"We acknowledge the lands which constitute the present-day City of Mississauga as being part of the Treaty and Traditional Territory of the Mississaugas of the Credit First Nation, The Haudenosaunee Confederacy the Huron-Wendat and Wyandotte Nations. We recognize these peoples and their ancestors as peoples who inhabited these lands since time immemorial. The City of Mississauga is home to many global Indigenous Peoples.

As a municipality, the City of Mississauga is actively working towards reconciliation by confronting our past and our present, providing space for Indigenous peoples within their territory, to recognize and uphold their Treaty Rights and to support Indigenous Peoples. We formally recognize the Anishinaabe origins of our name and continue to make Mississauga a safe space for all Indigenous peoples."

Councillor G. Carlson recited the Indigenous Land Statement.

Councillor G. Carlson noted the following amendments to Item 6.2:

  1. Mary Ellen Bench, Dentons Canada LLP spoke on behalf of Bronte College with respect to the implications of the proposed draft official plan amendment. Ms. Bench noted her client would like to remain in this location, is supportive of the Residential High Density designation, and requested that the subject property have far greater height potential than the proposed maximum 12 storey height limit.
  2. Larry Lindsay, Resident expressed concerns regarding the built form standards, transitional plane, height, shadowing, flooding and the impact to the existing character of Burdock Place.
  3. Glen Broll, GSAI spoke on behalf of Equity Three Holdings Inc. and spoke to the built form standards and the 25 storey height restriction. Mr. Broll advised that his client currently has an application in for 35 storeys and noted concerns for the maximum height restriction, minimum 3 storeys of non-residential uses and whether new protected Major Transit Station Area policies will impact the processing of development applications currently under review.

    That the report dated May 6, 2022, from the Commissioner of Planning and Building outlining the recommended Section 37 Community Benefits under File OZ 19/016 W4, Hanseatic Holdings Limited c/o Park Property Management, 600 and 620 Lolita Gardens, be approved and that a Section 37 agreement be executed in accordance with the following:

    1. That the sum of $2,232,000.00 be approved as the amount for the Section 37 Community Benefits contribution.
    2. That City Council enact a by-law under Section 37 of the Planning Act to authorize the Commissioner of Planning and Building and the City Clerk to execute the Section 37 agreement with Hanseatic Holdings Limited c/o Park Property Management, and that the agreement be registered on title to the lands in a manner satisfactory to the City Solicitor to secure the community benefits contribution.

Nalliah Thayabharan, Land & Building Experts provided an overview of the Temporary Rezoning application. Committee Members engaged in discussion and enquired about the difference between temporary zoning and the Committee of Adjustment process. Committee Members also enquired about the impact to surrounding lands, floodplains, and enforcement. Councillor C. Fonseca directed staff to work with the adjacent land owners before the recommendation report is brought forward. Marianne Cassin, Manager, Development Central and Chris Rouse, Director, Development & Design responded to questions.

The following person spoke: 

  1. Nick Dell, Harper Dell & Associates spoke on behalf of on 1065 and 1055 Canadian Place and expressed concerns with parking, screening, trespassing, noise, dust, runoff, and use compliance.

Inclusionary Zoning for Affordable Housing – Draft Official Plan Amendment and Zoning Framework.

Catherine Parsons, Planner provided an overview of the Draft Official Plan Amendment and Zoning Framework. Committee Members engaged in discussion and enquired about parking, section 37, infill, and support from higher levels of government. Ms. Parsons, Chris Rouse, Director, Development and Design and Andrew Whittemore, Commissioner, Planning and Building responded to questions.


The following persons spoke:

  1. Sean Meagher, Resident expressed concerns about increased rent in existing buildings, short-term affordability periods, affordability targets and the need for more affordable family units. Mr. Meagher spoke to set aside rates, inclusionary zoning research, financial incentives, exceptions, and the need for affordable rentals to be emphasised with more accessible units.
  2. Matt Palm, Resident expressed support for the proposed program and noted that these programs do not reduce supply, are well balanced, and do not hinder development. 
  3. Mari Leesment, Resident spoke to her experience volunteering in the community with people experiencing homelessness and addiction, and the need for more support and safe spaces. Councillor C. Parrish requested that Ms. Leesment connect with her office to discuss this matter further.
  4. Tanya Burkart, Resident, Peel ACORN expressed concerns with the set aside rates, affordability period, and exceptions. Ms. Burkart further spoke to holding developers accountable, the housing crisis and the need for strong inclusionary zoning policies and forever affordability terms.
  5. Harold Glick, Resident, Peel ACORN expressed concerns regarding rent increases and spoke to the landlord tenant board, affordability and affordability periods.
  6. Nikolina Conteh, Resident, Peel ACORN expressed concerns regarding the low income housing crisis and expressed the need for further support and affordable rental housing.
  7. Saad Malik, Resident, Peel ACORN spoke to rent control and expressed concerns regarding the lack of affordable housing, and the rent guideline increase process.
