That the September 25, 2024 Mississauga School Traffic Safety Action Committee Agenda be approved as presented.

Suzanne Holder, Manager, Customer Success and Innovation provided an overview of the Hidden Disabilities Sunflower Program and highlighted benefits for riders and MiWay employees; and the role of MiWay employees and next steps. 

Committee Members engaged in discussion and asked the following questions:

  • How was the Sunflower program promoted to the community and future events?
  • What are the plans of promoting the Sunflower program to schools?
  • When and where the Sunflower lanyards and other promotional items would be available to customers?

Site Inspection Report for the site inspection conducted on September 17, 2024 at the crossover on Clayhill Road between Hillcrest Avenue and Dundas Street West.

Members of the committee engaged in a discussion about the "How to Use the Crossover" signage and spoke to the inadequacy of current signage at crossovers; students pressed the crossing button but crossed without waiting for safe conditions; all crossovers set to be retrofitted with new signs with clearer instructions; sharing the update  with Mississauga Cycling Advisory Committee and Road Safety Committee.

    1. That the warrants have not been met for the placement of a school crossing guard.
    2. That the principal of Father Daniel Zanon Catholic Elementary School be requested to include the photo of the sign advising pedestrians what to do to cross the road at the crossover in an upcoming newsletter.
    3. That Transportation and Works be requested to
    1. Replace the existing "How to Use the Crossover" signage at the crossover with the more recent, more detailed version of the sign;
    2. Review the feasibility of moving the "stop for Pedestrians" signage on the hydro poles at the crossover both east and west sides of the crossover one foot higher on the poles to improve visibility for approaching vehicles when larger vehicles are parked legally close to the crossover.
    3. Trim the tree on the southbound, northwest approach to the crossover.

Miles Roque, Chair spoke to the Dr. Arthur Wood Award and the Wilde Wood Awards. Committee members engaged in a discussion about forming an Award Nominations Working Group for the review of 2024 awards’ nominations.

Angie Melo, Legislative Coordinator noted that the 2024 Wilde Wood Award Application Form would be emailed to all elementary schools by October 11, 2024 with the goal of reviewing nominations in November in preparation for the January awards presentation.

Peter Westbrook, Citizen Member, requested that last year’s Wilde Wood Award Application Form be sent and reviewed by Active Transportation staff.

Sheelagh Duffin, Supervisor Crossing Guards, proposed to the committee members to submit and review both Awards’ nominations together.

    1. That the warrants have not been met for the placement of a school crossing guard.
    2. That Transportation and works be requested to review the feasibility of adding curb cuts at the entrance to the park path and at the opposite side of the road by the mailbox.
    3. That Transportation and Works be requested to paint ladder markings at the all way stop intersection of Fairwind Drive and Hollymount Drive, including addition of curb depressions for accessibility.
    4. That the principal of St. Hilary Catholic Elementary School be requested to remind parents and students crossing Fairwind Drive to/from the park paths on the east side of Fairwind Drive to do so at the protected crossing at Hollymount Drive once the crosswalks are installed.

    That the Transportation and Works Action Items List for June 2024 be received.

Members of Mississauga School Traffic Safety Action Committee engaged in a discussion regarding current provincial and municipal regulations regarding e-scooters in Mississauga. The following comments were made:

  • Riding Age Limits.
  • Speed limits and that some e-scooter models exceeding this limit.
  • Regulations and safety concerns such as helmet use, parking locations and traffic rules disobedience.

Matthew Sweet, Manager, Active Transportation responded to questions and made the following comments:

  • The City regulated e-scooters in accordance with provincial regulations.
  • Ongoing public education efforts addressing prohibited sidewalk riding, highlighted by a new campaign that would feature visual aids.
  • Collaboration was established between the City of Mississauga's By-law Enforcement, Corporate Security departments, and the Peel Regional Police.
  • A report on the shared micro-mobility system's first year would be presented to General Committee.
  • The City's partner companies, Lime Technology Inc. and Bird Canada, were required to submit approved parking locations within the public right-of-way.
  • That formal docking stations were under consideration.
  • All devices were programmed with no-ride zones, slow-ride zones, and no-parking zones.
  • E-scooters were equipped with bells and audible tones, although concerns about quiet operation were noted.
  • GPS tracking was implemented with dual functionality, ensuring location data was accessible even when the battery ran out.
  • The lack of regulation regarding the sale of e-scooters was identified for future review.

Alex Beard, Active Transportation Coordinator, thanked the committee members for their support during the School Walking Routes launch events and spoke to upcoming launches.

Angie Melo, Legislative Coordinator spoke to the Committee’s citizen member vacancies and the recruitment process of Mid-Term Point Citizen Appointment.
