"We acknowledge the lands which constitute the present-day City of Mississauga as being part of the Treaty and Traditional Territory of the Mississaugas of the Credit First Nation, The Haudenosaunee Confederacy the Huron-Wendat and Wyandotte Nations. We recognize these peoples and their ancestors as peoples who inhabited these lands since time immemorial. The City of Mississauga is home to many global Indigenous Peoples.

As a municipality, the City of Mississauga is actively working towards reconciliation by confronting our past and our present, providing space for Indigenous peoples within their territory, to recognize and uphold their Treaty Rights and to support Indigenous Peoples. We formally recognize the Anishinaabe origins of our name and continue to make Mississauga a safe space for all Indigenous peoples."

Councillor C. Fonseca recited the Indigenous Land Statement.

Councillor C. Fonseca noted the additional deputation from Phil Green Award regarding item 10.7. Councillor C. Fonseca also noted an amendment to the agenda to move Closed Session after Other Business.

Ms. Spencer provided a presentation and spoke to the 3 different volunteer roles available for committee members and also spoke to the sponsorship for the event. Committee members engaged in discussion and enquired about the purpose of sponsorship and the timeline for volunteers to respond to Ms. Spencer. Ms. Spencer advised that she would provide Megan Piercey, Legislative Coordinator her contact information and the presentation slides to share with the committee.

Mr. Green spoke to the history of the Mississauga Cycling Advisory Committee and the Phil Green award. Mr. Green further spoke to the need for cooperation for the committee to work toward better cycling infrastructure.  

Councillor C. Fonseca and Suzanne Doyle, Vice-Chair thanked Mr. Green for his deputation and welcomed him to speak at future Mississauga Cycling Advisory Committee meetings.

Pursuant to Section 42 of the Council Procedure By-law 0139-2013, as amended:


Mississauga Cycling Advisory Committee may grant permission to a member of the public to ask a question of Mississauga Cycling Advisory Committee, with the following provisions:

  1. Questions shall be submitted to the Clerk at least 24 hours prior to the meeting;
  2. A person is limited to two (2) questions and must pertain specific item on the current agenda and the speaker will state which item the question is related to;
  3. The total public question period time is 15 minutes maximum and shall not be extended by the Chair; and
  4. Any response not provided at the meeting will be provided in the format of a written response.

During this item Suzanne Doyle, Vice-Chair requested that item 10.7 Phil Green Award Eligibility Discussion be deferred to the next meeting so that the Committee would have more time to consider the deputation from Phil Green. The deferral recommendation can be found under item 10.7.

Mr. Hammel provided a subcommittee update and spoke to the National Active Transportation Fund and noted that the subcommittee discussed the approach in which the City should apply for funding, whether they would focus on updating existing infrastructure or brand new infrastructure.

Paulina Pedziqiatr, Citizen Member commented on requesting funding to improve existing infrastructure that a lot of cyclists are already using.

    That the Network and Technical Subcommittee Update from Kris Hammel, Citizen Member be received.

Mr. Sweet provided an update and advised that the application window for the funding opened at the end of January and that staff are putting together a list of projects they think are eligible for the funding. Mr. Sweet noted that each project would be evaluated on the merits and the City's submissions would need to be listed in priority order. Mr. Sweet further advised that the applications are due the end of March and that staff would be targeting the March 9, 2022 General Committee meeting to seek approval for the list of projects the City would be submitting for the funding.

Committee members engaged in discussion an enquired about when the list of projects would be available. Committee Members also enquired if there would be any joint City or Regional submissions. Mr. Sweet and Neal Smith, Region of Peel responded to questions and Mr. Sweet advised that the report would be provided to the Committee for information at the next Mississauga Cycling Advisory Committee meeting.

Mr. Smith provided an update on the project and advised that the Region has added the project to their request for funding list for the National Active Transportation fund. Mr. Smith further noted that there is a water main update that needs to be completed and that project timelines would be available for the Derry Road project once the water main project is completed.

WHEREAS the Municipal Act, 2001, as amended (the "Act"), requires Council to pass a resolution prior to closing part of a meeting to the public;


AND WHEREAS the Act requires that the resolution states the act of the holding of the closed meeting and the general nature of the matter to be considered at the closed meeting;


NOW THEREFORE be it resolved that a portion of the Mississauga Cycling Advisory Committee meeting held on February 8, 2022 shall be closed to the public to deal with the following matter:


(a)    Pursuant to the Municipal Act, Section 239 (2):

i.        Personal matters about an identifiable individual, including municipal or local board employees – 2021 Phil Green Award

This motion was voted on and carried at 7:45 PM.

Members of the Committee asked questions related to the matter. Sacha Smith, Manager, Legislative Services and Deputy Clerk responded to questions.

Anna Tran, Citizen member departed at 8:15 PM.


The Committee moved out of closed session at 8:57 PM
