Members of the Committee and staff briefly introduced themselves. 

Michelle Sanstra, Legislative Coordinator, called for nominations for appointment of the Chair for the Mississauga Cycling Advisory Committee for the term ending November 2026.

Councillor Fonseca nominated Councillor Tedjo and Councillor Tedjo accepted the nomination.

No further nominations were received.

Councillor Tedjo took over as Chair for the reminder of the meeting.

Councillor Fonseca spoke to and provided an update on numerous items from the June 14, 2022 minutes.

Action item: For Jodi Robillos, Commissioner, Community Services to provide an update/ presentation on Site Specific Storage at a future meeting.

Action item: For Scott Holmes, Director, Works and Maintenance to provide an update on Bike Lane Winter Maintenance at a future meeting.

Action Item: For staff to provide an update presentation on Communications and Promotions Subcommittee (MCAC annual awards)

Athina Tagidou, Resident presented a deputation on Item 9.2 MCAC Orientation - Cycling Master Plan Overview.

Natalie Halff, Resident 

Ms. Halff suggested the following for consideration;

  • large movable signs - with simple clear messaging on the side of the road; particularity in problem areas. 
  • small postcards to distribute to community centres, bike shops, Service Ontario and cycling pop-ups.

Ms. Halff also suggested that drivers should be educated on the following four things;

  • Adult cyclists belong on the road
  • Drivers must give cyclists one metre of safe space.
  • Under the City's By-laws drivers are not allowed to stop or park in bike lanes.
  • Information for drivers on how to navigate cross rides

Catherine Nguyen-Pham, Communications Advisor thanked Ms. Halff for her suggestions and spoke to the numerous cycling campaigns that promote cycling, cycling safety and general education messaging for all modes of transportation.

Councillor Tedjo noted that Council recently approved additional By-law enforcement officers and encouraged residents to utilize 311. 

Rahul Mehta, Founder, Sustainable Mississauga,Co-founder, Stop Sprawl Peel asked the following questions:

Q. Regarding the cycling network quarterly update and distinguishing between timelines for what will actually get built this year and what won't as well as any continuing barriers to implementation the public should expect.

A. Matthew Sweet, Manager, Active Transportation responded that the update is structured that projects that are in construction phase are illustrated as under construction and anything that's prior to be under construction whether it's in planning or the design stage is identified as planning and design. Mr. Sweet also commented that an update would be provided to the committee with projected timelines.

Q. Regarding the construction of sharrows, and for the Committee to consider their removal from the Master Plan, and to redirect the funds to cycling infrastructure that actually works, is used/understood, and saves lives.

A. Matthew Sweet, Manager, Active Transportation responded the cycling master plan does not speak specifically to sharrows as a replacement for dedicated cycling infrastructure and explained that sharrows are used more of a way finding component.

Glenn Voakes, Resident asked the following questions:

Q. Presumably one would agree 142km’s of work prior to the current CMP would be impactful to the CMP. Why was the 142km’s of post CMP work just parachuted in without reflecting the effect to the budget and the average km’s to 12km’s in scenario “C” of the CMP for this carry  forward work and without a revisit to council for their clarification and approval?

A. Matthew Sweet, Manager, Active Transportation, responded the 2018 cycling master plan includes figures and tables that illustrates the existing network as of the publication document as of date. Figure 2 in the 2018 document shows the existent and essentially base line network of bike lanes, multi use trails and park pathways and Table 2 illustrates the existing  kilometres in place as of the publication of the document, so the 142 kilometres of existing on road infrastructure is present in the 2018 master plan and was part of the calculation and process.

Q. In the Q1 CMP update it states “142 km’s of on-road cycling infrastructure existed in Mississauga as of the end of 2017”. The whereabouts of this 142 km’s of cycling infrastructure is not identified, and if it existed, the actual time frame it was implemented is not indicated. If I use the first 4 years of cycling performance as a gauge, it would have conservatively taken 16 years to deliver 142 km's. Therefor it begs the question how far back does this 142 km’s actually go? Can I ask the city to comment on these points?

A. Mr. Sweet spoke to the orientation deck show as it was purposed in the cycling master plan which illustrates the existing network at the time, Mr. Sweet provided a couple of highlights of the bicycle lanes on Bristol rd, Confederation Parkway, Tenth Line West and multi use trails on Burnhamthorpe and other places, some of that infrastructure was built in 1990 and rehabilitation. Mr. Sweet will follow up with Mr. Voakes offline regarding the network.

Ms. Tagidou enquired how the committee supports and/or considers deputations. Councillor Tedjo explained the process.

Michelle Sanstra, Legislative Coordinator spoke to the 2023 Mississauga Cycling Advisory Committee Orientation Procedures.

Councillor Fonseca enquired if the Terms of Reference would be amended to reflect the new number of members to avoid potential issues with quorum. Ms. Sanstra responded to Councillor Fonseca's enquiry.

Matthew Sweet, Manager, Active Transportation spoke to the Orientation on the Cycling Master Plan.

Councillor Fonseca spoke to bike tourism in Mississauga and commented on the City's upcoming 50th Birthday. Ms. Fonseca suggested the committee brainstorm ideas to celebrate all parts of the City through cycling. She also spoke to some of  the committees roles and responsibilities and suggested committee member(s) attend Future Directions public sessions.

Councillor Fonseca noted that the Road Safety Committee and the Mississauga School Traffic Safety Action Committee meet quarterly for joint meetings and will require a member from the Mississauga Cycling Advisory Committee to attend.  Ms. Fonseca also noted that the Road Safety Committee requires a member from the Mississauga Cycling Advisory Committee to sit on the said Committee.

Moaz Ahmad, Citizen Member enquired about presentations from staff regarding initiatives such as Tourism and Future Directions. Sam Rogers, Director, Infrastructure Planning & Engineering Services responded to the enquiry from Mr. Ahmad.

Bill Johnston, Citizen Member enquired about the impact of leaving the Region of Peel regarding cycling infrastructure. Councillor Tedjo, Councillor Fonseca and Sam Rogers responded to the enquiry from Mr. Johnston.

Matthew Sweet, Manager, Active Transportation provided a verbal update on the Tour de Mississauga and asked the Committee for comments/suggestions or ideas of how to proceed.

Members of the Committee engaged in discussion and enquired about the following:

  • re-allocating of funds
  • shortfalls
  • sponsorship
  • city involvement/support vs. community driven
  • scaling options/repackaging
  • number of participants/attendance
  • registration

Mr. Sweet responded to the enquires and suggestions made by the Committee.

Direction was provided to staff to report back to the Committee at its next meeting with the history, event structure, operations, future options and initiatives.

Councillor Fonseca spoke to Carrasauga Bike Ride and Bike the Creek Ride.

Juelene Stennett enquired about the Mississauga bike website. Mr. Sweet responded to the enquiry from Ms. Stennett.

Vicki Tran, Citizen Member enquired about improving previous bike infrastructure, revising and updating and provided an example of a multi-use trail at Rathburn Road and Elora Drive and commented on the lack of cycling infrastructure on Glen Erin Drive between Burnhamthorpe and Collegeway.  Mr. Sweet and Councillor Tedjo responded to the enquiries from Ms. Tran. 

Moaz Ahmad, Citizen member advised the Committee of his involvement with a group named Access 2 Accessibility and spoke to a project named Accessible and Inclusive Micromobility, he also advised the committee of surveys and public events throughout the month of May.

Councillor Fonseca enquired about the Ping Street App. and if it's active.

Councillor Tedjo enquired with the committee how future meetings would operate moving forward, whether in-person, virtual or hybrid.

Action Item: For staff to report back on the operation of the Ping Street App.
