It was requested that a Site Inspection Report for St. Pio of Pietrelcina Catholic Elementary School (Ward 4) be added to the Agenda.

Erica Warsh, Vision Zero Lead provided an update on the Vision Zero action plan, noting that the focus of the program was to prevent fatalities and injuries related to motor vehicle collisions. Ms. Warsh outlined what the City is doing to work toward the objectives of Vision Zero, explaining that were 99 actions detailed in the plan that designed to help achieve the program’s goals. 

Ms. Warsh responded to questions from the committee, noting that parking is part of Vision Zero, which an engagement and education strategy has been created and that work was being done on the dashboard. 

Councillor McFadden welcomed Sandra Thompson, Citizen Member, to the committee.

Laura Zeglen, Active Transportation Coordinator provided information on the School Walking Routes program and spoke to the updated School Walking Routes logo, Fall program events, upcoming events and key tactics for promotion of the program. Ms. Zeglen further noted that the next issues of the Traffic Safety Times would be circulated in January and April 2022 and requested that committee members share ideas for what could be included in the documents.

Ms. Zeglen responded to inquiries from the committee noting that further discussion should take place regarding how to identify schools for inclusion into the School Walking Routes program and how to prioritize schools that wish to be involved. Ms. Zeglen also explained that Vision Zero branding may be incorporated into School Walking Routes program materials.

    1. That the deputation from Laura Zeglen, Active Transportation Coordinator regarding School Program Updates from Active Transportation be received;
    2. That moving forward, the School Walking Routes Program, currently being led by Traffic Safety Council, be led by the City of Mississauga’s Active Transportation section;
    3. That Traffic Safety Council members continue to support the Program by participating in planning meetings, supporting City staff as needed and where appropriate, and volunteering at events such as program launches; 
    4. That Active Transportation will provide updates on the program quarterly or as needed; 
    5. That a member of staff from Active Transportation attend all Traffic Safety Council monthly meetings; and
    6. That Active Transportation staff review and respond to all referrals from Traffic Safety Council regarding new schools to consider for the School Walking Routes Program.

Pursuant to Section 42 of the Council Procedure By-law 0139-2013, as amended:

Traffic Safety Council may grant permission to a member of the public to ask a question of Traffic Safety Council, with the following provisions:

  1. Questions shall be submitted to the Clerk at least 24 hours prior to the meeting;
  2. A person is limited to two (2) questions and must pertain specific item on the current agenda and the speaker will state which item the question is related to;
  3. The total public question period time is 15 minutes maximum and shall not be extended by the Chair; and
  4. Any response not provided at the meeting will be provided in the format of a written response.

No members of the public registered to speak.

Site Inspection report for the site inspection conducted on September 16, 2021 at the intersection of Donway Drive and Sombrero Way for the Students attending St. Marcellinus Secondary School and Mississauga Secondary School.

RECOMMENDATION

  1. That Transportation and Works be requested to construct a curb cut and landing pad on the north side of Donway Drive to line up with the existing curb cut and landing pad on the southwest corner of Donway Drive and Newcombe Drive.
  2. That Transportation and Works be requested to add a zebra marked crosswalk on the west leg of the intersection aligning the southwest curb cut and landing pad with the new curb and landing pad on the north side of Donway Drive.

Site Inspection report for the site inspection conducted on September 21, 2021 at the intersection of Swanhurst Boulevard and Plainsman Road for the students attending Ray Underhill Public School.

RECOMMENDATION

  1. That the warrants have not been met for the placement of a school crossing guard at the intersection of Swanhurst Boulevard and Plainsman Road for the students attending Ray Underhill Public School.
  2. That Transportation and Works be requested to review the placement of the stop signs on Swanhurst Boulevard and Plainsman Road if the warrants are not met for the implementation of an all-way stop that is currently under review.

Email dated September 27, 2021 from Sheelagh Duffin, Supervisor, Crossing Guards, requesting support from the Traffic Safety Council in funding of the 2021 Crossing Guard Long Service Awards.

DIRECTION REQUIRED

Ms. Duffin provided the committee with an overview and history of the Crossing Guard Long Service Awards and requested that Traffic Safety Council consider sponsoring the awards as the committee has done in the past. Ms. Duffin noted that the amount requested to fund the awards was $1,695.

Councillor McFadden noted the importance of supporting school Crossing Guards and Robert Crocker, Citizen Member, acknowledge Ms. Duffin’s work.

Site Inspection report for the site inspection conducted on September 27, 2021 at the intersection of Huron Heights Drive and Elia Avenue for the students of St. Pio of Pietrelcina Catholic Elementary School.

RECOMMENDATION

  1. That the warrants have not been met for the placement of a school crossing guard at the intersection of Huron Heights Drive and Elia Avenue for the students of St. Pio of Pietrelcina Catholic Elementary School.
  2. That Traffic Safety Council be requested to re-inspect the intersection of Huron Heights Drive and Elia Avenue for the students of St. Pio of Pietrelcina Catholic Elementary School in Spring 2022.
  3. That Transportation and Works be requested to consider signing Elia Avenue on the approach to Huron Heights Drive as a school zone and 30km/hour.
  4. That the Forestry Department be requested to trim the trees on Huron Heights Drive south of St. Pio of Pietrelcina Catholic Elementary School where the branches are overhanding existing signage.

RECOMMEND APPROVAL

Councillor Kovac thanked those that were involved with the site inspection and spoke in support of doing another site inspection in the future. Peter Westbrook, Chair noted that the Traffic Safety Council would do another site inspection in the spring of 2022.

Sheelagh Duffin, Supervisor, Crossing Guards explained that there were a number of back-logged site inspections to be completed and that a number of new site inspection requests had been received noting that the site inspection calendar for October could include 12-14 site inspections plus School Walking Routes program events. Ms. Duffin requested that if a citizen member signed up to participate in a site inspection but was unable to attend, that the member inform staff as a citizen member must be present at each inspection. Ms. Duffin also thanked those committee members who had been attending site inspections in September noting that 3 inspections had been completed. 

Brad Butt, Citizen Member suggested that it would be helpful if the site inspection calendar was circulated earlier to give members time to arrange their schedules. Peter Westbrook, Chair proposed that the site inspection calendar be circulated prior to the Traffic Safety Council meeting each month. Councillor McFadden and Councillor Fonseca spoke to scheduling conflicts, indicating that Councillors could not attend site inspections and School Walking Routes program events scheduled on Wednesdays because of Council meetings. Ms. Duffin responded that staff would work to schedule events on days other than Wednesdays for Councillors who wish to attend. Councillor McFadden also spoke to concerns in the area of Derry Road and Lisgar Drive and inquired if a site inspection could be done in the area. It was confirmed that a site inspection had been scheduled for October.

Christopher Tham, Communications Advisor noted that Catherine Nguyen-Pham, Communications Advisor would be attending committee meetings in Mr. Tham’s place.
