The subcommittee members discussed the guardrail rehabilitation and recommended the guardrail be painted the same colour as the bridge
John Dunlop, Manager, Heritage Planning and Indigenous Relations advised the subcommittee as follows:

  • a permit is required for the guard rail replacement, but all other work will not require one;
  • the guard rail going along the interior of the bridge would be replaced with a four tube steel option as outlined in the Heritage Impact Assessment report on page 26;
  • the concrete repairs would match the concrete colour or be a slightly lighter shade of grey, and will be sealed to keep salt and water out. This would be the last maintenance on the bridge before a full-scale replacement and the maintenance would extend the life of the bridge for another 10 to 20 years;
  • the river would be visible to pedestrians on the sidewalk.

Carmela Pierro, Citizen Member inquired about the road closure to permit this work.
Rebecca Huang, Capital Project Manager advised the subcommittee that the road closure will be from September to the end of November potentially going into December dependent on weather during the repairs.

Jim Holmes, Chair, inquired whether the Credit Valley Conservation Authority had any concerns with the rehabilitation work.

Ms. Huang advised the subcommittee that the Credit Valley Conservation Authority had many conditions, and their approval was obtained. Ms. Huang advised the subcommittee that the bridge would be wrapped to prevent dust from going into the river.
The Subcommittee members expressed concern with traffic congestion and recommended signage to alleviate congestion during the bridge rehabilitation project.

Ms. Huang advised the subcommittee that mobile message signs would be utilized advising incoming traffic to use Derry Road.
Carmela Pierro, Citizen Member inquired about the timing of both the Regional work on the sewer trunk and the bridge rehabilitation.
Ms. Huang advised the Region sewer trunk work will commence next year, but the region will need to relocate some of the utilities. This relocation will run concurrent with the bridge rehabilitation, and they will work to keep roads as open as possible with the only road closure being the bridge work.

Direction to Martha Cameron, Legislative Coordinator to facilitate providing Greg Young with the traffic management plan drawing.

    That the guard rail replacement as set forth in the memo from John Dunlop, Manager of Heritage Planning and Indigenous Relations, dated July 27, 2021, entitled "Credit River Bridge Rehabilitation Work", be approved with the condition that the guard rail be painted to match the green of the bridge.

Subcommittee members discussed the proposal to widen the sidewalk to a standard five foot width and expressed concerns with damage caused by snow removal.

John Dunlop, Manager, Heritage Planning and Indigenous Relations is to provide a sketch to the subcommittee of the appearance of the proposed sidewalk.

Greg Young, Citizen Member inquired how the widened sidewalk would impact the gas line marker and whether it would be removed.

Mr. Dunlop advised that the gas marker would remain in place until sewer work is completed

  • RECOMMENDATIONMVHCD-0010-2021

    That the memorandum from John Dunlop, Manager, Heritage Planning and Indigenous Relations, dated July 27th, 2021, entitled "Sidewalk Replacement, Old Derry Road", be approved as the proposed work plan does not significantly alter the character of the Village.
