Geoff Marinoff introduced Lesley Swan who provided an overview of the results of the Student Ambassador Program, highlighting the programs benefits and phases, and announced the 1st, 2nd and 3rd place winners of the Ambassador Program.

Members of Council congratulated all nominations and the 2021/2022 MiWay Student Ambassador Program winners.

Inspector Peter Danos, Peel Regional Police provided an overview of Community Safety Initiatives and Collaboration with Road Safety and Vision Zero to combat noise pollution; remodelling of the Road Watch Program; street racing trends and number of charges laid; and the launch of the Project ERASE and Project Noise Maker.  Inspector Danos spoke to an upcoming open house related to road safety issues as well as community engagement and safety at Division 22.

Members of Council spoke to the matter and raised questions regarding the challenges in laying charges to motorcyclists; communication strategy to raise awareness of problem; continuing the "Take the Pledge Campaign" messaging; correlation of modified mufflers with racing and stunt driving, is speed a major factor in collisions; how does Peel Regional Police monitor and enforce speeding, noise and street racing on major roadways in the downtown area; how difficult is it to identify illegal/modified mufflers,and what are the enforcement challenges; methods of reporting complaints of excessive noise and speeding; strategies on monitoring and enforcing gatherings of street racing groups on private property and parks;

Inspector Danos responded to questions from Council.

Lisa Abbott, Manager, Museums Mississauga provided an overview of the upcoming in person events at Museums in Mississauga and recognized that May is Museums Month and in particular May 18th is International Museums Day.

Megan Wiles, Coordinator Exhibitions and Outreach provided an overview of the exhibition plan for 2022 to 2024.

Councillor Mullin spoke to the matter and inquired whether there are evening events at Benares Historic House Museum

Lisa Abbott advised that there are evening concerts that are run by the Friends of the Museums of Mississauga.

    WHEREAS section 11 of the Municipal Act, 2001 provides lower tier municipalities with
    broad authority to enact by-laws with respect to structures, including fences and signs;

    AND WHEREAS on January, 30, 2002, the Corporation of the City of Mississauga (the
    “City”) enacted By-law 54-02 (the “Sign By-law”) to regulate signs, including election signs;

    AND WHEREAS on February 9, 2022, General Committee for the City passed a
    resolution approving proposed amendments to the Sign By-law as set out in the Corporate
    Report entitled “Review of Sign By-law 54-2002 – Election Signs” dated January 27, 2022;

    AND WHEREAS on February 16, 2022 Council enacted By-law 0030-2022 amending
    the provisions of the Sign By-law related to election signs, including an amendment to add
    s.21(8) to the Sign By-law to limit the number of election signs permitted on private property
    containing a single dwelling unit to one (1) sign per candidate;

    AND WHEREAS Council has now had an opportunity to reflect on the impact of its
    decision to limit the number of election signs permitted;

    AND WHEREAS pursuant to s.83 of the Council Procedure By-law, Council may
    dispense with the need for notice and entertain a motion for reconsideration moved by a
    member of Council who voted in favour of enacting By-law 0030-2022;

    NOW THEREFORE be it resolved:

    1.    That Council waives the requirement for notice of a motion to reconsider, pursuant to s. 83(5) of the Council Procedure By-law 0044-2022;

    2.    That Council agrees to reconsider its decision to enact By-law 0030-2022 and, in particular, the provisions limiting the number of elections signs permitted on
    private property containing a single dwelling unit to one(1) sign per candidate; and

    3.    That subsection 21(8) of Sign By-law 54-002 be rescinded.

Councillor Parrish inquired whether Council can designate a proxy vote to replace the vote of Councillor Damerla, who is on leave, at the Region.  Following comments from Mayor Crombie and Andra Maxwell, City Solicitor on the matter, the City Solicitor advised that she, as Legal Counsel, is unable to advise or direct Councillor Damerla; however, she would reach out to the City Clerk and together they would point out to Councillor Damerla that she has the ability to make her proxy selection at the Region.

In response to Councillor Parrish's inquiry regarding what is the process to replace Councillor Damerla should she be successful in the Provincial Elections, Andra Maxwell, City Solicitor explained that should Councillor Damerla be successful in the Provincial Election, her position on Council would be declared vacant and that Council would decide on the process to undertake to fill that vacancy in accordance with the Vacancy Rules under the Municipal Act.

Councillor Dasko spoke to the numerous complaints he received regarding election signs being removed, where it appears that those signs were from one political party and whereas other political party signs that were placed in similar locations and setbacks were not removed. Geoff Wright, Commissioner, Transportation and Works noted that staff are responsible for removing illegal signs and noted that the concerns expressed by Councillor Dasko would be relayed to staff.

Councillor Parrish requested that staff be prepared to respond to comments made by Jim Levac, Partner, Glen Schnarr & Associates, in his recent correspondence when the matter regarding Dundas Connects is presented at a Planning and Development meeting, and to address whether other Municipalities are using height limits at Major Transit Station Areas (MTSA) sites.

Councillor Parrish spoke to the success of the opening of Saigon Park.

Councillor Dasko spoke to two fundraising events in support of Ukraine families

Councillor Mahoney spoke to the success of the ParaSport games.

Councillor Parrish spoke to the clean-up of the debris at Brandon Gate Plaza.

Councillor Saito spoke to the success of the ParaSport games and the Rotary Rib Fest.

Councillor Fonseca, spoke to the upcoming events at the the Living Arts Centre and an information open house for newly arrived Ukrainian families.

Mayor Crombie spoke to the Ukrainian fundraising event hosted by Sam McDadi; condemn the racially motivated shooting in Buffalo, USA, and offered sympathy and condolences to those effected by these events; recognized various special event weeks her upcoming State of the City Address; and Celebration of Vesak.
