Mr. Beneteau spoke to the development application for Queen Street South and made comments regarding: noise mitigation; pollution; increased traffic and fencing requirements. Andrew Whittemore, Commissioner of Planning and Building spoke to the developer working with the adjacent neighbours. 

Mr. Beneteau spoke to the development application for Queen Street South and to the water runoff on the property and to guardrail safety.  Andrew Whittemore, Commissioner of Planning and Building spoke to the site approval process. 

Item 10.1 was moved up and voted on. 

Ms. Burgess-Ogilvie spoke to the 2023 Annual Impact Report Safe City Mississauga. 

Members of Council made the following comments: thanked Safe City Mississauga for all their programming; the importance of community safety; community interest for business and neighbourhood watches; liaison with the Peel Regional Police; financial needs for more neighbourhood watches; and funding for not for profit organizations. 

Ms. Burgess-Ogilvie answered questions from Members of Council and spoke to the need for a service contract with the City of Mississauga. 

Mr. Fahmy spoke to returning the Egyptian Festival to Celebration Square for 2024.

Members of Council made the following comments: the process for allocating event space; sharing the ranking of allocating event space with Members of Council; investing in another large event space; putting the event allocation scoring online; the demand versus supply for event space; and to the process and communication when groups are working with staff.

Jodi Robillos, Commissioner of Community Services spoke to the policy for governance of event space allocation for large events, and sharing the rankings of allocating event space with Members and Council.

Members of Council thanked staff for the Notice of Motion and spoke to growth within the City of Mississauga, retail spaces in the City of Mississauga, incorporating this Notice of Motion with existing Master Plans, and attracting and curating local retail and commercial businesses.

    WHEREAS The Official Plan promotes the creation of mixed-use walkable communities in neighbourhoods planned for significant intensification and the provision of higher order transit; 

    AND WHEREAS Cooksville’s new local area plan emphasizes the importance of creating a mixed-use walkable neighbourhoods that provides easy access to daily services by walking, cycling and transit;

    AND WHEREAS Mixed-use walkable communities provide considerable benefits such as an overall reduction to the reliance on private car trips and the need for car ownership;  

    AND WHEREAS The existence of local neighbourhood retail and commercial business clusters are an important component for supporting mixed-use walkable communities; 

    AND WHEREAS Walkable communities are predicated on the existence of a specific mix of retail amenities in walking distance such as grocery stores, pharmacies, gyms, and hardware stores, yet these types of business are difficult to attract and retain in the current market;

    AND WHEREAS Fifty percent (50 %) of all car trips in Mississauga are less than 5 kilometres (KMs);

    AND WHEREAS As intensification occurs and neighbourhoods transition, higher financial returns for residential development have made it harder to maintain and expand new local retail commercial spaces;

    AND WHEREAS Business Improvement Associations have been established in some neighbourhoods to support local retail and commercial business promotion and attraction, these associations do not exist in all of Mississauga’s intensification areas;

    AND WHEREAS The Economic Development Office traditionally has had a limited role in attracting and curating local retail and commercial businesses;

    NOW THEREFORE BE IT RESOLVED THAT

    Council direct staff through the planned 2024 EDO strategy update to assess Mississauga’s local retail sector in order to provide Council practical strategies for retaining and attracting retail and commercial business that are necessary to build walkable communities, with a focus on neighbourhoods along the Hazel McCallion LRT, and in the city’s major and community nodes.

Councillors Parrish and Damerla spoke to a Policy and Procedure meeting at the Region of Peel to discuss the Regional Chair’s salary. 

Councillor Fonseca enquired when the short term accommodation report would be brought back to Council and if the report would be shared with the Housing Panel. Raj Sheth, Commissioner of Corporate Services noted that the report would be brought back in Fall 2024 and Andrew Whittemore, Commissioner of Planning and Building noted the report could be sent to the Housing Panel.

Councillor Fonseca further enquired if under the Planning Act it could require criteria from the applicants around their construction management plan. Mr. Whittemore responded and spoke to the construction management plan

Councillor Tedjo spoke to complaints with pickle ball design standards and enquired if a communications piece can be created to support tennis and pickle ball groups for the upcoming season. Jodi Robillos, Commissioner of Community Services responded and noted that a communication piece could be created.

Councillor Dasko spoke to noise exemptions and direction was given to staff for extending a noise exemption for live music performances. Mr. Sheth responded and noted that staff would bring a report back.

Members of Council announced various recognition days, Ward and Citywide events.

Council did not go into closed session and the matter was discussed during open session.
