washrooms;
  • redevelopment of the cricket pitch with accessible pathway connections, accessible bleachers, batting cage and shade structures;
  • spacing of benches every 90 m; lighting locations; 
  • location of parking lots and provision of 14 accessible parking spaces, seven Type A and seven Type B  with access pad;
  • site furnishings would include accessible tables with umbrellas; benches with concrete pad extensions of  1.5 m on the side; and picnic tables that would exceed the FADS 20% minimum requirement;
  • surface materials of the redevelopment include; asphalt paving; wood fibre engineered surface and poured in place rubber surfacing for playgrounds; unit paving on concrete base in key areas for pedestrian walkways and civic plaza;
  • completion would be fall of 2024

Subcommittee Members requested the following:

  • multi-level soap dispensers, hand dryers, urinals and water closets;
  • additional accessible parking spaces;
  • braille signage on doors;
  • maintenance of foliage and trees over pathways;
  • implementation of QR codes;
  • potential to have a sensory garden;
  • increase accessible space at tables for picnic area;
  • parking for electric vehicles and wheelchairs as well as charging ports;
  • bike lane delineation.

Dan Sadler, Supervisor Accessibility to provide a verbal update

Dan Sadler, Accessibility Supervisor provided the Subcommittee with an update to the FADS guideline updates and informed the Subcommittee that staff are currently focusing on outdoor requirements which would include a parking and loading zone pilot project.  Mr. Sadler advised the Subcommittee that they would be looking at Type C parking spaces which would be Courtesy/Limited Mobility and Caregiver usage, however cautioned the Subcommittee that these spaces would not be enforceable.

Mr. Sadler informed the Subcommittee that the new guidelines would be brought to FADS in May or June for review and feedback and would be brought to Council once approved. 

Mr. Sadler further advised the Subcommittee that QR codes would be addressed when Controls and Systems are reviewed and that they would look at bookmarking the Guidelines for ease of use.
