Ben Gallagher, Manager, Office of Emergency Management provided an overview of Emergency Preparedness Week 2025, the 'You. We. Us' campaign, online resources for information on how to prepare for emergencies; and spoke to the City's robust emergency management program and collaboration with partners from across the City, neighbouring municipalities and higher levels of government.  Further, B. Gallagher noted that the City was the recipient of the 2022 Prepared Community Award and the 2022 Emergency Management Exemplary Service award in the resilient communities category.   

In response to Councillor B. Butt, B. Gallagher spoke to collaboration and coordination of emergency preparedness with the Region of Peel and regional partners including healthcare services, paramedics and police services.

In response to Councillor M. Reid, B. Gallagher spoke to community engagement events, ongoing initiatives, promotion of events through the Strategic Communications team, public education and outreach with community partners.

In response to Councillor N. Hart, B. Gallagher advised that he would take the request back to staff to make emergency preparedness information user friendly and practical for residents.

In response to Councillor C. Fonseca, B. Gallagher spoke to the request and exploring opportunities to best help residents with their different partners, and noted the City was working with the Provincial Government on the Ontario Corps program introduced last summer.

Megan Lynch, Nordicity provided an overview of the results of the economic impact assessment on Live Music in Mississauga and spoke to the analysis and research that informed the assessment, the two key areas that were the focus of the assessment being quantifying the impact of live music in Mississauga and exploring the broader impact that live music has on the City.  Further, M. Lynch spoke to the valuable baseline which would support data driven decision making moving forward, emerging elements and evolution of the industry. 

In response to Councillor S. Dasko, M. Lynch advised that the baseline provided was based on 2023 data and is a conservative estimate but noted future tracking of growth, economic and social impacts from the arts.

In response to Mayor C. Parrish, M. Lynch spoke to assessing the social and economic impacts of live music at a municipal level, methodology that included a survey, round table discussions and interviews, and inclusion of venues that serve live music in the study. 

In response to Councillor J. Kovac, M. Lynch spoke to the key piece of research that noted professional musicians who make Mississauga their home and growing the reputation of what the City has to offer. 

In response to Councillor C. Fonseca, Geoff Wright, City Manager and CAO spoke to creating awareness with elected officials of the economic impact of live music on Mississauga. 

In response to Councillor D. Damerla, M. Lynch spoke to the economic impact modelling categories, that tax revenue would be generated on a national level and three categories of economic impact on local businesses.

Erin Benjamin, President and CEO of the Canadian Live Music Association spoke to the key findings and recommendations from the first national report.  Further, E. Benjamin spoke to the research results, key highlights of the five key pillars that help the industry thrive; four key areas of friction impacting the industry; and six key areas of need to help maintain and maximize the growth of live music.

In response to Councillor S. Dasko, E. Benjamin spoke to investment in local music economies, the building blocks within the City of Mississauga and integration of live music activity and potential into planning and policy. Further, E. Benjamin spoke to other municipalities and city's efforts to increase economic activity and building an authentic local live music economy.

In response to Councillor J. Kovac, E. Benjamin spoke to the importance of smaller venues for emerging artists that would be fundamental to the over arching City strategy. Further, E. Benjamin noted the importance of music tourism on the hospitality sector.

In response to Councillor M. Reid, E. Benjamin spoke to home grown talent strategies, intersectionality of talent with local businesses and career paths for youth.

In response to Mayor C. Parrish, E. Benjamin spoke to growing the local live music economy and spaces, incentivizing growth of small grass roots venues and the benefit of available recording and rehearsal spaces.

Corey Poole, Music Program Coordinator and Carmen Ford, Manager Creative Industries of the City of Mississauga spoke to sector development and analysis of the two studies, economic impact on music venues and supporting places to play by funding of venues and concert presenters through the live music grant, professional development and mentorship through the Love Local Music program, industry recognition and growth, removal of barriers within the Noise By-law, and noted that Mississauga was named Music City of the Year in 2023 and the first ever spotlight City through the North by North East Festival (NXNE). Further, C. Poole noted measurement of long-term growth, statistics, and contributions towards strengthening grass roots infrastructure.

Mike Douglas, Executive Director and Sherri Parliament, Communications Manager, City of Mississauga provided an overview of the Mississauga Arts Council (MAC) annual report and spoke to the economic highlights, building of a brand, increased operating funds, and details about the 2025 Mississauga Arts Awards gala, the Martys on June 19, 2025.  Further, M. Douglas spoke to the award presentation in 19 categories which recognizes 70 finalists and honors three community arts awards all stars.

Sherri Parliament introduced the 2025 Song of the Year winner, Joelle Rose for her song "Birdhouse".

Joelle Rose performed Birdhouse and spoke to the inspiration for the song and recording experience at MetalWorks Institute.

Councillor J. Horneck provided an overview of the highlights of the quarterly update and noted Board changes; energy growth demands for 2050; Alectra's application to the Ontario Energy Board in 2027 for electricity rate-rebasing; recent dividend history; challenges with the delivery of new electrical connections to large buildings; natural disaster line replacement; and future demands on energy.

Marisa Chiu, Commissioner of Corporate Services advised that an In-camera report would be brought forward and the Enersource Financial in lieu of the Alectra General meeting in June.

In response to Councillor D. Damerla, M. Chiu noted that Alectra is a municipal owned utility corporation and that the Ontario Energy Board sets the rates based on cost analysis.

In response to Councillor D. Damerla, Councillor J. Horneck spoke to the return of profits to municipalities as shareholders and that there would be a huge demand for refurbishment and reinvesting in infrastructure in the future due to the increase in electrical demand.

Stone Company Ltd. for the supply and delivery of Self Contained Breathing Apparatus Equipment and associated licensing, maintenance, testing and support with an upset limit of $785,000.00 exclusive of taxes, for a term of up to five years, as outlined in the corporate report entitled “Single Source Approval for Self Contained Breathing Apparatus (SCBA) Equipment for Mississauga Fire and Emergency Services” dated March 26, 2025 from the Commissioner of Community Services and all necessary agreements and related ancillary agreements, all in a form satisfactory to the City Solicitor, in accordance with the City’s Procurement By-law 0013-2022, as amended.

In response to Councillor J. Horneck, Max Gill, Manager, Traffic Services and Road Safety spoke to the number of projects and additional funding that has facilitated expansion of the scope of the project. 

In response to Councillor A. Tedjo, M. Gill spoke to collaboration with Ward Councillors on road projects and the review process to identify problem roadways.

In response to Councillor D. Damerla, Colin Patterson, Director, Traffic Management and Municipal Parking spoke to traffic calming measures, concerns with operating speeds and that staff would consider the request for physical traffic calming. Further, C. Patterson spoke to allocation of funds and data to support areas of concern.

    2. That Louise Goegan, Citizen member of the Mississauga School Traffic Safety Action Committee, be authorized to attend the 2025 Ontario Traffic Council (OTC) Summit, on May 1, 2025, in Muskoka, Ontario, where she will be recognized as an Honourary Life Member at the President’s Dinner, and that the costs for mileage and related expenses, not exceeding $600, be allocated from the 2025 Mississauga School Traffic Safety Action Committee budget.
