Stephanie Bacani, Development and Design Initiatives Planner provided an overview of the Official Plan Amendments and Rezoning Applications. Councillor McFadden advised that there were no community concerns regarding this application.

    1. That the applications under File OZ 18/015 W7, Canadian Pacific Railway, 473 and 505 Hensall Circle, to amend Mississauga Official Plan to Mixed Use and to change the zoning to C3-Exception (General Commercial - Exception) to permit a range of commercial and employment uses within and outside existing buildings and regularize the existing buildings on the land in conformity with the provisions outlined in Appendix 2, be approved subject to the conditions referenced in the staff report dated August 27, 2021 from the Commissioner of Planning and Building.
    2. That the applicant agrees to satisfy all the requirements of the City and any other external agency concerned with the development.
    3. That the decision of Council for approval of the rezoning application be considered null and void, and a new development application be required unless a zoning by-law is passed within 18 months of the Council decision.
    4. Notwithstanding subsection 45.1.3 of the Planning Act, subsequent to Council approval of the development application, the applicant can apply for a minor variance application.

Tori Stockwell, Development Planner provided an overview of the Official Plan Amendment and Rezoning Applications.

The following persons spoke:

  1. Hector Tuminan & Cynthia MacDougall, Applicant advised that they were available to answer the Committee's questions.
  2. David Ellison, Resident expressed concerns with the height, tenant parking and the character of the building.
  3. Tshijere Shurland, Resident expressed concerns with the proposed development and noted that the 2 existing properties were not well managed or taken care of. 
  4. Cara Stewart, Resident expressed concerns with the existing traffic and road safety issues in the area and noted that the proposed development would increase these issues.
  5. Donald Brown, Resident expressed concerns regarding traffic and the height of the building.

Lin Rogers, Manager, Transportation Projects responded to traffic related enquires. Councillor Kovac acknowledged the residents who spoke and the concerns they raised and also raised concerns of his own regarding the proposed development. Councillor Damerla also noted concerns.

That the applications under File OZ 19/016 W4, Hanseatic Holdings Ltd., 600 and 620 Lolita Gardens to amend Mississauga Official Plan to remove the existing floor space index (FSI) range; to change the zoning to RA5-Exception to permit one new 25 storey, 270 unit, rental apartment building with a maximum overall FSI of 2.3, be approved subject to the conditions referenced in the staff report dated August 27, 2021 from the Commissioner of Planning and Building.
    2. That the applicant agrees to satisfy all the requirements of the City and any other external agency concerned with the development.
    3. That the decision of Council for approval of the rezoning application be considered null and void, and a new development application be required unless a zoning by-law is passed within 18 months of the Council decision.
    4. Notwithstanding subsection 45.1.3 of the Planning Act, subsequent to Council approval of the development application, the applicant can apply for a minor variance application, provided that the height and FSI shall not increase.
