Ms. Rogers provided a presentation on proposed bicycling parking regulations and spoke to the study process, purpose, approach, land use and user considerations, and draft parking requirements. Members of the Committee engaged in discussion and enquired about bicycling parking allocation per unit, previous bicycle parking requirements, e-scooter consideration, bicycle lanes and opportunities for public engagement. Ms. Rogers responded to questions.

Mr. Laidlaw provided a presentation regarding bicycle theft in Peel and spoke to the scope of the problem, reducing bicycle theft, solutions, and results. Committee Members engaged in discussion and enquired about next steps and cost. Jeffery Fleming, Citizen Member volunteered to work offline with Mr. Ladlaw regarding next steps. Councillor Fonseca advised that she would work offline with Councillor Santos, City of Brampton to see what could be done from a Council perspective.

Pursuant to Section 42 of the Council Procedure By-law 0139-2013, as amended:

Mississauga Cycling Advisory Committee may grant permission to a member of the public to ask a question of Mississauga Cycling Advisory Committee, with the following provisions:

  1. Questions shall be submitted to the Clerk at least 24 hours prior to the meeting;
  2. A person is limited to two (2) questions and must pertain specific item on the current agenda and the speaker will state which item the question is related to;
  3. The total public question period time is 15 minutes maximum and shall not be extended by the Chair; and
  4. Any response not provided at the meeting will be provided in the format of a written response.

Megan Piercey, Legislative Coordinator stated questions from residents that registered for public question period at the previous meeting on August 10, 2021 that failed for lack of quorum.

Question 1 (Item 9.4) : Resident enquired about why the City limits cyclists to 3 metre wide crushed stone/paved roads through natural areas instead of single track trails. Jamie Ferguson, Manager, Parks Services advised that the master plan is reviewed in 5 year increments over 10 years, with the last review completed in 2019. Mr. Ferguson further advised with bench-marking staff did find that the City's trails continue to be used and are sought after, and noted that the City does have different trail construction proposed in the future.

Question 2 (Item 9.1): Resident enquired about whether Epic Tour has been paid in accordance with their 5 year contract with the City to operate the Tour de Mississauga. Matthew Sweet, Manager, Active Transportation advised that staff are working with Epic Tours as per the contract. Mr. Sweet noted the terms of the contract are confidential and that Danica Spencer, Epic Tours would be providing a verbal update on the 2021 Tour de Mississauga as item 9.1 on the agenda.

Question 3 (Item 9.4): Resident enquired if the City recognised that a reliable, sustainable network of trails caters to the public and reduces the number of unsanctioned trails built without permission?  The resident further enquired about the City’s plan to build off-road, unimproved cycling infrastructure and how would it be facilitated? Jamie Ferguson, Manager, Parks Services advised that the City is currently working on a future designated mountain bike course and noted that they would be working with Park Planning staff to develop the course.

Ms. Spencer provided a verbal update on the 2021 Tour de Mississauga event and spoke to the format, the registration fee and the routes. Committee Members engaged in discussion and enquired about committee feedback on the routes, the purpose of the registration fee and the communications plan for the event. Ms. Spencer responded to questions.

Sarah Piett, Supervisor, Woodlands & Natural Areas and Jamie Ferguson, Manager, Parks Services provided a verbal update on the Mississauga Mountain Bike Association and spoke to the mountain bike community engagement, the site planning process, trail design, working with the International Mountain Bike Association on their construction process, and working towards developing a standard for the City of Mississauga to develop future mountain bike trails. Committee Members engaged in discussion and enquired about green fields versus brown fields, timelines and funding. Mr. Feguson and Ms. Piett responded to questions.

Megan Piercey, Legislative Coordinator advised that an amendment to the Terms of Reference was not required in order for the Committee to provide feedback or make recommendations regarding micromobility and noted that this is the same for other committees (i.e. Accessibility Advisory Committee and Road Safety Committee) who have also provided feedback on this subject matter.  Ms. Piercey further advised that a motion would need to be made to appoint members of the committee to the working group. Suzanne Doyle advised that members to be appointed to the working group would be brought forward at the next meeting.

Committee members engaged in discussion regarding the email from Councillor Saito and spoke to the trail and recommended that Active Transportation staff review the feasibility of extending the bike lane marking at the intersection of Tenth Line West and Britannia Road West. Sunil Sharma, Citizen Member noted concerns with making a recommendation to extend the bike lane marking at the intersection and further noted that this was a non-emergency request and that it should go through the 311 request process.
