"We acknowledge the lands which constitute the present-day City of Mississauga as being part of the Treaty and Traditional Territory of the Mississaugas of the Credit First Nation, The Haudenosaunee Confederacy the Huron-Wendat and Wyandotte Nations. We recognize these peoples and their ancestors as peoples who inhabited these lands since time immemorial. The City of Mississauga is home to many global Indigenous Peoples.

As a municipality, the City of Mississauga is actively working towards reconciliation by confronting our past and our present, providing space for Indigenous peoples within their territory, to recognize and uphold their Treaty Rights and to support Indigenous Peoples. We formally recognize the Anishinaabe origins of our name and continue to make Mississauga a safe space for all Indigenous peoples."

Councillor Fonseca recited the Indigenous Land Statement.

Ms. Spencer provided an overview of the 2021 Tour de Mississauga Event and spoke to the format of the event and noted that they had just under 700 participates. Ms. Spencer further advised that as plans for 2022 are underway she would like to hear feedback from the committee regarding routes and sponsorship. Councillor Fonseca advised that the City received a lot of positive feedback regarding the format and thanked the volunteers. Councillor Fonseca further requested that if committee members are interested in getting involved then Ms. Spencer could return to receive feedback at a committee meeting in the new year.

    That the deputation from Danica Spencer, Epic Tour regarding Tour de Mississauga 2021 Follow-up Update be received for information.

Mr. Longmuir provided a presentation on the Culham Trail and spoke to the history of the trail, the challenges of the trail, repairs, short term actions and long term actions. Committee Members engaged in discussion and enquired about the long term actions timeline, project website, and short term signage. Mr. Longmuir and Stefan Szczepanski, Director, Parks and Forestry and Environment responded to questions and advised that an environmental assessment would commence sometime in 2022 and noted it was a long term process and that reconstruction or redevelopment of the trail would not happen until around 2 years. Mr. Longmuir further noted that a project website would be shared with the committee once it was available and advised that the signage would be posted full-time noting that the area is subject to high water levels, use at your own risk, as opposed to the temporary signage that is posted now.

Pursuant to Section 42 of the Council Procedure By-law 0139-2013, as amended:


Mississauga Cycling Advisory Committee may grant permission to a member of the public to ask a question of Mississauga Cycling Advisory Committee, with the following provisions:

  1. Questions shall be submitted to the Clerk at least 24 hours prior to the meeting;
  2. A person is limited to two (2) questions and must pertain specific item on the current agenda and the speaker will state which item the question is related to;
  3. The total public question period time is 15 minutes maximum and shall not be extended by the Chair; and
  4. Any response not provided at the meeting will be provided in the format of a written response.

Mr. Hammel provided an update on the subcommittee and spoke to the National Active Transportation Fund and noted that Active Transportation Staff are working to determine appropriate penalties for parking in bike lanes. Matthew Sweet, Manager, Active Transportation advised that an update on the proposed penalties would be brought forward at the January 2022 Mississauga Cycling Advisory Committee that would summarize staffs recommendations that the committee would be able to comment on.

Suzanne Doyle, Vice-Chair advised that she had been attending vision zero and Ontario Ministry of Transportation (MTO) meetings and advised that the Province is including Cycling under Micromobility. Matthew Sweet, Manager, Active Transportation requested that Ms. Doyle speak with him offline to provide him with more context and the materials provided at the meeting to further discuss this matter. Councillor Fonseca suggested that this matter could be discussed at a future Micromobility Working Group meeting.

Mr. Sweet advised that staff anticipated to have more of an update to the committee at this time and noted that they are still waiting for further information. Mr. Sweet further advised that staff would keep the committee updated once the portal was updated. Councillor Fonseca requested that the committee receive an update at the January 2022 meeting if staff receives more information at that time.

Robert Leuschner, Citizen Member enquired about if the signs for pedestrians and cyclists on the Queensway Trial would be taken down. Matthew Sweet, Manager, Active Transportation advised that staff would look into this and provide an update on the signs. 

Suzanne Doyle, Vice-Chair spoke to Councillor Saito's road signs that identify the bike lanes on Tenth Line West. Councillor Fonseca responded noting that the signs were coming out of the Councillor's Ward budget. Councillor Fonseca further enquired if green paint could be used to differentiate the bike lanes. Mr. Sweet advised that staff are trying to address this concern in the by-law as the issue with distinguishing the bike lanes is with the legacy lanes and not with the new bike lanes and noted that the newer designs would not feature the single white line for bike lanes. Mr. Sweet further advised that staff would be looking into larger scale improvements to the legacy lanes in the next budget cycle.

Councillor Fonseca inquired if the committee would be having their annual holiday celebration. Megan Piercey, Legislative Coordinator advised that at this time the committee could only have a virtual holiday celebration. Committee Members requested that they wait to have a celebration until it was safe to gather in person instead of having a virtual celebration at this time.
