Margaret Lillian Geare, Record Secretary, Peel Regional Labour Council, announced this year's International Women's day theme as "Changing Climates; Equality Today for a Sustainable Tomorrow".

Ms. Geare provided an overview of the work and fundraising events that the Peel Regional Labour Council has done and highlighted the details of the Peel Regional Labour Council's 10th Anniversary event taking place on March 6, 2022.

Mayor Crombie and Members of Council expressed thanks to Ms. Geare and the Peel Regional Labour Council for their commitment to women's rights and for sharing the details of the upcoming celebration.

Item 12.2.

Sue Klein-Shanly, Chair, Mississauga Residents' Association Network, expressed concerns with respect to Recommendation GC-0110-2022 as outlined in the General Committee Report 5-2022 dated February 23, 2022, noting that the proposed changes to the current municipal election process will comprise the integrity of the existing system and implications to security, integrity, and privacy protection, as well as a lack of transparency.

Ms. Klein-Shanly raised the following questions/comments/concerns:

  • who tasked staff with creating this presentation and when was it initiated; and
  • is there supporting documents that highlight benefits/differences between the current and the proposed process to justify the cost associated with changing the process

Shari Lichterman, Commissioner, Corporate Services, explained that with an increase in COVD-19 cases a few months ago, election staff commenced researching alternate voting options which included mail in ballots with concerns of what the fall election would look like if faced with legislated restrictions, and further explained that other municipalities as well as the provincial and federal governments have used the mail in ballot option. 

Councillor Saito spoke to discussions at recent Governance Committee meetings regarding election voting options; however, the Governance Committee could not meet the time required to deal with the matter and therefore, the report was presented directly to General Committee.  Councillor Saito noted that there was no opportunity for resident engagement and feedbackand that residents who have reached out to her are not in support of the mail in ballot process. 

Diana Rusnov, Director, City Clerk advised that supply chain issues with paper continues to be a challenge and as a result the vendor would require an order be placed within the next few weeks in order to deliver the ballots in a timely manner.  Ms. Rusnov explained the functions of the tabulators, AutoMark Voter Assist Terminals and ExpressVote Units, and advised that the ExpressVote Unit was endorsed by the Accessibility Advisory Committee and would only be used for advanced poll dates.

Members of Council spoke with respect to the feedback they have received from their residents and raised the following questions/concerns/comments:

  • Importance to receive public consultation and engagement
  • Canada Post service deliverables
  • the intent of Council was to provide resident alternate methods to vote and that the voting methods are accessible to all residents.

Councillor Fonseca acknowledged receipt of a letter from the Applewood Hills and Heights Residents’ Association with the results of a survey they conducted regarding the mail in ballot process and noted that the Applewood Hills and Heights Resident's Association expressed their concerns with the associated cost to implement this process, and, further that there was no public engagement on the matter.  Councillor Fonseca further noted that the survey results indicated that 76% of residents do not support the mail in ballot process.

In response to Councillor Damerla's inquiry regarding whether a mail in ballot process would remain a permanent process, Diana Rusnov, Director, City Clerk, advised that the Municipal Elections Act, requires Clerks to present to Council alternate voting methods before May 1st prior to each Municipal Election year.

Councillor Parrish stated that she would not support a Motion to reject the mail in ballot process, noting that the Federal government's use of mail in ballots at the last election resulted in many more citizens voting.  Councillor Parrish expressed concern that due to the pandemic, there are still residents who do not feel comfortable leaving their homes and that this process offers residents a safe option to cast their vote.

Diana Rusnov, Director, City Clerk clarified that Peel Public Health did not given any direction to the City of Mississauga to implement a mail in ballot process.

Item 11.1. 

Andrew Whittemore, Commissioner, Planning and Development provided an overview of the City's response and recommendations on the Housing Affordability Task Force Report, highlighting the Report’s Key Assumptions, Challenging The Assumptions, Areas of Alignment, Areas of Disagreement, and next steps.

No members from the public registered to speak.

Mayor Crombie spoke to the Province’s announcement no longer requiring proof of vaccination and no restrictions on capacity for  indoor settings; however, the Province has not announced a date for the lifting indoor mask wearing restrictions

Mayor Crombie noted the decrease in COVID-19 cases count, hospitalizations, and reported the percentage of residents who have been vaccinated.

Shari Lichterman, Commissioner, Corporate Services sought direction from Council on whether  Council wishes to lift the requirement for visitors to show proof of vaccination to enter Council Chambers, noting that this does not apply to employees/volunteers.

Andra Maxwell noted that wording has been provided to the City Clerk should Council wish to adopt the Motion.

  • the housing issues in Mississauga are related to affordability and all three levels of government need to address the affordability issue.
  • Provincial government encroaching into the local planning process;
  • no municipal government representation on the task force;
  • Development Charges are critical source for the City; however it does not impact the purchase price of a home;
  • the timelines from approval to building permit not be greater than 2 to 5 years; should have expiration dates
  • providing 3D models of what a four storey of right looks like;
  • the Ontario Land Tribunal (OLT) process very cumbersome and not user friendly
  • Schedule special planning meeting; public engagement
  • The need to define affordable
  • time sensitivity due to upcoming election
  • utilize newsletters to communicate to residents
  • highlighting response and marking them with "strongly disagree" wherever possible
  • City wide information sessions to inform the public of what is going on
  • What is the number of units being purchased by foreign investors

  • making renting more affordable

In response to Councillor Mullin's inquiry regarding public engagement and communication/educational plan, Robert Trewartha, Director, Strategic Communication and Initiatives advised that further to Council's feedback and direction, a report would be brought to Council detailing a communication/educational campaign.

Mayor Crombie suggested that we wait until the Province narrows the scope of what it is proposing before launching any type of campaign.

Direction was given to staff to bring back a report detailing a communication/education plan

In response to Councillor Parrish's inquiry with respect to the funds received from the Province, Shari Lichterman advised that staff are finalizing the plan to utilize the funds to continue making improvements to the development process.

In response to Mayor Crombie's inquiry Paul Mitcham, City Manager and Chief Administrative Officer does not have any insight as to what the province is proposing and advised that the government might put a pause on the report based on the expected opposition from the Mayors and local governments; should this be the case, it would allow us more time to work on a communication plan with multiple phases.

That City Council direct Legal Services, representatives from the appropriate City Departments and any necessary consultants to attend the Ontario Land Tribunal hearing on the subject applications under File OZ 20-006 W1, Edenshaw Elizabeth Developments Limited, 42-46 Park Street East and 23 Elizabeth Street North to permit a 22 storey apartment building with 258 units and six levels of underground parking in support of the recommendations outlined in the report dated January 21, 2022, from the Commissioner of Planning and Building, that concludes that the proposed official plan amendment and rezoning applications are not acceptable from a planning standpoint and should not be approved.
    2. That City Council provide the Planning and Building Department with the authority to instruct Legal Services on modifications to the position deemed necessary during or before the Ontario Land Tribunal hearing process, however if there is a potential for settlement then a report shall be brought back to Council by Legal Services.
    3. That three oral submissions be received.

    That the report dated January 21, 2022, from the Commissioner of Planning and Building outlining the recommended Section 37 Community Benefits under File OZ 17/020 W11 and T-M17007 W11, City Park (Main Street) Inc., 36, 38, 40, 44 and 46 Main Street, be adopted and that a Section 37 agreement be executed in accordance with the following:

That the Purchasing Agent or designate be authorized to execute the necessary amendments to increase the value of the contracts between the City and vendors listed in Appendix 1 of this report for additional products, software licensing, subscription services, professional services, consulting services, and maintenance and support, including additional features and modules, as required by the City for the purpose of accommodating growth or to ensure business continuity, if the funding for such contract value increase has been approved by Council.
    4. Mayor Crombie spoke to the crisis in the Ukraine and the many residents of Mississauga's concern for the safety of their family members and called upon the international community to protect the people of Ukraine.  Mayor Crombie noted that the Ukrainian flag was raised and the clock tower was lit in blue and yellow, and noted the many speakers and community members who joined in support of the Ukraine people.  Mayor Crombie received a petition from the Ivan Franko Senior's Home seeking the City of Mississauga's support to pressure all governments to put more aggressive actions in response to the Russian assault on the Ukraine citizen.

Mayor Crombie noted that she has also spoken to the Russian community members, who also have expressed their concerns for the safety of the Ukraine citizens.

Mayor Crombie passed the Chair Role to Councillor Kovac in order to move the Motion.

Councillor Fonseca expressed her concerns for the safety of the people, including family members in Ukraine and expressed her support with the international community calling for peace.  Councillor Fonseca advised that anyone who wishes to donate can do so at the Red Cross or local organizations.

Councillor Dasko expressed thanks to all the residents who attended at Celebration Square to raise the Ukraine flag and show their support for the Ukraine people.

Councillor Kovac expressed his support for Ukraine.

    WHEREAS Ukraine is facing an unprecedented and unjustified attack on its people, sovereignty and territory.

    WHEREAS The City of Mississauga is deeply troubled by the situation on the ground, including images of hardship, violence and families seeking refuge in bomb shelters and in subway stations.

    WHEREAS The City joins Ukrainians and people across the world in mourning the hundreds of lives lost due to this conflict so far.

    WHEREAS The City of Mississauga stands with the people of Ukraine, Ukrainian communities across Ontario and Canada and those around the world in strongly condemning this brazen and unprovoked attack.

    THEREFORE BE IT RESOLVED That our thoughts go out to our respective Ukrainian communities and their loved ones during this deeply troubling time;

    AND That the City of Mississauga stands for peace and is in full support of the strict economic sanctions the federal government has imposed on Russia and any such measures being explored by the provincial government including banning the sale of Russian products at the LCBO;

    AND That City Council calls on the Russian Government for the immediate cessation of all military activity and instead encourage a diplomatic resolution to be pursued;

    AND That the City encourages residents who can to make a donation to the Canadian Red Cross, with all funds being matched by the federal government up to $10 million.

    AND That City Council by way of a letter, calls on the Federal government to welcome those fleeing the conflict in Ukraine into our country with open arms and to consider increasing its funding for development, humanitarian and sovereign loans.

    WHEREAS the Mayor, Members of Council and staff at the City of Mississauga are saddened to learn of the passing of Ted Sharp, former Manager, Collections Management, Mississauga Library, on Friday, February 11, 2022.

    AND WHEREAS Ted started with the City of Mississauga in 1984 and was a long-time Manager and head of the Page Hiring Team at the library for 36 years before his retirement in July 2020.

    AND WHEREAS Ted was the heart and soul of the library’s Collections Department for the last thirteen years, ushering in new collections and formats from music CDs to blu-ray, Lightning Loans and the Raves and Faves, as well as building the Overdrive ebook and eAudiobook collections.

In response to Councillor Saito's inquiry regarding whether staff have submitted comments to the Province with respect to proposed legislation on tethering of animals, Geoff Wright Commissioner, Transportation and Works, advised that he is not aware of any comments submitted and that he would reach out to the Animal Services team to have comments provided to the province within the prescribed timeframe.

In response to Councillor Parrish's inquiry regarding the construction completion date on Drew Road, Geoff Wright, Commissioner of Transportation and Works advised that the Drew/Torbram Road Grade Separation Project is listed in the unfunded category of the capital budget, and that he would have to look into the cost estimated to determine where it is placed within the capital budget.

 

Councillor Saito spoke to the funds raised through the "Coldest Night of the Year" Walk in three locations in Mississauga, and expressed thanks to the residents for their support and to the organizers for all the work they did to achieve their fundraising goals.

Councillor Parrish expressed thanks to those involved in changing the MALTON letters to reflect yellow and blue with very short notice, and noted the letters will remain lit in those colours for the remainder of the month.

Councillor Fonseca announced that a third community meeting will be held on March 9th at 6:00 pm. via online. Councillor Fonseca expressed thanks to the residents for their feedback at the previous community meetings and thanked staff for their involvement with the community meetings.

Councillor Dasko announced that the Port Credit Light House will be lit yellow and blue for the next couple of days.

Mayor Crombie announced that effective March 14th the Province is reducing transit fares for GO and MiWay transit users, which will eliminate the double fare for riders connecting to and from GO transit, as well as providing discounts to youth and post-secondary students.

In response to Mayor Crombie's inquiry regarding who is participating in the fare and service integration discussions and whether there is a loss of revenue, Geoff Wright, Commissioner, Transportation and Works, advised that Geoff Marinoff, Director, Transit is  participating in the discussions with respect to fare and service integration and making recommendations, and, that this agreement between the City of Mississauga and Metrolinx does not have any financial impact, and further advised that the details of the agreement are outlined in the report to General Committee in January 2022.

Mayor Crombie announced that the Ivan Franko Home in Mississauga is organizing a donation drive in support of the people in Ukraine and provided a list of items they are collecting.

Mayor Crombie spoke of the many successes that Billy Bridges has had in his sporting career and extended best wishes in his pursuit for Gold at the 2022 Paralympics.

Mayor Crombie extended an invitation to Members of Council and Leadership team to join her in the 6th annual International Women's Day event being held virtually, featuring, speaker Katie Vincent, a Canoe Sprint World Champion, with this year's theme being "Break the Bias".

Mayor Crombie extended an invitation to the female Councillors to join her for a Raptors 905 game as they host the International Women's Night event celebrating women throughout the month of March.

Councillor Parrish announced that coming this summer there will be a "Sauga Summer Pass" available to 12 to 14 year old's for free swims and free MiWay transit rides.
