Affordable Rental Housing Community Improvement Plan

Catherine Parson, Planner provided an overview of the Affordable Rental Housing Community Improvement Plan (CIP)

Staff responded to enquiries from Committee Members with respect to the different incentives for the different types of units; definition of affordable for gentle density; what are the financial grants; how much are the permit fees for 2 to 4 units; was the development community made aware of the fees and what was their feedback; how many fourplex applications have been received to date; are ownership changes permitted; how would the proposed amendments work for any organization that is a not-for-profit; how will we support smaller not for profit organizations that are in the queue to build; is co-op housing eligible for the incentives; what percentage of the  approved units apply to municipally owned land; how does the Multi-residential incentive program compare to the gentle density incentive program; provide an example of how a builder could be eligible to receive both discretionary grants for affordable and below market builds; why was a  25 year affordability term selected; and what is the fee relief for not-for-profits.

The following person spoke:

  1. Daryl Chong, President & CEO, Greater Toronto Apartment Association spoke to purpose build component of the staff's report and the NBLC report from February 2022 that was commissioned by the City of Mississauga and suggested options with the right incentives and balance to build all types of housing.

Staff responded to enquiries from Committee Members with respect to what is the interest of building office space; any merit on rethinking the proposed CIP; and is there opportunities to receive Regional and Federal Grants in addition to the City of Mississauga.

Proposed City Initiated Zoning By-law Amendments to Permit Seasonal and Permanent Outdoor Patios in the C3 (General Commercial) Zone

Committee Members engaged in discussion and enquired about establishments that would be required to apply to the Committee of Adjustment and waiving of fees.

Councillor Mahoney proposed an amendment to the staff's recommendation to address the concerns at a specific location in his Ward.

    That the proposed amendments to Zoning By-law 0225-2007, as detailed in Appendix 1 of the report dated May 1, 2024, from the Commissioner of Planning and Building, be approved in accordance with the following:

    1. Notwithstanding Appendix 1, that the seasonal and permanent outdoor patio uses shall not be permitted on the lands identified on the enclosed Schedule.
    2. An implementing Zoning By-law to be enacted at a future City Council meeting.
    3. Notwithstanding planning protocol, that this report regarding the proposed amendments to Zoning By law 0225-2007, be considered both the public meeting and a combined information and recommendation report.
