Councillor M. Mahoney recited the Indigenous Land Statement.

Official Plan Review – Update on the Increasing Housing Choices in Neighbourhoods Study.
File: CD.06-INC

Councillor Dasko spoke to the report and inquired regarding the communication plan to the community on the rollout, the parking and frontage and lot coverage,

Councillor Butt spoke to the report and inquired on whether these changes will increase the workload for the Committee of Adjustment.

Councillor Tedjo commented on the assessment for reaching housing targets and what the assessment would be when adding multiplex units and the importance of ensuring unregistered secondary units are captured in order to be reflected in housing target assessment.

Councillor Parrish spoke to the report and commented on an article that speaks to purchased lands that are not being developed; lack of upzoning direction from the province; developers holding back on developing phases due to increased construction costs; lack of financing; uncertainty in sale prices, and noted that the Federal government has announced the intake of 500,000 new immigrants in the coming year.

Councillor Horneck commented on the challenge of capturing the number of basement apartments that exist due to lack of registration and suggested options for homeowners to register these units, not only to reflect the true number of units, but also for safety reasons.  Councillor Horneck commented on challenges of these projects being implemented in neighbourhoods were lot sizes are not conducive to increased density.

Andrew Whittemore, Commissioner, Planning and Development and Jason Bevan, Director, City Planning Strategies responded to Committees inquires.

The following persons spoke:

  1. Frank Culmone, Resident, inquired whether widening driveways will be permitted for multiple units, rather than on-street parking. Culmone inquired about the timelines and process to register a secondary unit and whether he would be permitted to create multiplex unit at one of his properties.  Mr. Culmone noted that the fees associated with registering a secondary unit are quiet high. 

Andrew Whittemore, Commissioner, Planning and Development and Paulina Mikicich, Manager, Planning - Innovation responded to the residents inquiries.

  1. David Collins, Resident, commented the significance of ICHN, application timelines and the increased workload to the Committee of Adjustment and the experience of other jurisdictions who have already implemented these projects

    1. That the report dated March 24, 2023, from the Commissioner of Planning and Building entitled “Official Plan Review – Update on the Increasing Housing Choices in Neighbourhoods Study,” under File CD.06-INC, be received for information.
    2. That staff develop proposed Official Plan policies and zoning directions for accessory dwelling units and plexes and present them at a future public meeting in conjunction with the Official Plan Review.
    3. That staff consult with stakeholders and the public on approaches to consolidate low rise residential zoning categories and report back to Council later this year.
    4. That three oral submission be received.
