"We acknowledge the lands which constitute the present-day City of Mississauga as being part of the Treaty and Traditional Territory of the Mississaugas of the Credit First Nation, The Haudenosaunee Confederacy the Huron-Wendat and Wyandotte Nations. We recognize these peoples and their ancestors as peoples who inhabited these lands since time immemorial. The City of Mississauga is home to many global Indigenous Peoples.

As a municipality, the City of Mississauga is actively working towards reconciliation by confronting our past and our present, providing space for Indigenous peoples within their territory, to recognize and uphold their Treaty Rights and to support Indigenous Peoples. We formally recognize the Anishinaabe origins of our name and continue to make Mississauga a safe space for all Indigenous peoples."

Councillor C. Fonseca recited the Indigenous Land Statement.

Councillor C. Fonseca noted the following additions to the agenda:

  • Item 10.6 – Letter from Sunil Sharma, Citizen Member addressed to Sheridan Homelands Ratepayers Association (SHORA) regarding the Mississauga Cycling Advisory Committee Article
  • Item 11.3 – Letter from March of Dimes Canada addressed to Mayor Crombie dated March 8, 2022 regarding E-Scooters

Public Comments: Advance registration is required to participate and/or to make comments in the virtual public meeting. Pursuant to Section 42 of the Council Procedure By-law 0139-2013, as amended:


Mississauga Cycling Advisory Committee may grant permission to a member of the public to ask a question of Mississauga Cycling Advisory Committee, with the following provisions:

  1. Questions shall be submitted to the Clerk at least 24 hours prior to the meeting;
  2. A person is limited to two (2) questions and must pertain specific item on the current agenda and the speaker will state which item the question is related to;
  3. The total public question period time is 15 minutes maximum and shall not be extended by the Chair; and
  4. Any response not provided at the meeting will be provided in the format of a written response.

Mr. Hammel provided an update on the subcommittee and spoke to concerns regarding bike lane winter maintenance.

Suzanne Doyle, Vice Chair provided an update on the subcommittee and spoke to the idea of the Mississauga Cycling Advisory Committee establishing an additional annual award.

    That the Mississauga Cycling Advisory Committee (MCAC) supports the Communications and Promotions Subcommittee to further review establishing an additional award and report back to a future MCAC meeting.

Suzanne Doyle, Vice Chair spoke to the Communications and Promotions Subcommittee's discussion regarding changing part 1 of the award eligibility for members of the Mississauga Cycling Advisory Committee to be aligned with a full term of Council once they are no longer on the committee.

    That part 1 of the Phil Green Award nomination criteria be amended to change the eligibility to read as follows “They or any members of their immediate family are not a current member of, or have been a member of MCAC for a minimum of a full term of Council.”

Mr. Sweet provided an overview of the Corporate Report regarding the National Active Transportation Fund that was approved at General Committee on March 9, 2022 (Item 11.2). Suzanne Doyle, Vice Chair requested that the Committee provide support for the report and the project list.

At this time Item 11.2 was received for information in addition to the recommendation.

Robert Leuschner, Citizen Member enquired when Mississauga Cycling Advisory Committee (MCAC) Meetings would resume in person. Megan Piercey, Legislative Coordinator advised that at this time the Advisory Committees would remain virtual until further direction was provided by Council. Councillor C. Fonseca requested that the members of MCAC schedule a ride in the future. 

Suzanne Doyle, Vice Chair spoke to the 2022 Ontario Bike Summit and enquired if members of the committee could be sponsored to attend the event. Ms. Doyle also noted her interest in attending the event. Committee Members engaged in discussion and requested that up to two members of MCAC be sponsored to attend the event virtually and that anyone interested should contact Megan Piercey, Legislative Coordinator. 

Councillor C. Fonseca spoke to a request from Councillor C. Parrish regarding advocating for cycling infrastructure on Drew Road, as there are limited opportunities to connect. Matthew Sweet, Manager, Active Transportation  advised that there is an engagement page for Drew Road and advised that Active Transportation staff would bring information back regarding the capital plan and the timing.

Councillor C. Fonseca spoke to the 2022 Ontario Summer Games and 2022 Ontario Parasport Games being hosted in Mississauga and further requested that a ride be organised. Mr. Sweet advised that these events were organized through a different division and noted that he would follow-up with staff.

    That up to 2 Citizen Member from the Mississauga Cycling Advisory Committee (MCAC) attend the virtual 2022 Ontario Bike Summit from April 5-6, 2022 and that the cost to attend the event be funded from the 2022 Committees of Council budget.

WHEREAS the Municipal Act, 2001, as amended (the "Act"), requires Council to pass a resolution prior to closing part of a meeting to the public;


AND WHEREAS the Act requires that the resolution states the act of the holding of the closed meeting and the general nature of the matter to be considered at the closed meeting;


NOW THEREFORE be it resolved that a portion of the Mississauga Cycling Advisory Committee meeting held on March 10, 2022 shall be closed to the public to deal with the following matter:


(a)    Pursuant to the Municipal Act, Section 239 (2):

i.        Personal matters about an identifiable individual, including municipal or local board employees – Review of Committee Membership

This motion was voted on and carried at 7:33 PM.

Megan Piercey, Legislative Coordinator spoke to the matter. Members of the Committee asked questions and Ms. Piercey responded.


The Committee moved out of closed session at 7:36 PM


As a result of the closed session, the following recommendation was voted on during public session:

    That the Legislative Coordinator be requested to review the seats of all Citizen Members on the Mississauga Cycling Advisory Committee and declare the necessary seats vacant in accordance with the Council Procedure By-Law 0139-2013 Section 76(1).
