Mayor Parrish spoke on behalf of  Deputy Mayor and Councillor M. Mahoney, who is travelling on city business, that Item 10.1 - Fireworks By-law Review corporate report be deferred.

Councillor Damerla spoke opposing deferral of Item 10.1.

Felo Kalada, Philopateer Christian College Student, thanked Mayor Parrish and the Members of Council for the opportunity to showcase his art project, a replica of the Absolute Towers (Marilyn Monroe Towers) "AT".  Felo Kalada highlighted the time, cost, creative techniques, support he received, and what this project represented to him.

Mayor Carolyn Parrish congratulated Felo Kalada on his art project and proposed a city-wide student art competition to replicate a Mississauga building of their choice.

Georgios Fthenos, Director, Enforcement, provided an overview of the Fireworks By-law Review Corporate Report containing staff’s assessment of feedback, refined analysis and reassessment of options from those contained in the report presented at the May 21, 2025 General Committee Meeting.  Mr. Fthenos, explained the rationale for staff’s recommendation to implement a prohibition on consumer fireworks and outlined the impacts on the community, environment and enforcement resources.

Georgios Fthenos, Director, Enforcement, responded to the following enquiries from Members of Committee:

Complaints regarding fireworks are less than 1% than other complaints; why consider fireworks ban with other issues being of greater concern to residents; cultural aware communications approach; rationale for recommending prohibition rather than options to regulate fireworks; how long after imposing a ban will it take to see the effects of this change; explain rationale for not considering option 2; ban specific types of fireworks at point of sale; what types of education and outreach have been communicated with the Temples; having a city sponsored public display of fireworks for Diwali; if fireworks were to be banned, permits would still be issued for places such as a temple who wishes to set off fireworks from their private property; under a prohibition of fireworks, would permits be issued for public fireworks display only if there is a licensed pyrotechnic setting off the fireworks; how enforceable has it been over the past several years with the current restrictions; do other municipalities have no restrictions and regulations on sale and use of fireworks.

In response to Deepti Jolly’s enquiry, Mayor Parrish explained that Council is considering fireworks options due to the growing number of complaints about the setting off of fireworks throughout the year.

Keshav Mandadi, Resident, noted that the staff’s report focuses more on the option to ban fireworks rather than enhance options to put more restrictions; what diverse communities did they get input/feedback from and to the significance of the cultural celebration of Diwali.

In response to Mayor Parrish’s enquiry on whether banning of fireworks can be perceived as discrimination against a group, Graham Walsh, City Solicitor and Commissioner, Legislative Services, advised that legal staff have looked at the Charter issues associated with a potential ban and concluded that it does not impede Council from deciding on a ban.

Ishita Joshi, Student, University of Toronto Mississauga presented a PowerPoint presentation regarding the research she conducted on public education, by-law enforcement regarding fireworks and cultural sensitivity as part of the city’s academic partnership program in collaboration between the University of Toronto Mississauga, the Center for Urban Environments and the City of Mississauga for the 2025 Cue Summary Research Award.

In response to Councillor Damerla’s proposal to create videos to inform the public, Ishita Joshi, noted her interest in participating and will reach out to the Councillor.

Tom Jacobs, Owner, Rocket Fireworks Inc., noted that banning fireworks won’t address the complaints that are received outside of the permitted holidays as licensed vendors are only permitted to sell fireworks days prior to the permitted holidays. Mr. Jacobs proposed mandating vendors to provide comprehensive education at all points of sale, outlining days and times fireworks are permitted and punish the violators.  Mr. Jacobs spoke to the economic and practical impacts of banning fireworks. Mr. Jacobs noted that despite providing a number of practical steps based on experience from other municipalities, there was no further consultation or opportunity to jointly work on solving the issues and to create smarter enforcement, greater education, stronger licensing, and increased partnership with the Canadian National Fireworks Association.

Tom Jacobs, Owner, Rocket Fireworks Inc. responded to Mayor Parrish and Councillor Damerla’s enquiries regarding whether prepackaged fireworks contain roman candles and what kind of fireworks are being sold in the illegal market.

Aleem Kanji, Canadian National Fireworks Association, spoke on behalf of residents who use fireworks safely and responsible retailers and expressed concerns that the banning of fireworks would impact cultural traditions, risk of contradicting Council’s endorsed One Mississauga Campaign regarding challenging racism and discrimination.  Mr. Kanji explained that a city operated display will not replace the personal use and community’s significance of individual celebrations.  Mr. Kanji spoke to the cultural impacts, financial burden on residents for the cost of enforcement, Charter challenges, increase of illegal vendors and urged Council to reject a ban on the sale and use of fireworks, and CNFA’s approaching the city on partnering on an education safety campaign.

Aleem Kanji, responded to enquiries from Councillor McFadden, Mayor Parrish, and Councillor Damerla regarding the financial impact to local Mississauga vendors, Mayor Parrish’s efforts to continue customs/traditions; support of licensing fees; and how effective is the ban in Brampton.

In response to Mayor Parrish’s enquiry, Graham Walsh, City Solicitor, Commissioner, Legislative Services advised that there has not been a Charter challenge from neighbouring Municipalities that have banned fireworks.

Christian Thind, Operations Manager, Kaboom Fireworks Inc., highlighted areas of the report that he disagrees with regarding the neighbouring municipality’s ban on fireworks;  the statement that a ban on fireworks would reduce related incidents and complaints, and further highlighted the number of complaints from neighbouring municipalities after a ban was implemented; the results of the city’s public survey; and the impact that a ban would have to the sale of fireworks as it would increase the number of illegal vendors and risk unsafe uses.

Sarah Duhamel, EG Canada Spoke regarding the support for small businesses and the consideration of EG Canada opening up a fireworks retail in the city depending on the decision on implementing a ban on fireworks, and expressed concern that a ban on fireworks would erode opportunities for entrepreneurs, employees and families who rely on them and commented on the significance that fireworks has on communities, and urged Council to enhance education and enforcement and suggested that designated spaces be provided to residents who live in condominiums to set off fireworks safely.

Councillor Kovac commented on the high number of complaints he receives from condominium residents when fireworks are set off.

      3. That the Peel District School Board be requested to meet with the principal of Plum Tree Park Public School to address issues that the principal has identified with the Kiss and Ride on school property.

Councillor Horneck noted that the letter summarized what was discussed at Council and demonstrates the positive results that speed cameras have on the safety for the public.

Councillor Tedjo enquired whether there is an opportunity for staff to expand on communication on why the program was started and how effective it has been, how the program functions and how much has been invested in this program and have a report that provides feedback and can be shared with other municipalities that the program is more about safety and less punitive.

Councillor Butt, spoke regarding the importance of keeping school zones safe during school hours and suggested a public relations piece to share with the public.

Councillor Dasko spoke regarding the decision to implement ASEC program in school zones and only during school hours was to demonstrate that community safety is paramount over the collection of fines.
